福建港口競爭力提升研究

【摘要】:港口作為支撐經(jīng)濟社會發(fā)展的重要基礎(chǔ)設(shè)施、連接水域和陸域的重要交通樞紐、臨港產(chǎn)業(yè)布局的重要依托、城市重要物流平臺、發(fā)展外向型經(jīng)濟的重要窗口,作用和地位日益凸顯。自2004年福建省提出建設(shè)海峽西岸經(jīng)濟區(qū)戰(zhàn)略目標以后,福建省港口的發(fā)展日益引起人們的重視。特別是在國務(wù)院發(fā)布《關(guān)于支持福建省加快建設(shè)海峽西岸經(jīng)濟區(qū)的若干意見》和《海峽西岸經(jīng)濟區(qū)發(fā)展規(guī)劃》后,現(xiàn)代化的港口成為建設(shè)海峽西岸經(jīng)濟區(qū)的重要支撐,福建省沿海港口的競爭力提升問題也擺到了重要議事日程。 本文從提升福建港口競爭力的角度出發(fā),基于港口競爭力的基本理論,采用定性描述與定量分析相結(jié)合、理論分析與實證研究相結(jié)合的研究方法,通過資料收集、數(shù)據(jù)分析、實地調(diào)研、專家咨詢等方法,深入調(diào)查福建沿海港口現(xiàn)狀、取得的成就、存在的問題及原因分析,詳細剖析海峽西岸經(jīng)濟區(qū)背景下沿海港口面臨的發(fā)展要求和挑戰(zhàn),分析國內(nèi)外先進港口發(fā)展經(jīng)驗對福建港口建設(shè)的啟示,從而闡述提升福建港口競爭力的對策與措施。 本文總結(jié)了福建港口取得的成就,分析了福建港口競爭力方面存在的問題是港口群功能結(jié)構(gòu)布局不合理;港口集疏運體系不完善,港口輻射能力弱;港口腹地范圍狹窄,第一代港口無法做大;區(qū)域產(chǎn)業(yè)集聚能力低,港城互動不足,第二代港口難以真正形成;后方疏運能力弱,配套不完善;港口企業(yè)規(guī)模小,港口吞吐量;港口直接投資少。指出了海峽西岸經(jīng)濟區(qū)背景下福建沿海港口面臨的發(fā)展要求和挑戰(zhàn),通過借鑒國內(nèi)外先進港口發(fā)展經(jīng)驗,不斷提升福建港口的競爭力。本文認為提升福建港口競爭力的對策與措施是:第一,提升福建港口競爭力的硬件設(shè)施,加快完善港口集疏運體系,加快建設(shè)深水碼頭和深水航道,優(yōu)化港口運輸布局,著力構(gòu)建科學(xué)的運輸系統(tǒng),完善港口公共配套設(shè)施,保障港口能力發(fā)揮。第二,提升福建港口競爭力的軟件服務(wù),優(yōu)化通關(guān)環(huán)境,提高通關(guān)效率,營造良好的航運營運環(huán)境,大力發(fā)展港口物流,加強信息化建設(shè)。第三,提升福建港口競爭力的綜合政策,鼓勵建設(shè)“陸地港”和“飛地港”,加大內(nèi)陸貨源流向福建港口,做大第一代港口;加大港灣工業(yè)開發(fā)力度,,港區(qū)互動,充分發(fā)揮第二代港口對福建經(jīng)濟發(fā)展的作用;發(fā)展國際航運樞紐港,扶持產(chǎn)生第三代港口;成立“港航建設(shè)發(fā)展專項基金”;保障港口用地,優(yōu)先港口用海;加大宏觀調(diào)控力度,建立和完善省港口發(fā)展綜合協(xié)調(diào)機制;加強港、航、鐵戰(zhàn)略合作聯(lián)盟、加大攬貨力度;規(guī)劃建設(shè)高水平陸地港網(wǎng)絡(luò),拓展港口腹地;加強閩臺港航交流,促進形成海峽港口群。本文的研究將對海峽西岸經(jīng)濟區(qū)港口的發(fā)展提供有益的參考,具有一定的現(xiàn)實意義。
[Abstract]:As an important infrastructure to support economic and social development, an important transportation hub connecting water and land areas, an important backing for the industrial layout of harbors, an important logistics platform for cities, and an important window for developing an export-oriented economy, The role and status of Fujian have become increasingly prominent. Since 2004, Fujian Province has proposed the strategic goal of building the economic zone on the west side of the Taiwan Strait. People pay more and more attention to the development of ports in Fujian Province, especially after the State Council issued the opinions on supporting Fujian Province in speeding up the Construction of the Economic Zone on the West Coast of the Straits and the Development Plan of the Economic Zone on the West Coast of the Straits. Modern ports have become an important support for the construction of the economic zone on the west side of the Straits, and the promotion of the competitiveness of the coastal ports in Fujian Province has also been put on the agenda. From the point of view of enhancing the competitiveness of Fujian port, based on the basic theory of port competitiveness, this paper adopts the research method of combining qualitative description with quantitative analysis, theoretical analysis and empirical research, through data collection and data analysis. Field investigation, expert consultation and other methods, in-depth investigation of the current situation, achievements, problems and causes of the coastal ports in Fujian, and detailed analysis of the development requirements and challenges faced by the coastal ports under the background of the economic zone on the west coast of the Straits. This paper analyzes the enlightenment of the advanced port development experience at home and abroad to Fujian port construction, and expounds the countermeasures and measures to enhance the competitiveness of Fujian port. This paper summarizes the achievements of Fujian ports, and analyzes the problems existing in the competitiveness of Fujian ports, such as the irrational distribution of the functional structure of the port groups, the imperfect port collection and distribution system, the weak radiation capacity of the ports, the narrow scope of the port hinterland, The first generation of ports can not be bigger; the regional industrial agglomeration capacity is low, the port city interaction is insufficient, the second generation port is difficult to form, the rear transportation capacity is weak, the supporting system is not perfect, the port enterprise scale is small, the port throughput is small; The paper points out the development requirements and challenges faced by Fujian coastal ports under the background of the economic zone on the west side of the strait, and draws lessons from the advanced port development experience at home and abroad. The countermeasures and measures to enhance the competitiveness of Fujian ports are as follows: first, improve the hardware facilities of Fujian port competitiveness, accelerate the improvement of port transportation system, Speed up the construction of deep-water terminals and deep-water channels, optimize the distribution of port transport, focus on building scientific transportation systems, improve port public supporting facilities, and ensure the development of port capacity. Second, software services to enhance the competitiveness of Fujian's ports. Optimize the customs clearance environment, improve customs clearance efficiency, create a good shipping operating environment, vigorously develop port logistics, and strengthen information construction. Third, comprehensive policies to enhance the competitiveness of Fujian ports. To encourage the construction of "land ports" and "enclaved ports", to increase the flow of inland goods to Fujian ports, to expand the first generation ports, to increase the intensity of industrial development of harbours, and to give full play to the role of second-generation ports in Fujian's economic development; To develop the international shipping hub port, to support the generation of the third generation port; to establish the "special fund for port and shipping construction and development"; to ensure port land use and give priority to port use; to increase macro-control efforts; to establish and improve the comprehensive coordination mechanism for the development of provincial ports; To strengthen the strategic cooperation alliance between port, shipping and iron, to increase the efforts to collect goods; to plan and build a high-level land port network and to expand the port hinterland; and to strengthen the exchange between Fujian and Taiwan in Hong Kong and shipping. The research in this paper will provide a useful reference for the development of the ports in the economic zone of the west coast of the Straits, which has certain practical significance.
