【摘要】：內(nèi)河航運(yùn)安全，關(guān)系到廣大人民群眾生命財(cái)產(chǎn)安全，也關(guān)系到人民群眾的根本利益。內(nèi)河航運(yùn)管理工作的好壞，關(guān)系到政府的執(zhí)政情況，也關(guān)系到社會(huì)的穩(wěn)定。進(jìn)入21世紀(jì)，我國(guó)內(nèi)河航運(yùn)面臨著不可多得的機(jī)遇，也面臨著嚴(yán)峻的挑戰(zhàn)。湖南省內(nèi)河航運(yùn)管理在立足國(guó)家對(duì)外開放與發(fā)展水運(yùn)大背景下，努力進(jìn)行航運(yùn)開發(fā)與建設(shè)，經(jīng)歷了不少改革與轉(zhuǎn)型。但是，內(nèi)河航運(yùn)是不斷發(fā)展的，加之國(guó)內(nèi)外環(huán)境的不斷變化，內(nèi)河航本理念缺失、基礎(chǔ)設(shè)施落后、從業(yè)人員素質(zhì)不高、管理隊(duì)伍不強(qiáng)、管理手段落后等問題，，這些問題制約了湖南省航運(yùn)管理水平的提高。 本文基于人本理念對(duì)湖南省內(nèi)河航運(yùn)管理創(chuàng)新進(jìn)行研究，首先從人本理念下內(nèi)河航道管理概述入手，對(duì)人本理念、內(nèi)河航運(yùn)、航運(yùn)管理等進(jìn)行概念界定，并依據(jù)治理理論和可持續(xù)發(fā)展理論對(duì)內(nèi)河航運(yùn)的地位和作用以及內(nèi)河航運(yùn)對(duì)人本理念的價(jià)值訴求理中存在的人本管理缺乏、管理?xiàng)l件滯后、管理成效較低、管理隊(duì)伍不強(qiáng)、管理手段落后等問題，并指出傳統(tǒng)思維束縛、法制建設(shè)滯后，資金投入不足、執(zhí)法管理缺位是造成以上問題的原因。同時(shí)，針對(duì)湖南省內(nèi)河航運(yùn)管理中存在的問題，選取國(guó)內(nèi)外內(nèi)河航運(yùn)管理發(fā)達(dá)地區(qū)管理的實(shí)例進(jìn)行分析，總結(jié)其管理的經(jīng)驗(yàn)，提出引入人本理念、開展聯(lián)合執(zhí)法、加大資金投入和開發(fā)與保護(hù)兼顧的啟示。在此基礎(chǔ)上，結(jié)合湖南省內(nèi)河航運(yùn)管理的實(shí)際提出湖南內(nèi)河航運(yùn)管理創(chuàng)新應(yīng)堅(jiān)持的“3L”原則、“3S”原則和“3E”原則，并提出轉(zhuǎn)變內(nèi)河航運(yùn)管理理念認(rèn)識(shí)；健全內(nèi)河航運(yùn)管理法律法規(guī)；加強(qiáng)內(nèi)河航運(yùn)執(zhí)法隊(duì)伍建設(shè)；提高內(nèi)河航運(yùn)管理科技含量；建立內(nèi)河航運(yùn)管理預(yù)警系統(tǒng)；加大內(nèi)河航運(yùn)基礎(chǔ)設(shè)施投入等人本理念下湖南省內(nèi)河航運(yùn)管理的具體路徑選擇。
[Abstract]:The safety of inland water navigation is related to the safety of the lives and property of the broad masses of the people, as well as to the fundamental interests of the masses. The management of inland water navigation is related to the governance of the government and to the stability of the society. In 21th century, The inland waterway shipping in our country is faced with rare opportunities as well as severe challenges. Under the background of opening up to the outside world and the development of waterway transportation, Hunan inland river shipping management makes great efforts to carry out shipping development and construction. However, the inland waterway shipping is developing constantly, and the environment at home and abroad is constantly changing, the concept of inland navigation is lacking, the infrastructure is backward, the quality of the practitioners is not high, and the management team is not strong. These problems restrict the improvement of shipping management level in Hunan Province. This paper studies the innovation of inland waterway management in Hunan Province based on humanism. Firstly, it defines the concept of humanism, inland waterway shipping, shipping management and so on, starting with the overview of inland waterway management under the human-oriented concept. And according to the position and function of governance theory and sustainable development theory to inland river shipping and the value appeal theory of inland river shipping to the people-oriented concept, the humanistic management is lacking, the management condition is lagging behind, the management effect is low, and the management team is not strong. It is pointed out that the reasons for these problems are the shackles of traditional thinking, the lagging of legal system construction, the insufficient investment of funds and the absence of law enforcement management. At the same time, the problems existing in the management of inland river shipping in Hunan Province are pointed out. This paper selects the domestic and foreign inland waterway shipping management developed area management example to carry on the analysis, summarizes its management experience, proposes to introduce the humanism idea, carries on the joint law enforcement, increases the fund investment and the development and the protection balanced enlightenment. Combined with the actual situation of Hunan inland river shipping management, this paper puts forward the "3L" principle, "3s" principle and "3e" principle that should be adhered to in the innovation of Hunan inland river shipping management, and puts forward to change the understanding of inland river shipping management idea, perfect the laws and regulations of inland river shipping management. Strengthen the construction of inland water shipping law enforcement team; improve the scientific and technological content of inland river shipping management; establish the early warning system of inland water navigation management; increase the investment of inland water shipping infrastructure and other people under the concept of Hunan Province inland water shipping management specific path choice.
