【摘要】：自2013年鄭州航空港經(jīng)濟(jì)綜合實(shí)驗區(qū)(以下簡稱鄭州航空港經(jīng)濟(jì)區(qū))規(guī)劃得到國務(wù)院正式批復(fù)成立以來,其以航空經(jīng)濟(jì)為引領(lǐng),積極發(fā)展航空物流、生物醫(yī)藥、高端制造、現(xiàn)代服務(wù)以及高新技術(shù)產(chǎn)業(yè),產(chǎn)業(yè)聚集效應(yīng)逐漸顯著。金融作為產(chǎn)業(yè)發(fā)展強(qiáng)有力的后盾,可以為鄭州航空港經(jīng)濟(jì)區(qū)內(nèi)的企業(yè)提供資金、信用資本、風(fēng)險資本、金融產(chǎn)品以及服務(wù),滿足鄭州航空港經(jīng)濟(jì)區(qū)產(chǎn)業(yè)日益增長的資金需求,同時可以通過調(diào)節(jié)資本去向?qū)崿F(xiàn)資源優(yōu)化配置,有助于產(chǎn)業(yè)轉(zhuǎn)型升級,故鄭州航空港經(jīng)濟(jì)區(qū)產(chǎn)業(yè)的發(fā)展離不開高效的金融支持。目前,鄭州航空港經(jīng)濟(jì)區(qū)內(nèi)的金融機(jī)構(gòu)逐漸增多,金融體系日趨完善,投融資平臺效應(yīng)不斷顯現(xiàn),各金融主體對鄭州航空港經(jīng)濟(jì)區(qū)內(nèi)小微企業(yè)的支持力度也在持續(xù)加大,產(chǎn)業(yè)基金發(fā)展態(tài)勢良好。但快速發(fā)展對金融支持的需求問題逐漸顯現(xiàn):資金供求不平衡,政策扶持力度不夠,信用體制不完善及金融產(chǎn)品服務(wù)缺乏等。為深入探究鄭州航空港經(jīng)濟(jì)區(qū)產(chǎn)業(yè)發(fā)展中金融支持問題的原因,運(yùn)用模糊綜合評價分析法,將銀行業(yè)、信托業(yè)、保險業(yè)、證券業(yè)及投融資平臺等作為鄭州航空港經(jīng)濟(jì)區(qū)產(chǎn)業(yè)發(fā)展的金融支持效果的影響因素,參考金融機(jī)構(gòu)的相關(guān)金融指標(biāo),對鄭州航空港經(jīng)濟(jì)區(qū)產(chǎn)業(yè)發(fā)展的金融支持效果進(jìn)行評價,指出制約金融支持的重要因素為鄭州航空港經(jīng)濟(jì)區(qū)內(nèi)各金融機(jī)構(gòu)體制不健全,產(chǎn)品不完善。解決金融支持鄭州航空港經(jīng)濟(jì)區(qū)產(chǎn)業(yè)發(fā)展問題,需要銀行業(yè)鼓勵多類型的銀行機(jī)構(gòu)并存,創(chuàng)新金融產(chǎn)品服務(wù),建立完善信貸融資體制,制定風(fēng)險防控機(jī)制;信托業(yè)要創(chuàng)新符合鄭州航空港經(jīng)濟(jì)區(qū)需求的信托產(chǎn)品,加強(qiáng)對中小企業(yè)、新興產(chǎn)業(yè)的扶持力度;保險業(yè)要增加險種類型拓寬服務(wù)領(lǐng)域,持續(xù)提高保險業(yè)在鄭州航空港經(jīng)濟(jì)區(qū)產(chǎn)業(yè)發(fā)展中的參與度,增強(qiáng)保險與鄭州航空港經(jīng)濟(jì)區(qū)內(nèi)其他金融機(jī)構(gòu)的聯(lián)動性;證券業(yè)要加強(qiáng)證券市場的建設(shè),采取一些措施鼓勵企業(yè)尤其是中小企業(yè)通過上市的方式獲得資金支持;應(yīng)積極促進(jìn)投融資平臺的完善,利用各方資源拓寬企業(yè)融資渠道,采用多樣的融資模式,建立中小企業(yè)融資平臺等方式為鄭州航空港經(jīng)濟(jì)區(qū)產(chǎn)業(yè)發(fā)展提供融資便利。
[Abstract]:Since 2013, the Zhengzhou Airport Economic Comprehensive Experimental area (hereinafter referred to as Zhengzhou Airport Economic Zone) has been formally approved by the State Council. Since its establishment, it has actively developed aviation logistics, biomedical, high-end manufacturing, with the aviation economy as the guide. As a powerful backing for industrial development, finance can provide capital, credit capital and venture capital for enterprises in Zhengzhou Airport Economic Zone. Financial products and services can meet the growing capital needs of the industry in Zhengzhou Airport Economic Zone. At the same time, they can realize the optimal allocation of resources by adjusting the direction of capital, thus contributing to the industrial transformation and upgrading. Therefore, the development of Zhengzhou Airport Economic Zone industry can not be separated from efficient financial support. At present, the financial institutions in Zhengzhou Airport Economic Zone are gradually increasing, the financial system is becoming more and more perfect, and the effect of investment and financing platform is constantly appearing. The support of various financial entities to the small and micro enterprises in Zhengzhou Airport Economic Zone is also continuously increasing, and the development of industrial funds is in good condition. However, the demand for financial support for rapid development is gradually emerging: the imbalance between the supply and demand of funds, The policy support is not enough, the credit system is not perfect and the financial products and services are lacking. In order to probe into the reasons of the financial support problem in the industrial development of Zhengzhou Airport Economic Zone, the banking industry and the trust industry are analyzed by using the fuzzy comprehensive evaluation method. The insurance industry, the securities industry and investment and financing platforms are the influential factors for the financial support effect of the industrial development of Zhengzhou Airport Economic Zone, referring to the relevant financial indicators of financial institutions. This paper evaluates the effect of financial support for the industrial development of Zhengzhou Airport Economic Zone, and points out that the important factor restricting financial support is that the financial institutions in Zhengzhou Airport Economic Zone are not perfect. To solve the problem of financial support for the industrial development of Zhengzhou Airport Economic Zone, it is necessary for the banking industry to encourage the coexistence of various types of banking institutions, to innovate financial products and services, to establish and improve the credit financing system, and to formulate a risk prevention and control mechanism; The trust industry should innovate trust products that meet the needs of Zhengzhou Airport Economic Zone, strengthen the support for small and medium-sized enterprises and emerging industries, and the insurance industry should increase the types of insurance coverage and expand service fields. To continuously increase the participation of the insurance industry in the industrial development of Zhengzhou Airport Economic Zone, to enhance the linkage between insurance and other financial institutions in Zhengzhou Airport Economic Zone, and to strengthen the construction of the securities market in the securities industry, Some measures should be taken to encourage enterprises, especially small and medium-sized enterprises, to obtain financial support through listing. We should actively promote the improvement of investment and financing platforms, use resources from all sides to broaden the financing channels of enterprises, and adopt a variety of financing modes. The establishment of small and medium-sized financing platform for Zhengzhou Airport Economic Zone to provide financing facilities for industrial development.
