【摘要】：高速公路作為一種特殊的商品，具有建設(shè)投資巨大，資金密集，投資回收期較長(zhǎng)和效益滯后等特點(diǎn)，資金的缺口和公路基礎(chǔ)設(shè)施的巨大需求已經(jīng)是高速公路公司發(fā)展的最大矛盾；同時(shí)由于資金的管理不當(dāng)，在高速公路公司中依然存在資金流失、挪用、截留、沉淀等現(xiàn)象，這些都影響著高速公路公司資金運(yùn)行的效率，制約著高速公路公司的健康發(fā)展，更影響著我們交通路網(wǎng)體系的建設(shè)完善。在此種情況之下，如何集中優(yōu)勢(shì)資源，尤其是巨額的建設(shè)資金，使有限的資源得到合理配置，以求得最佳的公路運(yùn)營(yíng)經(jīng)濟(jì)效益，是目前高速公路公司迫切需要解決的問(wèn)題。 本文從籌資管理、現(xiàn)金流量管理、財(cái)務(wù)組織管理三個(gè)方面對(duì)四川高速公路集團(tuán)公司的資金管理現(xiàn)狀進(jìn)行實(shí)地調(diào)研，分析存在的主要問(wèn)題。將資金集中管理理論與四川高速公路集團(tuán)公司實(shí)際情況相結(jié)合，，提出有效的資金管理模式，即財(cái)務(wù)公司模式。并從集團(tuán)產(chǎn)業(yè)、有關(guān)政策條件滿足情況、財(cái)務(wù)公司盈利模式及業(yè)務(wù)預(yù)測(cè)四個(gè)方面分別論證了財(cái)務(wù)公司模式在四川高速公司集團(tuán)公司實(shí)施的可行性，進(jìn)一步提出的財(cái)務(wù)公司成立時(shí)的實(shí)施步驟和保障措施。
[Abstract]:As a special commodity, expressway has the characteristics of huge investment, intensive capital, long payback period and lagging benefits. The gap of funds and the huge demand for highway infrastructure have become the biggest contradiction in the development of highway companies. At the same time, due to the improper management of funds, there are still phenomena such as loss, diversion, interception and precipitation of funds in highway companies. These all affect the efficiency of the expressway company's capital operation, restrict the healthy development of the highway company, and affect the construction and perfection of our transportation network system. In this case, how to concentrate the superior resources, Especially the huge construction funds make the limited resources get reasonable allocation to obtain the best economic benefit of highway operation which is the urgent problem that the highway company needs to solve at present. This paper investigates the current situation of fund management in Sichuan Expressway Group Company from three aspects: financing management, cash flow management and financial organization management. Combining the theory of centralized fund management with the actual situation of Sichuan Expressway Group Company, this paper puts forward an effective fund management model, that is, the financial company model, and from the perspective of group industry, the relevant policy conditions are satisfied. Four aspects of financial company profit model and business forecast respectively demonstrate the feasibility of implementation of financial company model in Sichuan high-speed company group company, further put forward the financial company when the implementation steps and safeguards.
