【摘要】：高速公路帶來的時空壓縮、交通運輸便捷已深入人心,它對區(qū)域產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化,經(jīng)濟社會發(fā)展的貢獻也逐漸被重視。自國內(nèi)首條高速公路通車以來,高速公路已在我國經(jīng)歷了二十多年的發(fā)展,并且仍然處于大建設大發(fā)展的時期,建設里程年年攀升,高速公路網(wǎng)絡逐漸形成。伴隨國家十二五規(guī)劃提出的交通運輸保持適度超前發(fā)展的要求,各地區(qū)必將積極規(guī)劃建設地方高速公路,掀起新一輪的高速公路建設熱潮。因此,科學評價高速公路項目對沿線受影響區(qū)域產(chǎn)生的社會效益,分析項目社會效益如何實現(xiàn)并傳導擴散,探討項目社會效益的實現(xiàn)機制,有助于發(fā)現(xiàn)高速公路項目對區(qū)域社會發(fā)展的拉動規(guī)律,對制定科學合理的地方經(jīng)濟發(fā)展規(guī)劃,促進高速公路為主體的現(xiàn)代公路交通運輸體系與社會經(jīng)濟協(xié)調(diào)發(fā)展具有一定的現(xiàn)實指導意義。 現(xiàn)階段,我國高速公路項目社會效益的評價大多是在技術(shù)經(jīng)濟范式下開展的,缺乏對項目社會效益如何實現(xiàn)及進一步傳導與擴散的分析。本文在項目社會評價、運輸通道效應及空間交易成本理論的基礎上,根據(jù)高速公路項目社會效益的特點與類型,探索出高速公路項目社會效益的實現(xiàn)機制,深入探討了項目社會效益是如何在地方產(chǎn)業(yè)上實現(xiàn)的,從非自愿移民、貧困人口、少數(shù)民族及婦女三個方面闡述了高速公路項目對受影響群體產(chǎn)生的影響,并通過高速公路項目對居民生活水平、城鎮(zhèn)建設與發(fā)展、區(qū)域協(xié)調(diào)發(fā)展產(chǎn)生的影響,論述了高速公路項目對地方社會發(fā)展的貢獻。最后,以雅瀘高速公路項目為案例,從宏觀、中觀、微觀三個層面分析了高速公路項目對中國西部山區(qū)產(chǎn)生的社會效益,說明和印證項目社會效益的實現(xiàn)路徑及實現(xiàn)機制。
[Abstract]:The space-time compression brought by the expressway and the convenient transportation have been deeply rooted in the hearts of the people. Its contribution to the optimization of the regional industrial structure and the economic and social development has been gradually taken seriously. Since the opening of the first expressway in China, Expressway has been developing for more than 20 years in our country, and it is still in the period of great construction and great development, and the mileage of construction is rising year by year. The expressway network is gradually formed. With the request of the national 12th Five-Year Plan to keep the traffic and transportation developing ahead of time, every region will actively plan and build the local highway, and set off a new round of highway construction upsurge. Scientific evaluation of the social benefits of expressway projects to affected areas along the line, analysis of how the social benefits of the project to achieve and conduct diffusion, explore the realization mechanism of the social benefits of the project, It is helpful to discover the driving law of expressway project to the development of regional society, and to make scientific and reasonable local economic development plan. It is of practical significance to promote the coordinated development of modern highway transportation system and social economy. At present, the evaluation of the social benefits of expressway projects in our country is mostly carried out under the paradigm of technology economy, which lacks the analysis of how to realize the social benefits of the projects and how to conduct and spread them further. Based on the theory of transportation channel effect and space transaction cost, according to the characteristics and types of social benefits of expressway project, the realization mechanism of expressway project social benefit is explored. This paper probes into how the social benefits of the project are realized in the local industry, and expounds the impact of the expressway project on the affected groups from the three aspects of involuntary migration, poor population, ethnic minorities and women. Through the impact of expressway project on residents' living standard, urban construction and development, and regional coordinated development, this paper discusses the contribution of expressway project to local social development. In this paper, the author analyzes the social benefits of expressway projects in the mountainous areas of western China from three levels of view and micro level, and explains and verifies the realization path and mechanism of the social benefits of the projects.
