【摘要】:我國(guó)所面臨的“三農(nóng)問(wèn)題”歸根結(jié)底是農(nóng)民問(wèn)題,,農(nóng)民問(wèn)題的本質(zhì)是增加農(nóng)民收入,而農(nóng)村公路是促使農(nóng)民增收的基礎(chǔ)硬件設(shè)施,所以農(nóng)村公路建設(shè)發(fā)展對(duì)解決“三農(nóng)問(wèn)題”,建設(shè)“新農(nóng)村”起到了助推作用。但是每個(gè)區(qū)域農(nóng)村公路建設(shè)發(fā)展現(xiàn)在所面臨的困難是什么?每個(gè)階段各區(qū)域農(nóng)村公路建設(shè)發(fā)展成效有哪些?下一個(gè)階段建設(shè)發(fā)展方向在何方?這些都需要利用科學(xué)的評(píng)價(jià)方法作為指引,才能保證及時(shí)、準(zhǔn)確、深入地發(fā)現(xiàn)并解決問(wèn)題。 本文對(duì)比分析了國(guó)內(nèi)外農(nóng)村公路建設(shè)發(fā)展評(píng)價(jià)管理及研究現(xiàn)狀,可知目前農(nóng)村公路建設(shè)發(fā)展評(píng)價(jià)尚不完善,沒(méi)有充分考慮到農(nóng)村公路建設(shè)發(fā)展所處環(huán)境的特殊性及所呈現(xiàn)出來(lái)的動(dòng)態(tài)性和靜態(tài)性特征。分析了區(qū)域的內(nèi)涵并將其劃分為三個(gè)層次(東部、中部、西部,省域,縣域)并將區(qū)域農(nóng)村公路的外界影響系統(tǒng)分為了四個(gè)子系統(tǒng),即地理子系統(tǒng)、社會(huì)子系統(tǒng)、經(jīng)濟(jì)子系統(tǒng)、政策子系統(tǒng)。首先探討了區(qū)域農(nóng)村公路子系統(tǒng)與外界子系統(tǒng)的動(dòng)態(tài)發(fā)展協(xié)調(diào)的內(nèi)涵,分析了各外界子系統(tǒng)與區(qū)域農(nóng)村公路子系統(tǒng)互相作用的內(nèi)在機(jī)制,并簡(jiǎn)述了各影響子系統(tǒng)包括的影響因素。然后,基于馬斯洛需求學(xué)說(shuō)構(gòu)建了農(nóng)村公路建設(shè)發(fā)展階段性機(jī)理,提出了階段性評(píng)價(jià)內(nèi)容,即建設(shè)、養(yǎng)護(hù)、運(yùn)營(yíng)、管理,并給出了確立評(píng)價(jià)目標(biāo)的方法。最后,提出了利用“木桶理論”綜合分析兩種評(píng)價(jià)結(jié)果,為促進(jìn)農(nóng)村公路建設(shè)發(fā)展提供合理依據(jù)。 利用目標(biāo)層次分類展開(kāi)法確立評(píng)價(jià)指標(biāo)體系,并選用灰色關(guān)聯(lián)度及協(xié)調(diào)度計(jì)算方法作為農(nóng)村公路建設(shè)發(fā)展的動(dòng)態(tài)協(xié)調(diào)性及靜態(tài)階段性評(píng)價(jià)方法;谵r(nóng)村公路建設(shè)發(fā)展區(qū)域差異性對(duì)比分析,以2009年福建省農(nóng)村公路建設(shè)發(fā)展情況為例進(jìn)行分析,驗(yàn)證了評(píng)價(jià)方法的可行性和有效性,并綜合分析評(píng)價(jià)結(jié)果,找出存在的問(wèn)題,提出了解決方法。最終結(jié)合“利益相關(guān)者”理論及系統(tǒng)工程方法,探討了推動(dòng)區(qū)域農(nóng)村公路建設(shè)發(fā)展的相關(guān)措施。
[Abstract]:In the final analysis, the "three issues concerning agriculture, countryside and farmers" in our country are farmers' problems, the essence of which is to increase farmers' income, and the rural roads are the basic hardware facilities to promote the increase of farmers' income. So the development of rural highway construction has helped to solve the "three rural problems" and build "new countryside". But what are the difficulties now facing the development of rural highway construction in each region? What are the achievements of rural highway construction in each stage? What is the direction of construction in the next stage? These need to use scientific evaluation method as the guidance to ensure timely, accurate, in-depth problem detection and solution. This paper compares and analyzes the evaluation management and research status of the development of rural highway construction at home and abroad, and knows that the evaluation of the development of rural highway construction is not perfect at present. Not fully taking into account the particularity of the environment in which the rural highway construction and development is located and the dynamic and static characteristics presented. This paper analyzes the connotation of the region and divides it into three levels (eastern, central, western and provincial). And the external influence system of the regional rural highway is divided into four subsystems, namely, geography subsystem, social subsystem, economic subsystem, Policy subsystem. Firstly, the connotation of dynamic development and coordination between regional rural highway subsystem and external subsystem is discussed, and the internal mechanism of interaction between each external subsystem and regional rural highway subsystem is analyzed. Then, based on Maslow's theory of demand, the development mechanism of rural highway construction is constructed, and the content of stage evaluation is put forward, that is, construction, maintenance, operation and management. Finally, the paper puts forward a comprehensive analysis of the two evaluation results by using "bucket theory", which provides a reasonable basis for promoting the development of rural highway construction. The evaluation index system is established by using the objective hierarchy classification expansion method. The grey correlation degree and coordination degree calculation method is chosen as the dynamic coordination and static stage evaluation method for the development of rural highway construction, based on the comparative analysis of the regional differences of rural highway construction development. Taking the development of rural highway construction in Fujian Province in 2009 as an example, the feasibility and effectiveness of the evaluation method are verified, and the evaluation results are comprehensively analyzed to find out the existing problems. Finally, combining with the theory of "stakeholder" and the method of system engineering, the paper discusses the relevant measures to promote the development of regional rural highway construction.
