【摘要】: 教育督導(dǎo)是督導(dǎo)機(jī)構(gòu)按照國家的教育法律、法規(guī)、方針和政策對(duì)下級(jí)政府的教育工作、下級(jí)教育行政部門和學(xué)校的工作進(jìn)行監(jiān)督、檢查、評(píng)價(jià)和指導(dǎo)。教育督導(dǎo)是現(xiàn)代教育管理中不可或缺的重要組成部分,是現(xiàn)代教育管理的重要手段之一。近年來,教育工作者在逐步認(rèn)識(shí)到教育督導(dǎo)的重要地位的同時(shí),也發(fā)現(xiàn)我國教育督導(dǎo)工作還存在著一系列的問題,歸納起來主要有:督導(dǎo)制度不盡完善、督導(dǎo)機(jī)構(gòu)設(shè)置形式混亂、督導(dǎo)隊(duì)伍問題重重、督導(dǎo)權(quán)威缺失、重“督政”輕“督學(xué)”、民辦學(xué)校督導(dǎo)缺失、督導(dǎo)信息收集和督導(dǎo)評(píng)估過程中均存在許多不足,這一系列的問題嚴(yán)重阻礙了教育督導(dǎo)的發(fā)展,不利于充分發(fā)揮其對(duì)教育的有效指導(dǎo)和監(jiān)控作用。因此,課題研究具有理論與現(xiàn)實(shí)意義。具體主要從教育督導(dǎo)的理論基礎(chǔ),我國教育督導(dǎo)現(xiàn)存的問題,對(duì)問題的原因剖析及今后的發(fā)展對(duì)策這四大方面入手進(jìn)行研究,并提出構(gòu)建完善的教育督導(dǎo)政策體系、督導(dǎo)管理體制轉(zhuǎn)型、督導(dǎo)評(píng)估模式與方法變革、加快督導(dǎo)專業(yè)化進(jìn)程等發(fā)展對(duì)策。
[Abstract]:Educational supervision is a supervision institution that supervises, examines, evaluates and guides the educational work of lower level governments, educational administrative departments and schools according to the state's educational laws, regulations, principles and policies. Education supervision is an indispensable part of modern education management, and it is one of the important means of modern education management. In recent years, educators also gradually realize the importance of educational supervision, educational supervision work in our country also found that there are a series of problems, are mainly summed up: the supervision system is not perfect, supervision organization, supervision team of heavy chaos, lack of authority, supervision of administrative supervision light "supervision" of private schools, lack of supervision, supervision of information collection and supervision and evaluation process are to exist many problems, these problems have seriously hindered the development of educational supervision, is not conducive to give full play to the education of the effective guidance and monitoring. Therefore, the research of the subject is of theoretical and practical significance. Mainly from the theoretical basis of educational supervision, educational supervision problems existing in our country, analyzes the reason of the problems and Countermeasures for future development of the four aspects of research, and made a perfect educational policy system, supervision and management system transformation, supervision and evaluation mode and method reform, accelerate the process of the development of professional supervision countermeasures.
