【摘要】： 作為教育政策運(yùn)行過程的重要組成部分,教育政策執(zhí)行在教育政策從理想向現(xiàn)實(shí)轉(zhuǎn)化的進(jìn)程中起著至關(guān)重要的作用。正是由于教育政策執(zhí)行是教育政策從理想轉(zhuǎn)化為現(xiàn)實(shí)的唯一途徑,因此,保證教育政策執(zhí)行常態(tài)是教育政策研究者永遠(yuǎn)的追求。改革開放三十年來,我國教育領(lǐng)域發(fā)生了翻天覆地的變化,大量教育政策相繼出臺,這些教育政策對于規(guī)范我國教育資源使用,促進(jìn)我國教育事業(yè)發(fā)展,維護(hù)我國教育公平發(fā)揮了重要作用。但不可否認(rèn),在教育政策執(zhí)行過程中存在著教育政策執(zhí)行的非常狀態(tài),教育政策執(zhí)行的非常狀態(tài)既包括教育政策執(zhí)行的超前,也包括教育政策執(zhí)行的滯后。這種非常狀態(tài)的存在,在一定程度上阻礙了教育政策的有效執(zhí)行,增加了教育政策執(zhí)行的成本,降低了教育政策執(zhí)行的績效,損害了教育政策的權(quán)威。如何看待教育政策執(zhí)行滯后?是什么原因?qū)е铝私逃邎?zhí)行滯后的出現(xiàn)?怎樣消解教育政策執(zhí)行滯后的負(fù)效應(yīng)?對于這些問題的追問既期待著能夠反映教育政策執(zhí)行理論研究上的深入,更期待著對教育政策的實(shí)際效能發(fā)揮能作出重要突破。 本文立足現(xiàn)實(shí),將教育政策執(zhí)行過程中種種延誤、歪曲、替換教育政策內(nèi)容的現(xiàn)象進(jìn)行匯總分析,揭示了教育政策執(zhí)行滯后這一現(xiàn)象,引用大量我國教育現(xiàn)代化進(jìn)程中的典型政策案例,運(yùn)用教育政策學(xué)、經(jīng)濟(jì)學(xué)、政治學(xué)、管理學(xué)的相關(guān)理論,證實(shí)了教育政策執(zhí)行過程中滯后問題的存在,并對此問題進(jìn)行了較深入的分析,提出了教育政策執(zhí)行的常態(tài)與非常態(tài)。明確了教育政策執(zhí)行滯后的表現(xiàn)、影響因素,并結(jié)合實(shí)際提出了解決的策略。 論文共分為五個部分: 導(dǎo)論,主要交代了研究緣起與論題說明;介紹了研究視角與研究方法;綜合考察了既有研究所取得的成果和存在的不足;勾勒出了研究的基本框架結(jié)構(gòu);并表明了研究的品格、可能創(chuàng)新和努力的空間。 第一部分為第一章,本部分內(nèi)容為基本概念厘定。介紹了教育政策、教育政策執(zhí)行、教育政策執(zhí)行滯后等本文研究過程中的核心概念。奠定了文章研究的基本起點(diǎn)。 第二部分為第二、三、四章,本部分分析了教育政策執(zhí)行滯后的表現(xiàn)、問題判定、影響因素,以及教育政策執(zhí)行滯后對于教育政策執(zhí)行帶來的正負(fù)效應(yīng)。界定了教育政策執(zhí)行的有意滯后、無意滯后、顯性滯后和隱性滯后。明晰了教育政策執(zhí)行的常態(tài)與非常態(tài)。在此基礎(chǔ)上,證明了教育政策執(zhí)行滯后現(xiàn)象的存在。運(yùn)用大量實(shí)例,從教育政策執(zhí)行主體、教育政策執(zhí)行程序、教育政策執(zhí)行環(huán)境等三個方面分析了教育政策執(zhí)行滯后問題的影響因素。 第三部分即第五章,本部分結(jié)合人性理論、系統(tǒng)理論、制度變遷理論、治理理論,從教育政策執(zhí)行的實(shí)際出發(fā),圍繞教育政策執(zhí)行力的提升、教育政策運(yùn)行過程優(yōu)化和教育政策執(zhí)行環(huán)境改良等方面提出了教育政策執(zhí)行滯后問題消解的策略。
[Abstract]:As an important part of the running process of educational policy , the implementation of educational policy plays an important role in the process of transforming education policy from ideal to reality . It is precisely because the implementation of education policy is the only way to transform education policy from ideal to reality .



This paper makes a summary analysis of the phenomena of delay , distortion and replacement of educational policy in the course of educational policy implementation , and reveals the phenomenon of lagging education policy .



The thesis is divided into five parts :



On the other hand , the author introduces the origin and research methods of the research , introduces the research perspective and the research method , summarizes the achievements and shortcomings of the existing research institutes , outlines the basic frame structure of the research , and shows the character of the research , the possible innovation and the effort .



The first part is divided into the first chapter , the content of this part is the basic concept determination . The paper introduces the core concept of the research process of education policy , the implementation of education policy and the lagging of educational policy .



The second part is the second , third and fourth chapters , this part analyzes the performance of the education policy implementation lag , the problem judgment , the influence factor , and the positive and negative effect of the educational policy implementation lag on the implementation of the education policy .



The third part is the fifth chapter , this part combines the theory of human nature , the system theory , the system change theory , the governance theory , from the practical starting of the education policy implementation , the improvement of the educational policy execution force , the optimization of the education policy operation process and the improvement of the education policy execution environment .
