【摘要】：“降低物流成本”是當(dāng)前我國供給側(cè)改革的一項重要內(nèi)容,也是落實廣西“三個定位”,深化區(qū)域改革開放的重要舉措,更是推動廣西經(jīng)濟升級轉(zhuǎn)型發(fā)展的重要支撐。然而,當(dāng)前廣西經(jīng)濟和物流基礎(chǔ)設(shè)施落后、產(chǎn)業(yè)結(jié)構(gòu)不合理等問題嚴(yán)重,導(dǎo)致區(qū)域物流成本依然偏高,嚴(yán)重阻礙了當(dāng)?shù)匚锪鳂I(yè)的發(fā)展。此外,廣西區(qū)內(nèi)各城市之間由于經(jīng)濟基礎(chǔ)和設(shè)施建設(shè)的不均衡,使得各地物流業(yè)的發(fā)展差異較大,這也影響了廣西區(qū)域經(jīng)濟的發(fā)展以及物流業(yè)的競爭力。因此,構(gòu)建指標(biāo)探討廣西區(qū)域物流網(wǎng)絡(luò)的演變特征及其影響因素,尋找廣西物流成本偏高的癥結(jié)所在,對于加快廣西區(qū)域經(jīng)濟發(fā)展和提升區(qū)域物流業(yè)競爭力,確保實現(xiàn)廣西在當(dāng)前時期的戰(zhàn)略目標(biāo)具有極其重要的現(xiàn)實意義。基于以上考慮,本文首先從物流成本出發(fā),分析廣西近十年來宏觀物流成本的變化情況,發(fā)現(xiàn)廣西的各項物流成本普遍偏高,尤其是公路運輸成本在各項費用總額中所占比例均為最高。然后,通過構(gòu)建物流成本利潤率指標(biāo),測算2005-2014年廣西14個地級市的公路物流運輸成本利潤率,在此基礎(chǔ)上,采用改進的引力模型來構(gòu)建各城市相互之間的物流聯(lián)系值,形成相應(yīng)的引力矩陣,并進行了網(wǎng)絡(luò)可視化分析。接著,采用社會網(wǎng)絡(luò)分析的方法,對廣西區(qū)域物流進行網(wǎng)絡(luò)測度,結(jié)果顯示廣西大部分城市的物流發(fā)展仍處在被吸引階段,只有南寧市一直表現(xiàn)為吸引階段,并且對其他城市的物流影響力較大,區(qū)域物流網(wǎng)絡(luò)的趨勢表現(xiàn)為由分散向集中化演變。再者,通過分析影響廣西區(qū)域物流網(wǎng)絡(luò)變化的相關(guān)因素,構(gòu)建面板模型探索各因素的影響作用,結(jié)果發(fā)現(xiàn)一個城市的經(jīng)濟基礎(chǔ)是影響區(qū)域物流網(wǎng)絡(luò)中各城市物流向內(nèi)流入和向外流出的關(guān)鍵因素,而公路物流業(yè)從業(yè)人員數(shù)對區(qū)域物流網(wǎng)絡(luò)的影響則為顯著的負(fù)向作用。通過對近十年來廣西區(qū)域物流網(wǎng)絡(luò)的分析,我們最后提出了提升物流業(yè)競爭力的政策建議,主要有以下四方面:(1)努力完善政策措施,積極推進體制改革;(2)提升基礎(chǔ)設(shè)施水平,完善區(qū)域物流網(wǎng)絡(luò)布局;(3)加快信息化平臺搭建,提升物流科技含量;(4)引進專業(yè)人才,提升行業(yè)專業(yè)水平。
[Abstract]:"reducing logistics cost" is an important part of the current supply-side reform in China. It is also an important measure to carry out the "three orientations" of Guangxi and deepen regional reform and opening up. It is also an important support to promote the transformation and development of Guangxi's economy. At present, the economic and logistics infrastructure of Guangxi is backward and the industrial structure is unreasonable, which leads to the high cost of regional logistics, which seriously hinders the development of the local logistics industry. Due to the imbalance of economic base and infrastructure construction, the development of logistics industry in Guangxi is quite different, which also affects the development of regional economy and the competitiveness of logistics industry in Guangxi. This paper discusses the evolution characteristics of Guangxi regional logistics network and its influencing factors, and finds out the crux of Guangxi's high logistics cost, which will accelerate the development of Guangxi's regional economy and enhance the competitiveness of regional logistics industry. It is of great practical significance to ensure the realization of Guangxi's strategic objectives in the current period. Based on the above considerations, this paper first analyzes the changes of the macro logistics costs in Guangxi in the past ten years, starting from the logistics cost. It is found that the logistics cost of Guangxi is generally high, especially the proportion of road transportation cost is the highest among the total expenses. Then, by constructing the profit rate index of logistics cost, The profit margin of highway logistics transportation cost in 14 prefectural cities of Guangxi from 2005 to 2014 is calculated. On the basis of this, an improved gravity model is adopted to construct the value of logistics connection between cities and to form the corresponding gravity matrix. Then, by using the method of social network analysis, the network measurement of Guangxi regional logistics is carried out. The results show that the logistics development of most cities in Guangxi is still being attracted. Only Nanning has been shown as the stage of attraction and has great influence on the logistics of other cities. The trend of regional logistics network has changed from decentralization to centralization. By analyzing the related factors that affect the change of regional logistics network in Guangxi, the panel model is constructed to explore the influence of each factor. The results show that the economic base of a city is the key factor that affects the inward and outward flow of the logistics of each city in the regional logistics network. Through the analysis of the regional logistics network in Guangxi in the past ten years, we put forward some policy suggestions to enhance the competitiveness of the logistics industry. There are the following four aspects: 1) strive to improve policies and measures, actively promote system reform and upgrade the level of infrastructure, improve the layout of regional logistics networks and speed up the construction of information platforms, enhance the technological content of logistics and introduce professionals. Improve the professional level of the industry.
