【摘要】:樞紐網(wǎng)絡(luò)型航空公司是20世紀(jì)70年代國(guó)際航運(yùn)界提出的一種新型的航空公司運(yùn)行模式,其核心是航空公司根據(jù)客流量分布設(shè)置相應(yīng)的中轉(zhuǎn)中心,即樞紐機(jī)場(chǎng),旅客從各地通過支線飛機(jī)運(yùn)載到樞紐機(jī)場(chǎng)進(jìn)行中轉(zhuǎn)和集散,從而提升樞紐機(jī)場(chǎng)至樞紐機(jī)場(chǎng)或干線機(jī)場(chǎng)之間航班的客座率,實(shí)現(xiàn)更加高效的運(yùn)載。對(duì)比點(diǎn)對(duì)點(diǎn)的運(yùn)行模式,這種樞紐網(wǎng)絡(luò)化的運(yùn)行模式將極大降低運(yùn)營(yíng)成本,提高航班運(yùn)行調(diào)度的科學(xué)性和安全性。對(duì)于樞紐網(wǎng)絡(luò)型航空公司而言,實(shí)現(xiàn)樞紐網(wǎng)絡(luò)化的關(guān)鍵性問題之一在于,如何提高主要樞紐機(jī)場(chǎng)的地面保障運(yùn)行品質(zhì)和運(yùn)行效率,包括提升旅客、行李中轉(zhuǎn)成功率,降低最低中轉(zhuǎn)銜接時(shí)間MCT和飛機(jī)短停時(shí)間標(biāo)準(zhǔn),這也是本文研究的目標(biāo)和重點(diǎn)內(nèi)容所在。 本文首先回顧了中國(guó)東方航空公司在其上海虹橋、浦東機(jī)場(chǎng)兩大主基地構(gòu)建樞紐地面保障體系的背景,在此基礎(chǔ)上通過與國(guó)外先進(jìn)航空公司樞紐機(jī)場(chǎng)的內(nèi)外運(yùn)行環(huán)境的標(biāo)桿比較分析,闡述了東航建設(shè)樞紐網(wǎng)絡(luò)化地面保障體系的必要性、可行性,確立了建設(shè)的總體原則;在此基礎(chǔ)上詳細(xì)論證了東航網(wǎng)絡(luò)型樞紐地面保障體系的具體建設(shè)方案,包括其生產(chǎn)功能、職能功能、組織架構(gòu)和工作職責(zé)的界定,以及這一復(fù)雜系統(tǒng)如何綜合運(yùn)用職能型、事業(yè)部型和矩陣結(jié)構(gòu)進(jìn)行組織設(shè)計(jì);接下來對(duì)樞紐地面保障體系的兩大重要結(jié)構(gòu)要素,即作為大腦核心的樞紐控制中心,以及體現(xiàn)網(wǎng)絡(luò)化集成的大規(guī)模地面服務(wù)保障網(wǎng)進(jìn)行了具體闡述,包括樞紐控制中心的席位設(shè)置、功能、內(nèi)外部關(guān)系和主要流程,對(duì)應(yīng)IT系統(tǒng)的功能需求,分析組織結(jié)構(gòu)的信息分享理論運(yùn)用;運(yùn)用多重矩陣制結(jié)構(gòu)設(shè)計(jì)原理構(gòu)建的地面保障網(wǎng)建設(shè)方案。最后,對(duì)東航及東航上海保障部實(shí)施這一網(wǎng)絡(luò)化樞紐運(yùn)行方案的初步效果進(jìn)行了評(píng)估數(shù)據(jù)顯示這種新型的網(wǎng)絡(luò)化樞紐地面保障體系在初步的運(yùn)行實(shí)踐中已發(fā)揮了作用,提升了東航樞紐的運(yùn)行品質(zhì)和效率。 論文運(yùn)用現(xiàn)代組織結(jié)構(gòu)設(shè)計(jì)的思路,明確提出:未來東航地面保障服務(wù)體系組織結(jié)構(gòu),應(yīng)采用以網(wǎng)絡(luò)型結(jié)構(gòu)設(shè)計(jì)為主干,結(jié)合中央樞紐和各地面保障點(diǎn)間的矩陣制設(shè)計(jì),以及各地面保障點(diǎn)內(nèi)部以顧客體驗(yàn)為導(dǎo)向的職能制、事業(yè)部制設(shè)計(jì),多層次多點(diǎn)有機(jī)結(jié)合的混合型組織結(jié)構(gòu),這一組織結(jié)構(gòu)具有柔性特征。這一研究結(jié)論豐富了大型企業(yè)集團(tuán)綜合運(yùn)用現(xiàn)代組織結(jié)構(gòu)和傳統(tǒng)組織結(jié)構(gòu)相結(jié)合進(jìn)行有效設(shè)計(jì)的理論,對(duì)現(xiàn)在組織結(jié)構(gòu)設(shè)計(jì)模式如何適應(yīng)航空業(yè)這樣的網(wǎng)絡(luò)化環(huán)境需求和龐大組織規(guī)模和復(fù)雜功能,進(jìn)行多模式的組織結(jié)構(gòu)選擇,是一個(gè)貢獻(xiàn)。在實(shí)踐上,對(duì)我國(guó)航空公司適應(yīng)國(guó)際航空業(yè)競(jìng)爭(zhēng)要求,創(chuàng)新運(yùn)營(yíng)模式設(shè)計(jì),降低運(yùn)營(yíng)成本,提高航空公司地面保障體系運(yùn)行的科學(xué)性和安全性,具有較好的參考價(jià)值。
[Abstract]:Hub network airline is a new type of airline operation mode put forward by the international shipping industry in 1970s. The core of which is to set up the corresponding transit center according to the passenger flow distribution, that is, the hub airport. Passengers from all over the country are transported to the hub airport by regional aircraft for transit and distribution, thus increasing the passenger seat rate of the flight between the hub airport and the hub airport or the trunk airport, and achieving more efficient transportation. Compared to the point-to-point operation mode, The operation mode of hub network will greatly reduce the operation cost and improve the scientific and security of flight scheduling. For the hub network airlines, one of the key problems to realize the hub network is that, How to improve the operational quality and operational efficiency of ground support at major hub airports, including raising the success rate of passengers and baggage transit, reducing the minimum transit time (MCT) and the aircraft short-stop time standard, This is also the goal and key content of this study. This paper first reviews the background of China Eastern Airlines' construction of a ground support system for its two major bases in Shanghai Hongqiao and Pudong Airport. On this basis, the necessity and feasibility of the network ground support system of China Eastern Airlines' construction hub is expounded through comparison and analysis with the benchmarking of the internal and external operating environment of foreign advanced airlines' hub airports, and the overall construction principles are established. On this basis, the concrete construction scheme of the ground support system of the China Eastern Airlines Network Hub is demonstrated in detail, including its production function, function function, organizational structure and definition of work responsibility, and how this complex system can comprehensively use the functional type. Organizational design of division type and matrix structure; next, two important structural elements of the hub ground support system, namely, the hub control center, which is the core of the brain. And the large-scale ground service security network which embodies the network integration is elaborated in detail, including seat setting, function, internal and external relations and main process of the hub control center, corresponding to the function demand of IT system. This paper analyzes the application of information sharing theory of organizational structure, the construction scheme of ground security network based on the principle of multi-matrix structure design. The preliminary results of the implementation of this network hub operation scheme by the China Eastern Airlines and the China Eastern Airlines Shanghai support Department are evaluated. The data show that this new network hub ground support system has played a role in the preliminary operation practice. Improve the operation quality and efficiency of China Eastern Airlines hub. In this paper, by using the idea of modern organization structure design, it is pointed out that in the future China Eastern Airlines ground support service system should adopt the network structure design as the backbone, combined with the matrix system design between the central hub and the support points. As well as the function system of customer experience, the design of business department, the mixed organizational structure of multi-level and multi-point organic combination, The conclusion of this study enriches the theory that large enterprise groups can design effectively by combining modern organizational structure with traditional organizational structure. It is a contribution to how to adapt the current organizational structure design pattern to the needs of the networked environment such as aviation industry and the large scale and complex functions of the organization, and to choose the multi-mode organizational structure. It has good reference value for Chinese airlines to adapt to the requirements of international aviation competition, innovate the design of operation mode, reduce operation cost, and improve the scientific and safety of the operation of airline ground support system.
