【摘要】：伴隨著我國(guó)物流業(yè)快速發(fā)展,國(guó)內(nèi)很多現(xiàn)代物流企業(yè)通過強(qiáng)強(qiáng)聯(lián)合、網(wǎng)絡(luò)擴(kuò)張、合資合作、戰(zhàn)略聯(lián)盟等多種方式實(shí)現(xiàn)了企業(yè)優(yōu)勢(shì)資源在區(qū)域、全國(guó)甚至全球的優(yōu)化配置。近年來,我國(guó)鐵路系統(tǒng)加快發(fā)展鐵路現(xiàn)代物流,鐵道部多元化經(jīng)營(yíng)戰(zhàn)略更是明確指出“要積極推進(jìn)企業(yè)之間的聯(lián)合經(jīng)營(yíng)、合作經(jīng)營(yíng)、合資經(jīng)營(yíng),避免無序競(jìng)爭(zhēng),實(shí)現(xiàn)互利共贏”。鐵路局物流企業(yè)(原稱“鐵路多經(jīng)物流企業(yè)”)作為鐵路系統(tǒng)的重要組成部分,對(duì)于培育和增強(qiáng)鐵路提供現(xiàn)代物流服務(wù)的能力,加快構(gòu)建“門到門”的物流服務(wù)體系起著重要支撐作用,但目前鐵路局物流企業(yè)在合作經(jīng)營(yíng)中存在諸如合作經(jīng)營(yíng)領(lǐng)域盲目、合作伙伴選擇欠優(yōu)、合作保障機(jī)制缺乏等問題,不僅阻礙了鐵路局物流企業(yè)自身的發(fā)展,也影響了企業(yè)間的合作經(jīng)營(yíng)。因此,系統(tǒng)研究鐵路局物流企業(yè)合作經(jīng)營(yíng)伙伴選擇問題,對(duì)于鐵路局物流企業(yè)合作經(jīng)營(yíng)尋求突破口,實(shí)現(xiàn)鐵路局物流企業(yè)網(wǎng)絡(luò)化經(jīng)營(yíng),拓展鐵路物流“門到門”運(yùn)輸,加強(qiáng)鐵路兩端延伸服務(wù),形成鐵路整體競(jìng)爭(zhēng)合力均具有深遠(yuǎn)的戰(zhàn)略意義和重要的現(xiàn)實(shí)意義。 本論文在大量現(xiàn)場(chǎng)調(diào)研和資料數(shù)據(jù)分析的基礎(chǔ)上,從如下幾方面對(duì)鐵路局物流企業(yè)合作經(jīng)營(yíng)伙伴選擇問題進(jìn)行了研究和探討。 (1)分析了鐵路局物流企業(yè)合作經(jīng)營(yíng)發(fā)展基本狀況和存在的問題,闡述了鐵路局物流企業(yè)對(duì)合作經(jīng)營(yíng)伙伴進(jìn)行優(yōu)化選擇的必要性及選擇原則,設(shè)計(jì)了合作經(jīng)營(yíng)伙伴的三階段選擇步驟。 (2)分析了鐵路局物流企業(yè)合作經(jīng)營(yíng)發(fā)展趨勢(shì),設(shè)計(jì)了包括潛在貨源市場(chǎng)判斷、貨源市場(chǎng)需求量預(yù)測(cè)、鐵路運(yùn)輸承擔(dān)量計(jì)算在內(nèi)的鐵路貨源市場(chǎng)分析法；構(gòu)建了由三類11項(xiàng)指標(biāo)組成的合作經(jīng)營(yíng)伙伴初選評(píng)價(jià)指標(biāo)體系,采用了超效率DEA分析法對(duì)合作經(jīng)營(yíng)伙伴進(jìn)行初選評(píng)價(jià)；并根據(jù)運(yùn)量需求和供給能力,設(shè)計(jì)了合作經(jīng)營(yíng)伙伴優(yōu)化選擇的方法。 (3)以成都中鐵西南國(guó)際物流有限公司為例進(jìn)行了實(shí)例分析,利用鐵路貨源市場(chǎng)分析法選擇了糧食作為合作經(jīng)營(yíng)產(chǎn)品,并預(yù)測(cè)了成都地區(qū)糧食鐵路承擔(dān)量。通過超效率DEA分析法,確定了黑龍江省、吉林省、山西省作為合作區(qū)域,初步選擇了4家鐵路局物流企業(yè),再通過供給能力與初選企業(yè)物流服務(wù)能力比對(duì),最終選擇了3家企業(yè)作為成鐵物流的合作經(jīng)營(yíng)伙伴。 (4)分析了鐵路局物流企業(yè)合作經(jīng)營(yíng)風(fēng)險(xiǎn)的主要內(nèi)容,提出了相應(yīng)的風(fēng)險(xiǎn)防控措施；探討了成員間關(guān)系管理、與其他機(jī)構(gòu)的關(guān)系管理,并提出相應(yīng)保障機(jī)制。
[Abstract]:With the rapid development of the logistics industry in our country, many modern logistics enterprises in China have realized their superior resources in the region by means of strong combination, network expansion, joint venture and cooperation, strategic alliance, etc. In recent years, China's railway system has accelerated the development of modern railway logistics, and the diversified management strategy of the Ministry of Railways has clearly pointed out that "it is necessary to actively promote joint management, cooperation and joint ventures among enterprises." To avoid disorderly competition and achieve mutual benefit and win-win results ". As an important part of the railway system, the railway bureau logistics enterprises (formerly known as" railway multi-pass logistics enterprises "), as an important part of the railway system, can foster and enhance the capacity of railways to provide modern logistics services. Speeding up the construction of "door-to-door" logistics service system plays an important supporting role, but at present, there are some problems in the cooperative management of railway bureau logistics enterprises, such as blind cooperation in the field of cooperation, poor selection of partners, lack of cooperative guarantee mechanism, and so on. It not only hinders the development of logistics enterprises of railway bureau, but also affects the cooperative management among enterprises. Therefore, we should systematically study the problem of partner selection of logistics enterprises of railway bureau, and seek a breakthrough for cooperative management of logistics enterprises of railway bureau. It is of profound strategic significance and important practical significance to realize the network operation of logistics enterprises of railway bureau, to expand the transportation of railway logistics "door-to-door", to strengthen the extension service of both ends of railway, and to form the overall competitive force of railway. Based on a large number of field research and data analysis, this paper studies and discusses the selection of cooperative partners of logistics enterprises in railway bureau from the following aspects. This paper analyzes the basic situation and existing problems of the cooperative management and development of logistics enterprises of railway bureau, and expounds the necessity and principle of optimizing the selection of cooperative partners of logistics enterprises of railway bureau. The three-stage selection steps of cooperative partners are designed. (2) analyze the development trend of logistics cooperation of railway bureau, and design the analysis method of railway freight market, including market judgment of potential source, forecast of market demand, calculation of railway transport commitment; The evaluation index system of cooperative business partner primary selection is constructed, which is composed of three kinds of 11 indexes. The super efficient DEA analysis method is used to evaluate the partner primary selection, and according to the capacity of transportation demand and supply, The method of optimal selection of cooperative partners is designed. Taking Chengdu China Railway Southwest International Logistics Co., Ltd as an example, the grain is selected as cooperative management product by railway supply market analysis method, and the grain railway burden in Chengdu area is forecasted. The super efficiency DEA analysis method is adopted. As a cooperative region, Heilongjiang Province, Jilin Province and Shanxi Province have initially selected four railway bureau logistics enterprises to compare their supply capacity with primary enterprise logistics service capacity. Finally chose 3 enterprises as the cooperation partner of the iron logistics. This paper analyzes the main contents of the risk of cooperative management in logistics enterprises of railway bureau, puts forward the corresponding measures of risk prevention and control, probes into the relationship management among members and the relationship management with other organizations, and puts forward the corresponding safeguard mechanism.
