S航空公司地面運(yùn)行管理模式優(yōu)化策略研究

【摘要】:中國作為當(dāng)前世界上經(jīng)濟(jì)最活躍的區(qū)域,中國民用航空市場目前已成為全球增長最快、最重要的民航市場之一。面對(duì)中國民用航空廣闊的市場前景,國內(nèi)外航空公司都加大了對(duì)中國市場的開發(fā)和運(yùn)力投入,積極參與中國民用航空市場的競爭。進(jìn)入2011年后,中國國內(nèi)高鐵全面投入營運(yùn),這進(jìn)一步加劇了民用航空市場的競爭。在嚴(yán)峻的市場環(huán)境下,國內(nèi)航空公司存在樞紐建設(shè)滯后、地面運(yùn)行低效率、低品質(zhì)的情況,面臨國內(nèi)航線盈利能力下降和利用“第六航權(quán)”參與國際航空市場競爭力較弱的被動(dòng)局面。在此情況下,S航對(duì)地面運(yùn)行模式進(jìn)行優(yōu)化策略的研究具有比較重要的現(xiàn)實(shí)意義。 S航作為中國骨干航空公司之一,面對(duì)日益激烈的國內(nèi)及國外競爭,提出了建設(shè)國際化、規(guī)模網(wǎng)絡(luò)型航空公司的戰(zhàn)略轉(zhuǎn)型目標(biāo)。S航在戰(zhàn)略轉(zhuǎn)型實(shí)施中,加快廣州樞紐、提高地面運(yùn)行效率是面臨的主要問題之一。本文以S航為研究對(duì)象,對(duì)S航當(dāng)前地面運(yùn)行管理模式進(jìn)行研究,通過對(duì)其運(yùn)行指揮體系、運(yùn)行流程和標(biāo)準(zhǔn)、信息系統(tǒng)建設(shè)等存在的問題進(jìn)行研究,利用SMS對(duì)S航地面運(yùn)行中存在的缺陷進(jìn)行了分析,認(rèn)為對(duì)地面運(yùn)行管理模式進(jìn)行優(yōu)化轉(zhuǎn)型是解決S航戰(zhàn)略轉(zhuǎn)型中地面運(yùn)行效率低、品質(zhì)低的根本措施。本文通過分析和研究,從指揮體系、流程優(yōu)化、機(jī)構(gòu)重組及信息系統(tǒng)建設(shè)四個(gè)方面提出了地面運(yùn)行管理模式的優(yōu)化策略;并根據(jù)提出的優(yōu)化策略,結(jié)合了S航的現(xiàn)狀,以提高S航地面運(yùn)行品質(zhì)和效率為目標(biāo),對(duì)優(yōu)化策略的落實(shí)制訂了具體實(shí)施方案,方案包括對(duì)指揮體系和地面運(yùn)行機(jī)構(gòu)進(jìn)行優(yōu)化重組,建立以服務(wù)為導(dǎo)向的流程和標(biāo)準(zhǔn)體系,在人力資源和培訓(xùn)管理方面進(jìn)行創(chuàng)新,以及地面運(yùn)行管理信息化平臺(tái)(GMS)建設(shè)等內(nèi)容,并對(duì)優(yōu)化策略的實(shí)施保障和持續(xù)改進(jìn)進(jìn)行了討論。方案實(shí)施后,可以理順內(nèi)部流程,實(shí)現(xiàn)了資源優(yōu)化配置,提高了S航對(duì)地面運(yùn)行的管控水平和運(yùn)行效率,同時(shí)新的流程和標(biāo)準(zhǔn)體系也使運(yùn)行品質(zhì)得到穩(wěn)步提升,基本達(dá)到方案的預(yù)期目標(biāo)。 本文的目的是希望通過S航地面運(yùn)行管理模式的研究,找出制約地面運(yùn)行品質(zhì)的主要因素,制訂有效的優(yōu)化改進(jìn)策略,為S航戰(zhàn)略轉(zhuǎn)型建立一個(gè)高效、可靠的地面運(yùn)行管理模式提供決策借鑒,同時(shí)為國內(nèi)航空公司建立以服務(wù)為導(dǎo)向、高效的地面運(yùn)行管理模式提供參考,以提升中國航空公司在國際市場的競爭力。
[Abstract]:As the most economically active region in the world, China's civil aviation market has now become one of the fastest growing and most important civil aviation markets in the world. Domestic and foreign airlines have increased their investment in the development and transportation capacity of the Chinese market and actively participated in the competition in the Chinese civil aviation market. After 2011, China's domestic high-speed rail system was fully operational. This has further intensified the competition in the civil aviation market. In a severe market environment, domestic airlines have lagged construction of hubs, low ground operation efficiency and low quality. In the face of the passive situation of the decline of domestic airline profitability and the weak competitiveness of the international aviation market by using "6th air rights", it is of great practical significance to study the optimization strategy of the ground operation mode. As one of the backbone airlines in China, facing the increasingly fierce domestic and foreign competition, S Airlines puts forward the strategic transformation target of constructing internationalized and large-scale network airlines. To improve the efficiency of ground operation is one of the main problems faced. This paper takes S-Navigation as the research object, studies the current ground operation management mode of S-Navigation, and through its running command system, operation flow and standard, This paper studies the problems existing in the construction of information system, analyzes the defects existing in the ground operation of S navigation by using SMS, and considers that the optimization and transformation of the ground operation management mode is a solution to the low ground operation efficiency in the strategic transformation of S navigation. Through analysis and research, this paper puts forward the optimization strategy of ground operation management mode from four aspects of command system, process optimization, organization reorganization and information system construction, and according to the proposed optimization strategy, Combined with the current situation of S-Navigation, with the aim of improving the quality and efficiency of the ground operation of S-Navigation, the implementation of the optimization strategy is formulated, which includes the optimization and reorganization of the command system and the ground operation organization. Establishing a service-oriented process and standard system, innovating in human resources and training management, and building a GMS platform for ground operation management, etc. The implementation guarantee and continuous improvement of the optimization strategy are discussed. After the implementation of the scheme, the internal process can be straightened out, the optimal allocation of resources can be realized, and the level of control and operation efficiency of the ground operation of S Airlines is improved. At the same time, the new process and standard system also improve the quality of operation steadily, basically reach the expected goal of the program. The purpose of this paper is to find out the main factors that restrict the ground operation quality through the research of the ground operation management mode of S, to establish an effective optimization and improvement strategy, and to establish an efficient strategy for the transformation of S navigation strategy. The reliable ground operation management model can provide reference for domestic airlines to establish a service-oriented and efficient ground operation management model in order to enhance the competitiveness of Chinese airlines in the international market.
