【摘要】：隨著時代的發(fā)展，港口也發(fā)生了翻天覆地的變化，港口生產建設等各項事業(yè)也取得了輝煌成就。然而港口作業(yè)規(guī)模大，港口裝卸機械等設施量大而復雜，存在諸多安全隱患，文章引入安全成本的概念，并針對港口碼頭建設的特性，綜合分析其安全成本的構成及安全投入的重要性，闡述港口建設中存在的一些安全問題。安全經(jīng)濟學就是闡述安全與生產、安全與效益、安全與效率的關系。研究事故損失的規(guī)律與評價技術，安全的效益理論和投入產出規(guī)律，以及研究不同社會經(jīng)濟體制和經(jīng)濟發(fā)展時期，通過對事故保險（傷亡保險、財產保險、意外事故保險等）的運行機制及其與事故預防的關系分析，實現(xiàn)本質的安全的最大化。 經(jīng)過幾十年的建設和發(fā)展，我國港口企業(yè)的安全生產能力和安全管理水平都有了較大的提高，港口重特大事故及主要港口的年千人死亡率和每百萬噸貨物吞吐量生產安全事故死亡率也都在下降，但是與中等發(fā)達國家相比，安全生產、安全管理的形勢依然嚴峻。職工素質急需提高，要把員工培訓作為一項長期的重要工作來抓，著眼于職工素質提升工程的長遠發(fā)展�，F(xiàn)場管理亟待加強，只有強化現(xiàn)場管理的針對性和執(zhí)行力度，才能產生實質性的進步，取得實際的效益。生產協(xié)調性亟待提升，綜合節(jié)約安全生產成本，堅持把現(xiàn)場管理與基礎工作抓深抓細抓好抓出實效，才能為公司安全穩(wěn)定生產提供堅實有力的保障。 本文通過安全經(jīng)濟投入收益模型的分析，可以做到量化企業(yè)的安全效益，同時對港口安全管理狀況調查、統(tǒng)計和分析，找出了港口體制改革后，，安全管理存在的主要問題是安全管理機構、法規(guī)、人員等方面存在缺陷，并將安全經(jīng)濟學原理運用到港口安全管理工作中。通過港口安全管理信息系統(tǒng)建設及應用分析，使主觀判斷變成有理有據(jù)的客觀決策，讓安全工作既經(jīng)濟又安全。
[Abstract]:With the development of the times, the port has also undergone earth-shaking changes, and various undertakings such as port production and construction have also made brilliant achievements. However, the port operation scale is large, the port handling machinery and other facilities are large and complex, and there are many hidden dangers to safety. In this paper, the concept of safety cost is introduced, and according to the characteristics of port and wharf construction, the composition of safety cost and the importance of safety investment are comprehensively analyzed. This paper expounds some safety problems existing in port construction. Safety economics is to expound the relationship between safety and production, safety and benefit, safety and efficiency, study the law and evaluation technology of accident loss, the benefit theory of safety and the law of input-output. Through analyzing the operation mechanism of accident insurance (casualty insurance, property insurance, accident insurance, etc.) and the relationship between accident prevention and accident prevention, this paper aims to maximize the nature of safety. After decades of construction and development, the safety production capacity and safety management level of our country's port enterprises have been greatly improved. The annual mortality rate of 1,000 people and the mortality rate of safety accidents per million tons of cargo throughput per million tons of cargo in major ports and major ports are also decreasing. However, compared with the moderately developed countries, the annual mortality rate is also decreasing. The situation of safety management is still grim. The quality of workers is in urgent need of improvement. It is necessary to take employee training as a long-term important work and focus on the long-term development of the project of upgrading the quality of workers. Only by strengthening the pertinence and enforcement of on-site management, can substantial progress be made, practical benefits can be achieved, production coordination needs to be improved urgently, and production safety costs can be comprehensively saved. Only by grasping the site management and basic work deeply and carefully, can we provide a solid and effective guarantee for the safety and stability of the production of the company. Through the analysis of the income model of the safety economic input, this paper can quantify the safety benefit of the enterprise, at the same time, investigate, statistics and analyze the situation of the port security management, and find out the port system reform after, The main problems of safety management are the defects of safety management organizations, laws and regulations, personnel and so on. The principle of safety economics is applied to the work of port security management. Through the construction and application analysis of port security management information system, Make subjective judgment into rational and objective decision-making, so that safety work is both economical and safe.
