【摘要】：隨著我國的城市化進程逐步加快，城市交通面臨著嚴峻的形勢和挑戰(zhàn)。城市軌道交通以其運能大、速度快、安全準時、節(jié)能環(huán)保等諸多優(yōu)點，成為大城市走出交通困境的重點戰(zhàn)略和首要選擇。我國早在1985年的《中國技術政策》藍皮書中，基本確定了百萬人口以上大城市的綜合交通運輸系統(tǒng)以城市軌道交通為骨干的發(fā)展方向。然而，由于城市軌道交通工程項目投資規(guī)模大、建設周期長、工程費用高、系統(tǒng)結構復雜和技術水平要求高等因素，制約了城市軌道交通的發(fā)展。因此，作為一項復雜的系統(tǒng)工程，在城市軌道交通工程項目建設與運營過程中，如何通過有效的系統(tǒng)整合達到資源的優(yōu)化配置從而實現(xiàn)項目的成功建設和系統(tǒng)的高效運行，是目前亟待研究的課題。 本論文通過運用項目管理和系統(tǒng)分析等理論，采用規(guī)范研究與實證研究相結合、理論研究與應用研究相結合等研究方法，展開了對哈爾濱市地鐵一期工程項目建設與運營總體策劃的研究。通過結合城市軌道交通工程項目的特點，對城市軌道交通工程項目建設與運營管理相關理論進行分析，研究得出了城市軌道交通工程項目組織管理與運營管理的理論方法。運用系統(tǒng)分析理論，研究分析了城市軌道交通工程項目建設與運營總體策劃的內(nèi)容模塊和策劃流程與方法，得出了城市軌道交通工程項目建設與運營總體策劃方案的理論框架。以哈爾濱市地鐵一期工程項目為案例，對城市軌道交通工程項目建設與運營總體策劃進行了應用研究，設計了哈爾濱市地鐵一期工程項目建設與運營總體策劃方案。 本文對城市軌道交通工程項目建設與運營總體策劃的研究，不僅關系到項目本身的成敗優(yōu)劣，而且影響到城市的發(fā)展和人民的生活。應用成功的總體策劃方案有助于項目的順利實施與完成，增加項目運營的效益，同時也為后來城市地鐵項目的建設與運營提供借鑒作用。
[Abstract]:With the gradual acceleration of urbanization in our country, urban transportation is facing severe situation and challenge. Urban rail transit has many advantages, such as large capacity, fast speed, safety and punctuality, energy saving and environmental protection, etc. It has become the key strategy and the most important choice for big cities to get out of traffic difficulties. As early as 1985, China's "China's Technology Policy" blue book, The development direction of the integrated transportation system in large cities with a population of more than one million has been basically determined. However, due to the large scale of investment in urban rail transit projects, the long construction period and the high project cost, The development of urban rail transit is restricted by complex system structure and high technical level. Therefore, as a complex system engineering, in the process of construction and operation of urban rail transit project, How to achieve the optimal allocation of resources through effective system integration to realize the successful construction of the project and the efficient operation of the system is an urgent research topic at present. By using the theories of project management and system analysis, this paper combines normative research with empirical research, theoretical research with applied research and other research methods. Based on the characteristics of the urban rail transit project, this paper analyzes the theory of the construction and operation management of the urban rail transit project. Based on the theory of system analysis, the content module, planning process and method of overall planning of urban rail transit project construction and operation are studied and analyzed. The theoretical framework of the overall planning scheme for the construction and operation of the urban rail transit project is obtained. Taking the first phase of the subway project in Harbin as an example, the application of the overall planning of the construction and operation of the urban rail transit project is studied. The overall planning scheme for the construction and operation of the first phase project of Harbin Metro is designed. In this paper, the overall planning of urban rail transit project construction and operation is not only related to the success or failure of the project itself. The application of successful overall planning scheme is conducive to the smooth implementation and completion of the project and increase the efficiency of the project operation, but also for the subsequent construction and operation of urban subway projects to provide reference.
