【摘要】：我國(guó)鐵路項(xiàng)目經(jīng)濟(jì)效益評(píng)估方法存在較多問題,如無法完全涵蓋項(xiàng)目產(chǎn)生的效益范圍、部分參數(shù)指標(biāo)難以計(jì)量等,已無法適應(yīng)當(dāng)前鐵路行業(yè)尤其是高速鐵路的快速發(fā)展.從評(píng)估流程及所需指標(biāo)等方面對(duì)世界銀行、亞洲開發(fā)銀行及中國(guó)的鐵路經(jīng)濟(jì)效益評(píng)估方法進(jìn)行總結(jié)對(duì)比,分析各方法的優(yōu)缺點(diǎn)并指出我國(guó)可借鑒之處.基于此,提出新的適用于我國(guó)鐵路項(xiàng)目經(jīng)濟(jì)效益的評(píng)價(jià)辦法,新方法基于交通預(yù)測(cè),更側(cè)重量化由環(huán)境因素引起的費(fèi)用和效益,同時(shí)注重項(xiàng)目分配效果和項(xiàng)目周期內(nèi)的環(huán)境、可持續(xù)性風(fēng)險(xiǎn)處理等問題,具有一定理論和實(shí)踐價(jià)值.
[Abstract]:There are many problems in the method of economic benefit evaluation of railway project in China, such as the benefit range produced by the project can not be completely covered, some parameter indexes are difficult to measure, and so on. It has been unable to adapt to the rapid development of the railway industry, especially the high-speed railway. This paper summarizes and compares the evaluation methods of railway economic benefits of the World Bank, Asian Development Bank and China from the aspects of the evaluation process and the required indicators. This paper analyzes the advantages and disadvantages of each method and points out the points that can be used for reference in our country. Based on this, a new method for evaluating the economic benefits of railway projects in China is put forward, and the new method is based on traffic forecasting, which focuses on quantifying the costs and benefits caused by environmental factors. At the same time, it is of theoretical and practical value to pay attention to the effect of project allocation, the environment in the project cycle and the sustainable risk treatment.
