【摘要】：長沙黃花機(jī)場是我國重要的干線機(jī)場，是地區(qū)經(jīng)濟(jì)發(fā)展的重要組成部分，長沙地區(qū)是國內(nèi)空中交通繁忙地區(qū)之一，其地理位置以及城市的日趨繁榮使航空運(yùn)輸?shù)闹匾杂@突出。黃花機(jī)場的主要干線機(jī)場向區(qū)域性重要機(jī)場地位轉(zhuǎn)變的目標(biāo)，已成為湖南省和中部地區(qū)，乃至國家發(fā)展的重大戰(zhàn)略。作為公益性強(qiáng)的機(jī)場企業(yè)，其作用主要是帶動地方經(jīng)濟(jì)的發(fā)展，促進(jìn)地方財政的收入。在對國民經(jīng)濟(jì)做出巨大貢獻(xiàn)的同時，其自身的財務(wù)狀況卻是虧損的。隨著黃花機(jī)場業(yè)務(wù)量的快速增長，機(jī)場目前的設(shè)施規(guī)模日趨飽和，逐漸不能滿足業(yè)務(wù)量的要求。飛行區(qū)跑道及空管工程東擴(kuò)項目，可以有效解決飛行區(qū)容量漸顯不足的發(fā)展需求，，而這次擴(kuò)建項目所需要籌備的龐大資金，使機(jī)場融資成為關(guān)鍵的舉措。如何采用有效的融資模式，通過多途徑籌集資金，來推動機(jī)場持續(xù)、健康發(fā)展，成為需要研究的重要課題。 論文在對國外、國內(nèi)機(jī)場的融資方式進(jìn)行總結(jié)闡述和對主要融資方式進(jìn)行分析的基礎(chǔ)上，提出黃花機(jī)場需要多元化的融資方式。通過“機(jī)場行業(yè)特征分析—一般機(jī)場融資主要模式分類—黃花機(jī)場擴(kuò)建項目融資選擇—黃花機(jī)場融資新思路分析”的邏輯框架展開全篇論文。論文首先對機(jī)場企業(yè)的構(gòu)成特點(diǎn)、機(jī)場的類型進(jìn)行分析，并對機(jī)場的三大屬性即公共產(chǎn)品屬性、自然壟斷屬性、基礎(chǔ)產(chǎn)業(yè)屬性進(jìn)行研究。然后總結(jié)國內(nèi)一般機(jī)場的融資模式，結(jié)合黃花機(jī)場現(xiàn)階段的擴(kuò)建項目，分析其現(xiàn)有融資方式的局限性，并立足黃花機(jī)場的長遠(yuǎn)發(fā)展，對其以后的項目融資之路提出新的思路。黃花機(jī)場在本期及以后改擴(kuò)建項目中應(yīng)當(dāng)結(jié)合自身實際，考慮國家政策，采用多元化的融資方式：堅持以政府為主體的多元化融資方向，按民航基金融資、地方政府融資、政策性銀行貸款、機(jī)場企業(yè)自籌（內(nèi)源融資）、湖南機(jī)場管理集團(tuán)內(nèi)部資金靈活調(diào)配、引進(jìn)國外資本以及引進(jìn)戰(zhàn)略投資者。多元化融資方式已成為黃花機(jī)場改擴(kuò)建順利實現(xiàn)的重要方向。
[Abstract]:Changsha Huanghua Airport is an important trunk airport in China and an important part of regional economic development. Changsha is one of the areas with heavy air traffic in China. Its geographical location and the increasing prosperity of cities make the importance of air transportation more prominent. The transformation of the main trunk airports of Huanghua Airport to the status of important regional airports has become the goal of Hunan Province and the central region. As an airport enterprise with strong public welfare, its function is mainly to promote the development of local economy and promote the revenue of local finance. At the same time, it has made a great contribution to the national economy. With the rapid growth of the business volume of Huanghua Airport, the airport's current facilities are becoming more and more saturated, and they are gradually unable to meet the requirements of the volume of business. It can effectively solve the development needs of the growing capacity of the flying area, and the huge amount of funds needed to prepare for this expansion project makes airport financing a key move. How to use an effective financing model to raise funds through multiple channels, To promote the sustained and healthy development of the airport has become an important subject to be studied. On the basis of summing up and expounding the financing methods of foreign and domestic airports and analyzing the main financing methods, The paper puts forward that Huanghua airport needs diversified financing methods. The logic of "analysis of airport industry characteristics-classification of main modes of general airport financing-selection of Huanghua airport extension project financing-analysis of new ideas of Huanghua airport financing" First of all, the paper discusses the characteristics of the airport enterprises. The types of airports are analyzed, and the three attributes of airports, that is, the attributes of public goods, natural monopoly and basic industries, are studied. Then the financing mode of domestic general airports is summarized, and combined with the expansion project of Huanghua Airport at the present stage, This paper analyzes the limitations of the existing financing methods, and puts forward new ideas on the way of project financing in the future based on the long-term development of Huanghua Airport. Adopt diversified financing way: adhere to the direction of diversified financing with the government as the main body, financing according to the civil aviation fund, local government financing, policy bank loan, Self-financing of airport enterprises (internal financing, flexible allocation of funds within Hunan Airport Management Group, introduction of foreign capital and introduction of strategic investors) has become an important direction for the successful implementation of the reconstruction and expansion of Huanghua Airport.
