【摘要】：海事是指關(guān)于人和船在何種航行環(huán)境下進(jìn)行哪些水上活動(dòng)的事務(wù)。為了有效應(yīng)對(duì)人類在利用和經(jīng)略海洋過(guò)程中遇到的海洋環(huán)境威脅和海上安全挑戰(zhàn),國(guó)際社會(huì)加強(qiáng)了對(duì)于海洋安全的海事保障,并進(jìn)一步興起了以海上安保與海洋環(huán)保為主要內(nèi)容的海事合作。隨著"21世紀(jì)海上絲綢之路"倡議的逐步推進(jìn),有關(guān)各方必然將面臨一系列的安全風(fēng)險(xiǎn)。在此基礎(chǔ)上,中國(guó)與相關(guān)國(guó)家產(chǎn)生了提供充分海事保障與加強(qiáng)國(guó)際海事合作的現(xiàn)實(shí)需求。對(duì)于中國(guó)海事來(lái)說(shuō),在"21世紀(jì)海上絲綢之路"建設(shè)中可以從大國(guó)協(xié)調(diào)與機(jī)制完善、規(guī)范重塑與標(biāo)準(zhǔn)修訂、國(guó)際交流與隊(duì)伍建設(shè)三個(gè)方面入手,尋求建立一個(gè)涵蓋重點(diǎn)港口、支點(diǎn)國(guó)家與輻射對(duì)象的國(guó)際海事合作網(wǎng)絡(luò),這將會(huì)有利于保障"21世紀(jì)海上絲綢之路"的順利建設(shè),有益于促進(jìn)中國(guó)周邊外交的有效開展,有助于推動(dòng)大國(guó)間的安全合作。
[Abstract]:Maritime affairs refer to matters relating to what aquatic activities are carried out by persons and ships in the navigational environment... in order to effectively respond to threats to the marine environment and maritime safety challenges encountered by human beings in the process of utilizing and managing the oceans, The international community has strengthened maritime security for maritime security and further developed maritime cooperation focusing on maritime security and marine environmental protection. With the gradual advancement of the "Maritime Silk Road" initiative of 21th century, The parties concerned will inevitably face a series of security risks. On this basis, China and relevant countries have a realistic need to provide adequate maritime security and strengthen international maritime cooperation. In the construction of the "Maritime Silk Road in 21th century," we can start from three aspects: coordination and mechanism perfection of great powers, standard reconstruction and standard revision, international exchange and team building, and seek to establish a port that covers key areas. The network of international maritime cooperation between fulcrum countries and radiation objects will help to guarantee the smooth construction of the "Maritime Silk Road" in 21th century, promote the effective development of China's peripheral diplomacy, and promote security cooperation among great powers.
