武漢航運中心與武漢城市圈經(jīng)濟(jì)協(xié)調(diào)發(fā)展研究

【摘要】:航運中心是航運發(fā)展走向高度集約化的產(chǎn)物,是港口功能不斷拓展和延伸的產(chǎn)物。隨著航運中心功能的不斷發(fā)展,航運中心與其所在區(qū)域融為一體,航運中心不僅對其所在城市的經(jīng)濟(jì)發(fā)展具有巨大的推動作用,而且能帶動腹地經(jīng)濟(jì)的發(fā)展。同時航運中心也依靠區(qū)域經(jīng)濟(jì)的發(fā)展,區(qū)域經(jīng)濟(jì)活動的擴張、科學(xué)技術(shù)的進(jìn)步和生產(chǎn)力的提高、集疏運網(wǎng)絡(luò)的完善,為航運中心和相關(guān)港航業(yè)發(fā)展開辟了廣闊的天地。航運中心和區(qū)域經(jīng)濟(jì)在發(fā)展過程中互為因果,互動發(fā)展。近年來,國家提出了“中部崛起”戰(zhàn)略,其中武漢長江中游航運中心建設(shè)及其直接經(jīng)濟(jì)腹地武漢城市圈發(fā)展是“中部崛起”的重要部分。2007年12月14日,國務(wù)院批準(zhǔn)武漢城市圈成為全國資源節(jié)約型和環(huán)境友好型社會建設(shè)綜合配套改革試驗區(qū),武漢城市圈進(jìn)入國家總體發(fā)展戰(zhàn)略;2011年國務(wù)院首次把武漢長江中游航運中心建設(shè)列入國家發(fā)展戰(zhàn)略,這為武漢航運中心和武漢城市圈發(fā)展帶來了難得的歷史機遇。 本文首先探討了武漢航運中心和武漢城市圈經(jīng)濟(jì)的發(fā)展?fàn)顩r為后文深入研究提供基礎(chǔ)數(shù)據(jù)和資料。其次,采用定性方法分析武漢航運中心與武漢城市圈經(jīng)濟(jì)協(xié)調(diào)發(fā)展關(guān)系,運用灰色關(guān)聯(lián)模型定量分析武漢航運中心與武漢城市圈經(jīng)濟(jì)發(fā)展關(guān)聯(lián)性。然后,利用層次分析法(AHP)與數(shù)據(jù)包絡(luò)分析法(DEA)相結(jié)合的方法,對武漢航運中心與武漢城市圈經(jīng)濟(jì)的發(fā)展進(jìn)行協(xié)調(diào)性評價。最后,基于評價結(jié)果的基礎(chǔ)上,從協(xié)調(diào)發(fā)展的角度分別對武漢航運中心與武漢城市圈經(jīng)濟(jì)的發(fā)展提出相應(yīng)的建議與對策。
[Abstract]:The shipping center is the product of the shipping development to a high degree of intensification and the continuous expansion and extension of the port function. With the continuous development of the function of the shipping center, the shipping center is integrated with its area. The shipping center not only promotes the economic development of its city, but also promotes the development of the hinterland economy. At the same time, the shipping center also relies on the development of regional economy and the expansion of regional economic activities. The progress of science and technology, the improvement of productivity and the perfection of collecting and distributing network have opened up a wide field for the development of shipping center and related port and shipping industry. The state put forward the strategy of "the rise of the central part", in which the construction of the shipping center in the middle reaches of Wuhan Yangtze River and the development of Wuhan urban circle, which is the direct economic hinterland, is an important part of the "rise of the middle part". December 14th 2007, The State Council has approved Wuhan City Circle as a pilot area for comprehensive reform in the construction of a resource-conserving and environment-friendly society. In 2011, the State Council first included the construction of Wuhan Yangtze River shipping center in the national development strategy, which brought a rare historical opportunity for the development of Wuhan shipping center and Wuhan urban circle. This paper first discusses the economic development of Wuhan Shipping Center and Wuhan City Circle, which provides the basic data and data for further study. Secondly, it analyzes the relationship between Wuhan Shipping Center and Wuhan City Circle economy by qualitative method. The grey correlation model is used to analyze the relationship between Wuhan shipping center and Wuhan urban circle economic development. Then, the method of combining AHP with data envelopment analysis method is used to analyze the relationship between Wuhan shipping center and Wuhan urban circle economy. The coordinated evaluation of Wuhan Shipping Center and Wuhan City Circle economy is carried out. Finally, based on the evaluation results, From the angle of coordinated development, this paper puts forward corresponding suggestions and countermeasures to the economic development of Wuhan shipping center and Wuhan city circle.
