天津城市軌道交通項(xiàng)目風(fēng)險(xiǎn)管理研究

【摘要】:隨著改革開(kāi)放的進(jìn)一步深化和中國(guó)經(jīng)濟(jì)的迅猛發(fā)展,國(guó)務(wù)院對(duì)天津重新進(jìn)行定位,旨在將天津打造成為一個(gè)國(guó)際港口城市、北方的經(jīng)濟(jì)中心城市和生態(tài)城市,使越來(lái)越多的新理念、大型企業(yè)、高新技術(shù)、高端人才等紛紛涌入天津市,并推動(dòng)了天津市的整體發(fā)展。日益增長(zhǎng)的各種需求使城市不斷向外擴(kuò)張空間,盡管很多企業(yè)、居民等已經(jīng)分散到了新城區(qū),即使如此,城市中心依舊經(jīng)受著巨大的壓力,交通作為城市的生命線,它的負(fù)荷愈來(lái)愈趨近飽和。市中心擁堵的路面,刺耳的車?guó)Q噪聲的污染、大量機(jī)動(dòng)車輛排放的溫室氣體等,與時(shí)尚的大都市、和諧生態(tài)城市不符合,阻礙了城市的發(fā)展。在與路面公交系統(tǒng)共同分擔(dān)城市公共交通壓力的同時(shí),由于城市軌道交通具有便捷、環(huán)保、舒適、運(yùn)輸量大、占用面積少等諸多優(yōu)點(diǎn),軌道的延伸使城市可利用的空間不斷擴(kuò)大,城市規(guī)模也可順勢(shì)擴(kuò)張,因此,城市軌道交通建設(shè)項(xiàng)目越來(lái)越受到各個(gè)大中型城市管理者的青睞,一大批城市軌道交通項(xiàng)目建設(shè)不斷上馬、如火如荼地進(jìn)行。但城市軌道交通建設(shè)項(xiàng)目也存在著一些不可回避的缺點(diǎn),比如投資額巨大、工期長(zhǎng)、環(huán)境復(fù)雜、面臨的風(fēng)險(xiǎn)各種各樣。因此,本文希望通過(guò)探討天津城市軌道交通項(xiàng)目風(fēng)險(xiǎn)管理問(wèn)題,進(jìn)行深入研究,以求尋得有效規(guī)避或盡可能減少項(xiàng)目實(shí)施過(guò)程中的由風(fēng)險(xiǎn)造成的損失,,為城市軌道交通項(xiàng)目順利實(shí)施提供保障,使項(xiàng)目取得預(yù)期的經(jīng)濟(jì)、社會(huì)及環(huán)境效益。 本文在相關(guān)文獻(xiàn)回顧和理論方法分析基礎(chǔ)上,借鑒已建成的國(guó)內(nèi)外軌道交通的建設(shè)運(yùn)營(yíng)經(jīng)驗(yàn),主要以天津市地鐵5號(hào)線建設(shè)項(xiàng)目為例,對(duì)軌道交通項(xiàng)目風(fēng)險(xiǎn)管理問(wèn)題進(jìn)行研究。重點(diǎn)針對(duì)天津地鐵5號(hào)線建設(shè)項(xiàng)目面臨的經(jīng)濟(jì)風(fēng)險(xiǎn)、經(jīng)營(yíng)維護(hù)風(fēng)險(xiǎn)、法律違約風(fēng)險(xiǎn)、資源環(huán)境風(fēng)險(xiǎn)等風(fēng)險(xiǎn)因素進(jìn)行定性與定量分析,并提出相應(yīng)的風(fēng)險(xiǎn)防范對(duì)策。
[Abstract]:With the further deepening of reform and opening up and the rapid development of China's economy, the State Council has re-positioned Tianjin to become an international port city, an economic center city and an ecological city in the north. More and more new ideas, large enterprises, high and new technologies, and high-end talents have poured into Tianjin, which has promoted the overall development of Tianjin. The growing demand for various kinds of cities has made the city continuously expand its space, although many enterprises, Even so, the city center is still under tremendous pressure. Traffic, as the lifeline of the city, is getting more and more saturated. The large amount of greenhouse gases emitted by motor vehicles is incompatible with the fashionable metropolis and the harmonious ecological city, which hinders the development of the city. At the same time, it shares the pressure of urban public transportation with the road transport system. Because urban rail transit has many advantages, such as convenience, environmental protection, comfort, large volume of transportation, less occupied area, etc., the extension of track makes the available space of the city expand constantly, and the scale of the city can also expand homeologically, so, Urban rail transit construction projects are becoming more and more popular among the managers of large and medium-sized cities. A large number of urban rail transit construction projects continue to be launched. However, the urban rail transit construction project also has some unavoidable shortcomings, such as huge investment, long construction period, complex environment and various risks. This paper hopes to explore the risk management of Tianjin urban rail transit project and make a thorough study in order to find out how to avoid or minimize the loss caused by risk in the implementation of the project. It provides guarantee for the smooth implementation of urban rail transit project, and makes the project achieve the expected economic, social and environmental benefits. Based on the review of relevant literature and the analysis of theory and method, this paper mainly takes Tianjin Metro Line 5 construction project as an example for reference to the construction and operation experience of domestic and foreign rail transit. This paper studies the risk management of rail transit project. It focuses on the qualitative and quantitative analysis of the economic risk, the risk of operation and maintenance, the risk of legal breach of contract, the risk of resources and environment, and other risk factors faced by the construction project of Tianjin Metro Line 5. And put forward the corresponding risk prevention countermeasures.
