【摘要】:近年來,我國鐵路建設(shè)事業(yè)快速發(fā)展,技術(shù)創(chuàng)新取得顯著成效。鐵路工程項(xiàng)目作為技術(shù)創(chuàng)新的前沿陣地和應(yīng)用載體,是我國鐵路技術(shù)創(chuàng)新體系中不可或缺的組成部分,因此,研究鐵路工程項(xiàng)目技術(shù)創(chuàng)新動(dòng)力機(jī)制及實(shí)現(xiàn)路徑在理論和實(shí)踐上都具有十分重要的意義。 本文旨在分析鐵路工程項(xiàng)目建設(shè)過程中技術(shù)創(chuàng)新的動(dòng)力影響因素,構(gòu)建技術(shù)創(chuàng)新動(dòng)力系統(tǒng)的仿真模型,研究提升項(xiàng)目技術(shù)創(chuàng)新動(dòng)力的實(shí)現(xiàn)途徑,以實(shí)現(xiàn)鐵路工程項(xiàng)目技術(shù)創(chuàng)新的可持續(xù)發(fā)展。 本文分析了鐵路工程項(xiàng)目技術(shù)創(chuàng)新的特點(diǎn),總結(jié)鐵路工程項(xiàng)目技術(shù)創(chuàng)新在資金、人才、組織和協(xié)作方面的障礙與不足,從參與方的識(shí)別與需求分析、參與方動(dòng)力因素、環(huán)境動(dòng)力因素等方面闡述了鐵路工程項(xiàng)目技術(shù)創(chuàng)新的動(dòng)力因素。 在此基礎(chǔ)上建立了鐵路工程項(xiàng)目技術(shù)創(chuàng)新動(dòng)力系統(tǒng)模型,運(yùn)用系統(tǒng)動(dòng)力學(xué)方法對(duì)技術(shù)創(chuàng)新動(dòng)力系統(tǒng)的運(yùn)行過程進(jìn)行模擬仿真,采用因果回路圖分析技術(shù)創(chuàng)新動(dòng)力系統(tǒng)的內(nèi)部構(gòu)成,運(yùn)用存量流量圖探尋影響技術(shù)創(chuàng)新動(dòng)力的關(guān)鍵因素和主導(dǎo)回路,為技術(shù)創(chuàng)新動(dòng)力機(jī)制的構(gòu)建和運(yùn)行提供理論依據(jù)。 通過鐵路工程項(xiàng)目技術(shù)創(chuàng)新動(dòng)力機(jī)制內(nèi)涵與要素分析,建立了項(xiàng)目技術(shù)創(chuàng)新動(dòng)力機(jī)制模型,并通過闡述三大核心子機(jī)制目標(biāo)、主體、功能及運(yùn)行,確保工程項(xiàng)目技術(shù)創(chuàng)新動(dòng)力機(jī)制的有效運(yùn)行。通過分析激勵(lì)約束的資源、環(huán)境要素及激勵(lì)約束主體客體,闡述激勵(lì)約束機(jī)制的功能及其運(yùn)行實(shí)現(xiàn);通過分析協(xié)同合作的目標(biāo)及流程,闡明作為主導(dǎo)方的業(yè)主與作為實(shí)施方的承包方、科研單位及高校的協(xié)同合作機(jī)制的組織構(gòu)架及運(yùn)行保障;通過分析技術(shù)創(chuàng)新的利益表現(xiàn)形式及各方利益獲取方式,運(yùn)用博弈方法分析構(gòu)建基于Shapley值和基于MCRS法的合作收益分配模型,結(jié)合熵權(quán)法建立項(xiàng)目技術(shù)創(chuàng)新利益分配方法,歸納總結(jié)出具體舉措和可行方案。 最后,以XG鐵路工程項(xiàng)目為例,從其技術(shù)創(chuàng)新管理實(shí)際經(jīng)驗(yàn)中總結(jié)提煉鐵路工程項(xiàng)目技術(shù)創(chuàng)新動(dòng)力機(jī)制的實(shí)踐運(yùn)用與成效,驗(yàn)證理論研究成果的科學(xué)性和可行性。
[Abstract]:In recent years, the rapid development of railway construction in China, has made remarkable achievements in technological innovation. The railway engineering projects as the forefront of technology innovation and application of the carrier, is an indispensable part of the technological innovation system of China Railway, therefore, research on railway project technology innovation dynamic mechanism and path in theory and practice has is of great significance.
The purpose of this paper is to analyze the driving factors of technological innovation in the process of railway engineering construction, to build a simulation model of technological innovation power system, and to study the ways to enhance the technological innovation power of railway projects, so as to achieve the sustainable development of technological innovation in railway engineering projects.
This paper analyzes the characteristics of technological innovation of railway engineering project, summarizes technological innovation of railway projects in the capital, organization and coordination, the obstacles and problems, from the analysis of recognition and demand to participate in the party, party power factor, environmental dynamic factors explained the motive force of technological innovation of railway project.
On the basis of the establishment of the railway project technology innovation dynamic system model, using the method of system dynamics to simulate the operation process of technological innovation dynamic system, the causal loop diagram analysis of the internal motivation of technological innovation system, the key factor in the stock flow diagram to explore the impact of technology innovation and leading to construction and provide a theoretical basis for the loop the operation and dynamic mechanism of technological innovation.
Through the analysis of the connotation of railway project technology innovation dynamic mechanism and factors, established a dynamic mechanism model of technological innovation project, and expounds on the three core mechanism, subject, function and operation, to ensure the effective operation of the project technology innovation driving mechanism. Through the analysis of the incentive and restraint of resources, environmental factors and the main incentive object and expounds its function and incentive mechanism; cooperative target and process of cooperation through analysis, to clarify the dominant party as the owner and the Contractor as the implementation of party cooperation mechanism, scientific research units and high school organization structure and operation security; access through the analysis of the interest and the interests of all parties form of technological innovation. Analysis of the Shapley value and the cooperative profit distribution model based on MCRS method based on applying game theory, establish the project technical innovation based on entropy method The method of interest distribution is summed up and summed up the concrete measures and feasible schemes.
Finally, taking XG railway engineering project as an example, we summarized and summarized the practical application and effect of railway engineering project technological innovation power mechanism from the practical experience of its technological innovation management, and verified the scientificity and feasibility of the theoretical research results.
