【摘要】:隨著世界貿(mào)易往來(lái)日趨緊密,港口作為貨物集散中心,功能也呈多元化發(fā)展趨勢(shì),特別是地理位置優(yōu)越的港口,在各國(guó)往來(lái)貿(mào)易中的地位日益凸顯。俄羅斯扎魯比諾港位于吉林省長(zhǎng)吉圖區(qū)域的圖們江入?谝员,日本海的特洛伊察灣內(nèi),地處俄羅斯、中國(guó)和朝鮮三國(guó)交界區(qū)域。聯(lián)合國(guó)開(kāi)發(fā)計(jì)劃署、朝鮮、中國(guó)、俄羅斯均出臺(tái)了合作開(kāi)發(fā)該區(qū)域的政策,并已有了行動(dòng)。扎魯比諾港作為地理和自然條件優(yōu)越的良港,其開(kāi)發(fā)不僅對(duì)俄羅斯本國(guó)具有重大的戰(zhàn)略意義,對(duì)整個(gè)東北亞地區(qū)的貿(mào)易格局都會(huì)產(chǎn)生深遠(yuǎn)的影響。特別是作為可以租用該港碼頭的中國(guó),借港出海的深遠(yuǎn)意義在于增強(qiáng)東北地區(qū)物資外運(yùn)的流通性,形成新的更有效的通道和格局。但是,面對(duì)周邊大連港、羅津港等眾多港口的激烈競(jìng)爭(zhēng),扎魯比諾港作為正在建設(shè)的新興港口,其發(fā)展也面臨諸多挑戰(zhàn)。因此,研究扎魯比諾港在遠(yuǎn)東地區(qū)的發(fā)展戰(zhàn)略選擇具有重要意義。本文從扎魯比諾港的基本情況和東北亞運(yùn)輸網(wǎng)絡(luò)區(qū)位分析入手,對(duì)扎魯比諾港和俄遠(yuǎn)東地區(qū)港口和遠(yuǎn)東地區(qū)其他港口進(jìn)行了比較分析,并在此基礎(chǔ)上總結(jié)出了扎魯比諾港的優(yōu)勢(shì)、劣勢(shì)、機(jī)會(huì)和威脅。為了對(duì)未來(lái)情況進(jìn)行了解,在對(duì)扎魯比諾港貨源市場(chǎng)進(jìn)行分析的基礎(chǔ)上,對(duì)扎魯比諾港的吞吐量進(jìn)行預(yù)測(cè)。最后,基于以上分析,確定了扎魯比諾港的發(fā)展戰(zhàn)略,并制定了對(duì)扎魯比諾港發(fā)展戰(zhàn)略的實(shí)施提供支撐的保障措施。研究結(jié)果表明,差異化戰(zhàn)略是扎魯比諾港現(xiàn)階段的主要發(fā)展戰(zhàn)略,集中化戰(zhàn)略對(duì)扎魯比諾港不適用,成本領(lǐng)先戰(zhàn)略雖然不是扎魯比諾港的最優(yōu)發(fā)展戰(zhàn)略,但該戰(zhàn)略對(duì)于扎魯比諾港而言也有適用性,可以考慮作為扎魯比諾港的遠(yuǎn)期發(fā)展戰(zhàn)略。本文的研究為扎魯比諾港在遠(yuǎn)東地區(qū)激烈的港口競(jìng)爭(zhēng)中確定最佳的發(fā)展戰(zhàn)略提供理論和實(shí)踐的參考依據(jù),對(duì)扎魯比諾港口提升港口服務(wù)能力、提高自身競(jìng)爭(zhēng)力具有重要意義。
