【摘要】：在我國目前的交通運(yùn)輸體系中，港口發(fā)揮著舉足輕重的作用，港口是綜合運(yùn)輸體系中的戰(zhàn)略節(jié)點(diǎn)、也是現(xiàn)代國際貿(mào)易和物流的信息中心和增值中心。河北沿海經(jīng)濟(jì)隆起帶三大港口作為華北、西北地區(qū)重要的出海口和對外開放門戶，在促進(jìn)京津冀及全國區(qū)域協(xié)調(diào)發(fā)展中具有重要戰(zhàn)略地位。但由于在沿海經(jīng)濟(jì)隆起帶港口功能上相似度較高，腹地交叉重疊，不可避免地存在著內(nèi)部的競爭，這使得提高港口效率來滿足各方面的要求成為了一項(xiàng)亟待解決的問題。 本文首先從港口規(guī)模、港口吞吐量、港口貨種的完成情況以及投資建設(shè)四個(gè)方面分析了秦皇島港、唐山港、黃驊港的發(fā)展現(xiàn)狀，并對各個(gè)港口的交通基礎(chǔ)設(shè)施情況進(jìn)行概述，明確各個(gè)港口的交通區(qū)位，最后結(jié)合港口經(jīng)濟(jì)腹地的情況，分析沿海經(jīng)濟(jì)隆起帶港口發(fā)展中存在港口通過能力不足、功能單一，與地方經(jīng)濟(jì)發(fā)展之間互動(dòng)效應(yīng)不大等方面的問題。其次，通過DEA模型和Malmquist全要素生產(chǎn)指數(shù)方法對沿海經(jīng)濟(jì)隆起帶港口群港口效率從靜態(tài)和動(dòng)態(tài)兩個(gè)方面進(jìn)行計(jì)算，得出沿海經(jīng)濟(jì)隆起帶港口群的整體效率正朝著良好方向發(fā)展，并通過對各個(gè)港口的效率定量化測度，明確了秦皇島港、唐山港、黃驊港提高港口效率的發(fā)展方向。最后，提出明確港口發(fā)展戰(zhàn)略地位，，加快港口建設(shè)，推進(jìn)港口集疏運(yùn)體系建設(shè)，加強(qiáng)港口物流建設(shè)以及各港口之間的功能聯(lián)動(dòng)的沿海經(jīng)濟(jì)隆起帶港口發(fā)展對策。
[Abstract]:In the present transportation system of our country, the port plays an important role, and the port is the strategic node in the integrated transportation system. It is also an information center and a value-added center for modern international trade and logistics. The three major ports along the Hebei coastal economic uplift serve as an important gateway to the sea and opening to the outside world in North and Northwest China. It has an important strategic position in promoting the coordinated development of Beijing-Tianjin-Hebei and national regions. However, due to the high similarity of port functions in the coastal economic uplift belt and the overlapping of hinterland, there is inevitable internal competition. This makes it an urgent problem to improve port efficiency to meet various requirements. This paper first analyzes the development status of Qinhuangdao Port, Tangshan Port and Huanghua Port from four aspects of port scale, port throughput, port cargo type completion and investment and construction, and summarizes the traffic infrastructure of each port. The traffic location of each port is clearly defined. Finally, combined with the situation of the economic hinterland of the port, it is analyzed that there is insufficient capacity and single function of the port in the port development of the coastal economic uplift belt. Secondly, through DEA model and Malmquist full-factor production index method, the port efficiency of coastal economic uplift is calculated from static and dynamic aspects. It is concluded that the overall efficiency of the port group in the coastal economic uplift is developing towards a good direction, and through the quantitative measurement of the efficiency of each port, the development direction of improving the port efficiency of Qinhuangdao Port, Tangshan Port and Huanghua Port is clarified. Finally, The paper puts forward some countermeasures for the development of the coastal economic uplift, which is to clarify the strategic position of port development, speed up port construction, promote the construction of port collecting and distributing system, strengthen port logistics construction and the function linkage between ports.
