【摘要】：近年來,隨著鐵路建設規(guī)模不斷擴大,國際國內(nèi)人才資源競爭加劇,鐵路傳統(tǒng)人事管理已無法滿足現(xiàn)代企業(yè)的人力資源管理需求,為健全人才培養(yǎng)機制,提升企業(yè)核心競爭力,在路局領(lǐng)導的統(tǒng)一規(guī)劃和指導下,組織建設哈爾濱鐵路局人力資源信息系統(tǒng)。本文結(jié)合項目進度管理理論在哈爾濱鐵路局人力資源信息系統(tǒng)建設過程中的應用,從實踐角度闡述了項目進度管理過程,提出了制定項目進度計劃和實施進度控制的具體方法,首先研究分析了 WBS、甘特圖、責任分配矩陣、項目里程碑、類比估算法、關(guān)鍵路徑法等在制定該系統(tǒng)進度計劃中的應用;其次闡述了"計劃-實施-檢查-比較分析-確定調(diào)整措施-再計劃"在該系統(tǒng)進度控制過程中的具體實施;最后研究分析了項目進度計劃、項目進度控制、項目資源估算、項目偏差分析、項目變更控制、進度優(yōu)化、進度考核等方法和工具在人力資源信息系統(tǒng)建設中的具體應用和效果。通過研究項目進度管理在哈爾濱鐵路局人力資源信息系統(tǒng)建設中的具體應用,包括項目進度計劃制定、項目進度控制等過程,深刻的感受到理論與實踐相結(jié)合的重要意義,尤其是一份完整、科學、符合項目實際情況的進度計劃體現(xiàn)了項目管理者對項目的時間、資源和成本等因素的統(tǒng)籌安排能力,另外通過對比項目計劃進度與實際進度來掌握當前項目的進展情況,對于確保項目進度可控起著至關(guān)重要的作用。由于本人的研究還不夠深入,發(fā)現(xiàn)仍然有一些無法有效解決的問題,例如針對成本、進度以及質(zhì)量這三方面的問題始終難以解決,還需要項目管理經(jīng)驗的不斷積累,同時如何提高進度管理的收益是下一步研究的主要內(nèi)容。
[Abstract]:In recent years, with the continuous expansion of the scale of railway construction and the intensification of international and domestic competition for human resources, the traditional railway personnel management has been unable to meet the human resource management needs of modern enterprises, in order to improve the talent training mechanism and enhance the core competitiveness of enterprises. Under the unified planning and guidance of the leadership of the railway bureau, the paper organizes and builds the human resources information system of Harbin Railway Bureau. This paper applies the project schedule management theory to the construction process of the human resources information system of the Harbin Railway Administration. This paper expounds the process of project schedule management from the point of view of practice, and puts forward the specific methods of making project progress plan and implementing progress control. Firstly, it studies and analyzes WBS, Gantt chart, responsibility distribution matrix, project milestone, analogy estimation method. The application of the critical path method in making the progress plan of the system, secondly, the concrete implementation of "plan-actual-examination-comparion-analysis-determining adjustment measure-replan-plan" in the progress control process of the system is expounded. Finally, the project schedule, project schedule control, project resource estimation, project deviation analysis, project change control, schedule optimization are studied and analyzed. The concrete application and effect of progress assessment and other methods and tools in the construction of human resources information system. By studying the specific application of project schedule management in the construction of human resources information system of Harbin Railway Administration, including the formulation of project schedule plan, In the process of project schedule control, the significance of combining theory with practice is deeply felt, especially a complete, scientific and practical progress plan reflects the project manager's time to the project. The ability to coordinate and arrange resources and costs, in addition to comparing the progress of the project plan with the actual progress to grasp the progress of the current project. Because my research is not deep enough, I find that there are still some problems that can not be solved effectively, such as cost, schedule and quality, which are always difficult to solve. At the same time, how to improve the income of schedule management is the main content of the next research.
