低碳交通的經(jīng)濟(jì)學(xué)分析

【摘要】:交通部門碳排放的嚴(yán)峻形勢(shì),已經(jīng)引起了世界各國(guó)的關(guān)注。隨著工業(yè)化、城鎮(zhèn)化進(jìn)程的推進(jìn),中國(guó)交通部門二氧化碳排放將呈現(xiàn)出“跳躍式”增長(zhǎng)的趨勢(shì)。交通部門低碳化轉(zhuǎn)型已成為一項(xiàng)現(xiàn)實(shí)而緊迫的問(wèn)題。 然而交通低碳化轉(zhuǎn)型之前,首先必須判定中國(guó)交通碳排放類型,這直接決定了交通發(fā)展的方向。其次,階段性發(fā)展特征對(duì)于中國(guó)交通碳排放的影響機(jī)制還待于探討。再者,高碳交通向低碳交通轉(zhuǎn)型的機(jī)理還有待于研究。最后,在區(qū)域協(xié)調(diào)發(fā)展的背景下,交通低碳化的轉(zhuǎn)型還必須與階段化發(fā)展相匹配。因此,深入開(kāi)展低碳交通研究對(duì)于中國(guó)可持續(xù)發(fā)展具有重要的現(xiàn)實(shí)和理論意義。 本文運(yùn)用比較分析法、模型分析法、計(jì)量分析法等,研究了中國(guó)交通部門低碳化轉(zhuǎn)型的問(wèn)題。主要回答了中國(guó)交通碳排放類型、階段性發(fā)展特征對(duì)于中國(guó)交通碳排放的影響機(jī)制、交通低碳化轉(zhuǎn)型的機(jī)理機(jī)制、基于低碳理念的區(qū)域交通模式等理論性問(wèn)題。通過(guò)低碳交通研究,得出以下結(jié)論:(1)中國(guó)交通碳排放屬于高碳排放。通過(guò)與發(fā)達(dá)國(guó)家的橫向比較,可發(fā)現(xiàn)中國(guó)交通部門碳排放效率處于較低水平。(2)階段性發(fā)展特征對(duì)于交通碳排放影響顯著。產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整有助于交通碳減排,而城鎮(zhèn)化的進(jìn)程促進(jìn)了交通碳排放。(3)交通結(jié)構(gòu)優(yōu)化、緊湊型城鎮(zhèn)化模式、經(jīng)濟(jì)結(jié)構(gòu)調(diào)整等有助于高碳交通的低碳化轉(zhuǎn)型。其中交通需求側(cè)的稅收、補(bǔ)貼等財(cái)稅手段是主要的內(nèi)生調(diào)節(jié)變量,經(jīng)濟(jì)結(jié)構(gòu)下的技術(shù)升級(jí)、緊湊型城鎮(zhèn)化模式創(chuàng)建、制度的低碳化供給等是主要的外生調(diào)節(jié)變量。(4)構(gòu)建了基于低碳理念的四種區(qū)域交通模式:長(zhǎng)三角模式、珠三角模式、渤海灣模式、中西部模式。(5)提出了交通基礎(chǔ)設(shè)施低碳化供給戰(zhàn)略、制度低碳化供給戰(zhàn)略、技術(shù)低碳化供給戰(zhàn)略、產(chǎn)業(yè)結(jié)構(gòu)的低碳化引導(dǎo)戰(zhàn)略、差異化的低碳區(qū)域交通模式構(gòu)建戰(zhàn)略等對(duì)策建議。 本文創(chuàng)新點(diǎn)是判定了中國(guó)交通部門碳排放類型、構(gòu)建了中國(guó)交通部門碳排放增長(zhǎng)的驅(qū)動(dòng)因素分析模型、剖析了高碳交通向低碳交通轉(zhuǎn)型的機(jī)理機(jī)制、構(gòu)建了基于低碳理念的區(qū)域交通模式等。
[Abstract]:The severe situation of carbon emissions from the transport sector has attracted the attention of all countries in the world. With the development of industrialization and urbanization, Carbon dioxide emissions from China's transport sector will show a "jump" trend. The transition to low-carbon transport sector has become a real and urgent problem. However, before the transition of low-carbon traffic, we must first judge the type of carbon emissions in China's traffic, which directly determines the direction of transport development. Secondly, the impact mechanism of the phased development characteristics on China's traffic carbon emissions remains to be explored. The mechanism of transition from high-carbon transportation to low-carbon transportation needs to be studied. Finally, under the background of coordinated regional development, the transition of low-carbon traffic must be matched with the development of stage. Further research on low-carbon transportation has important practical and theoretical significance for China's sustainable development. In this paper, comparative analysis, model analysis and econometric analysis are used to study the problem of low-carbon transformation in China's transport sector. The influence mechanism of stage development characteristics on China's traffic carbon emissions, the mechanism mechanism of traffic low-carbon transition, the regional transport mode based on low-carbon concept, etc. Through low-carbon transport research, Come to the following conclusion: 1) China's traffic carbon emissions are high carbon emissions. It can be found that the carbon emission efficiency of China's transport sector is at a relatively low level. (2) the characteristics of the phased development have a significant impact on the transport carbon emissions, and the adjustment of industrial structure contributes to the reduction of transport carbon emissions. The process of urbanization promotes the optimization of transport structure, the compact urbanization model, the adjustment of economic structure, and so on, which contributes to the low-carbon transformation of high-carbon transport. Subsidies and other means of finance and taxation are the main endogenous adjustment variables, technological upgrading under the economic structure, the creation of a compact urbanization model, This paper constructs four regional traffic modes based on low-carbon concept: Yangtze River Delta model, Pearl River Delta model, Bohai Bay model, etc. The central and western model. 5) put forward the low carbonization supply strategy of transportation infrastructure, the system low carbon supply strategy, the technology low carbonization supply strategy, the low carbonization guiding strategy of the industrial structure. Differential low-carbon regional transport mode construction strategy and other countermeasures. The innovation of this paper is to determine the types of carbon emissions in China's transport sector, to build a driving factor analysis model of carbon emissions growth in China's transport sector, and to analyze the mechanism of the transition from high-carbon transport to low-carbon transport. The regional traffic model based on low-carbon concept is constructed.
