西安市城市軌道交通投融資模式初探

【摘要】:隨著西安建設國際化大都市步伐的加大,為加快軌道交通的建設,以改變主城區(qū)范圍內(nèi)的居民出行方式,降低地面交通需求,優(yōu)化交通結構,適應城市空間的快速拓展需要,提升對外交通樞紐配套能力,滿足城市綜合交通快速發(fā)展需求,西安市在已批復三條線建設規(guī)劃的基礎上,又在積極籌備新一輪建設規(guī)劃的報批工作,計劃自2012年-2018年完成地鐵四、五、六號線的建設,意味著今后每一年將開工建設一條線,屆時在建線路將達到三條。建設步伐的加快,對政府主導下的一體化投資模式提出了嚴峻的考驗,為確保地鐵建設資金按期投入使用,需研究多元化的投融資模式。本文旨在探索適合西安市城市快速軌道交通持續(xù)快速發(fā)展的投融資模式。 本文采取文獻綜述、經(jīng)驗借鑒、實證分析及提出對策建議的技術路徑展開研究,通過理論分析,定位城市快速軌道交通為準公共產(chǎn)品,且有著較大的正外部效應;進而分析保持城市快速軌道交通持續(xù)快速發(fā)展,單純采用政府主導下的壟斷性的一體化投融資模式很難滿足城市快速軌道交通建設和運營對資金的需求,在對西安市快速軌道交通管理模式及投融資模式進行分析的基礎上,有針對性的提出以政府投資為主導,以抓緊抓好土地儲備、資源開發(fā)和成本控制為管理目標,積極創(chuàng)新投融資模式,努力探索并分步實施“軌道+土地”、BT、售后重租、PPP、外國政府和國際金融組織貸款、證券融資等多種模式并存的綜合性的投融資模式,對西安市快速軌道交通投融資工作能起到拓寬思路、轉(zhuǎn)變思想、多措并舉確保投融資多渠道、高效率、低成本的得以落實。
[Abstract]:With the increasing pace of constructing an international metropolis in Xi'an, in order to speed up the construction of rail transit, to change the travel mode of residents in the main urban area, to reduce the demand for ground transportation, to optimize the traffic structure, and to adapt to the rapid expansion of urban space, To enhance the supporting capacity of foreign transportation hubs to meet the rapid development needs of urban comprehensive transportation, Xi'an is actively preparing a new round of construction planning for approval on the basis of the approved construction planning of three lines. It is planned to complete the construction of subway lines 4, 5 and 6 from 2012 to 2018, which means that construction of one line will begin every year in the coming year. By that time, three lines will be under construction, and the pace of construction will be accelerated. This paper puts forward a severe test to the integrated investment mode under the guidance of the government. In order to ensure that the subway construction funds are put into use on time, The aim of this paper is to explore an investment and financing model suitable for the sustained and rapid development of Xi'an urban rapid rail transit. In this paper, literature review, experience, empirical analysis and suggestions of the technical path to carry out research, through theoretical analysis, positioning of urban rapid rail transit quasi-public goods, and has a large positive external effect; Then it is analyzed that it is difficult to meet the demand of capital for the construction and operation of urban rapid rail transit by adopting the monopoly investment and financing mode under the guidance of government to maintain the sustained and rapid development of urban rapid rail transit. On the basis of analyzing the management mode and investment and financing mode of Xi'an rapid rail transit, the paper puts forward that government investment should be taken as the leading aim, land reserve should be grasped, resources development and cost control should be taken as the management goal. Actively innovating the investment and financing mode, exploring and implementing, step by step, the comprehensive investment and financing mode of "track land" and BTT, after-sale heavy rent PPP, loans from foreign governments and international financial organizations, securities financing, etc. To the investment and financing work of Xi'an rapid rail transit, it can broaden the train of thought, change the thought, and ensure the implementation of multi-channel, high efficiency and low cost of investment and financing at the same time.
