【摘要】：隨著經(jīng)濟(jì)的快速發(fā)展和人民生活水平的提高，我國(guó)的客運(yùn)行業(yè)取得了迅速發(fā)展，扮演著越來(lái)越重要的角色，已經(jīng)成為了一個(gè)城市的名片，是城市中不可缺少的人文景觀。但在我國(guó)很多的城市中，非法營(yíng)運(yùn)現(xiàn)象已經(jīng)十分的泛濫，已經(jīng)成為城市里一道獨(dú)特的風(fēng)景線，同時(shí)非法營(yíng)運(yùn)的泛濫帶來(lái)一系列的社會(huì)問(wèn)題，，嚴(yán)重?fù)p害了社會(huì)公共利益。交通運(yùn)輸管理部門(mén)投入了大量的人力、物力和財(cái)力打擊和治理非法營(yíng)運(yùn)行為，但非法營(yíng)運(yùn)問(wèn)題并沒(méi)有得到有效解決。因此，找到非法營(yíng)運(yùn)產(chǎn)生的根源和原因，探討解決方案，對(duì)于規(guī)范市場(chǎng)秩序，維護(hù)社會(huì)治安，提升城市的形象都有重要的意義。 本文以廣州市非法營(yíng)運(yùn)問(wèn)題為研究對(duì)象，主要從以下幾個(gè)主要方面進(jìn)行較為深入的研究：第一部分緒論；第二部分，非法營(yíng)運(yùn)的概念界定及非法營(yíng)運(yùn)的現(xiàn)狀分析。第三部分，對(duì)治理非法營(yíng)運(yùn)的理論依據(jù)、法律依據(jù)及必要性進(jìn)行了研究探討。第四部分，對(duì)非法營(yíng)運(yùn)的危害性進(jìn)行了探討，主要包括擾亂市場(chǎng)秩序、危及乘客人身安全、損害合法出租車(chē)經(jīng)營(yíng)者的利益以及影響城市形象等方面。第五部分，對(duì)非法營(yíng)運(yùn)現(xiàn)象產(chǎn)生的原因和政府治理的困境進(jìn)行了理論分析。綜合運(yùn)用經(jīng)濟(jì)學(xué)原理以及公共管理學(xué)等相關(guān)專(zhuān)業(yè)知識(shí)對(duì)非法營(yíng)運(yùn)問(wèn)題進(jìn)行了深入的研究分析。第六部分，提出了治理非法營(yíng)運(yùn)的對(duì)策。主要分為市場(chǎng)供給方面和政府治理兩個(gè)方面進(jìn)行研究。
[Abstract]:With the rapid development of economy and the improvement of people's living standards, the passenger transport industry in our country has made rapid development, playing an increasingly important role, and has become the business card of a city. It is an indispensable cultural landscape in cities. But in many cities in our country, the phenomenon of illegal operation has become very widespread, has become a unique landscape in the city, at the same time, the proliferation of illegal operations has brought a series of social problems. The transportation management department has invested a lot of manpower, material and financial resources to combat and control illegal operation, but the illegal operation problem has not been effectively solved. It is of great significance to find the root cause and cause of illegal operation and to explore solutions for standardizing market order, maintaining social security and promoting the image of the city. This article takes Guangzhou illegal operation as the research object, mainly carries on the more thorough research from the following several main aspects: the first part introduction, the second part, the illegal operation concept definition and the illegal operation present situation analysis. The third part, The theoretical basis, legal basis and necessity of controlling illegal operation are studied and discussed. Part 4th discusses the harmfulness of illegal operation, mainly including disrupting the market order and endangering the personal safety of passengers. Damage to the interests of legal taxi operators and impact on the image of the city. Part 5th, This paper makes a theoretical analysis of the causes of illegal operation and the plight of government governance. It makes a thorough research and analysis on illegal operation by synthesizing the principles of economics and relevant professional knowledge such as public management. Part 6th, The countermeasures of controlling illegal operation are put forward, which are mainly divided into two aspects: market supply and government governance.
