【摘要】:截至2011年底,我國高速公路通車里程已達到7.5萬公里。伴隨著我國高速公路的快速飛躍發(fā)展,高速公路項目績效評價試點工作已逐步展開。理論界已對高速公路項目績效評價給予了一定的關(guān)注和研究,但是,由于我國政府投資高速公路項目績效評價工作開始較晚,績效評價實際工作中仍存在一些問題和不足。因此,,對政府投資高速公路項目績效評價問題進行研究,為深入開展政府投資高速公路項目績效評價工作,完善政府投資高速公路項目績效評價體系,具有一定的理論意義和現(xiàn)實指導性。 本文以公共財政理論、公共產(chǎn)品理論、系統(tǒng)理論和績效評價理論、層次分析法、熵值法等理論和方法為基礎(chǔ),對政府投資高速公路項目績效評價問題進行了系統(tǒng)的研究,完善了政府投資高速公路項目績效評價指標體系,利用專家打分法、層次分析法和熵值法相結(jié)合的方法確定指標權(quán)重,構(gòu)建了績效評價量化模型,進而為高速公路項目績效評價的量化研究開拓新思路。 首先,本文從高速公路項目績效評價的理論和現(xiàn)狀出發(fā),闡述了高速公路項目績效評價的國內(nèi)外研究現(xiàn)狀并進行述評,介紹了高速公路項目績效評價的相關(guān)基本內(nèi)容;接著,分析了政府投資高速公路項目績效評價存在的問題,并進行成因分析;其次,在比較借鑒國內(nèi)外學術(shù)界多方成果的基礎(chǔ)上,本文提出改善政府投資高速公路項目績效評價工作的措施,重點是完善“3E”績效評價指標體系,提出采用主觀方法層次分析法和客觀方法熵值法相結(jié)合的方法確定績效評價指標權(quán)重,在此基礎(chǔ)上采用加權(quán)平均模糊數(shù)學方法構(gòu)建績效評價量化模型。最后,結(jié)合具體高速公路項目案例應用本文完善的績效評價指標體系和構(gòu)建的績效評價量化模型,并對績效評價量化結(jié)果進行分析。
[Abstract]:As of the end of 2011, China's highway mileage has reached 75 thousand km. Along with the rapid development of highway in our country, the performance evaluation of pilot highway project has gradually expanded. The theory of performance evaluation of highway projects has paid close attention to and research, however, due to the work of performance evaluation of China's government invested highway project started later, the performance evaluation of the actual work there are still some problems and shortcomings. Therefore, the research of the performance evaluation of government investment in highway project, to carry out the performance evaluation of government investment in high speed highway project, improve the performance evaluation system of government investment project, it has certain theoretical significance and practical guidance.
Based on the theory of public finance, the public product theory, system theory and performance evaluation theory, AHP, entropy method based on the theory and method of performance evaluation of government investment in expressway project was studied and improved the performance evaluation index system of government investment in highway project, using the expert scoring method, AHP method combination method and entropy method to determine the index weight, and establish the model of performance evaluation and quantification, develops a new thinking for quantitative research on the performance evaluation of highway projects.
First of all, this article from the theory and the present situation of the performance evaluation of highway project, this paper expounds the present situation of domestic and foreign research on the performance evaluation of highway project and the review, introduces the basic content of the performance evaluation of highway project; then, analyzes the existing performance evaluation of government investment in highway project, and analyzed the causes; secondly, on the basis of compares the domestic and foreign academic circles many achievements, this paper proposes to improve the performance evaluation of government investment in highway project measures, the focus is to improve the 3E performance evaluation index system, this method was used to analyze the subjective and objective method of entropy method and AHP method are combined to determine the performance evaluation index based on the fuzzy weighted average the mathematical model of performance evaluation method to construct quantitative. Finally, combined with the specific case of the expressway project should be A perfect performance evaluation index system and a quantitative model of performance evaluation are established, and the results are analyzed.
