【摘要】：本論文根據(jù)我國(guó)現(xiàn)行的招投標(biāo)制度及交通部門的相關(guān)規(guī)定,針對(duì)山東高速集團(tuán)的高速公路項(xiàng)目招標(biāo)采購(gòu)的現(xiàn)狀進(jìn)行分析,結(jié)合對(duì)煙海高速公路項(xiàng)目招標(biāo)管理的研究,分析其存在的問(wèn)題并進(jìn)行分析,借鑒國(guó)外工程招標(biāo)管理的經(jīng)驗(yàn)和慣例,提出了加強(qiáng)煙海高速工程招標(biāo)管理的改進(jìn)措施,對(duì)招標(biāo)管理方案進(jìn)行了優(yōu)化設(shè)計(jì),并提出了對(duì)應(yīng)的配套管理措施。首先介紹了本論文的主要研究背景、研究方法、研究?jī)?nèi)容和框架,其次,對(duì)招標(biāo)管理理論進(jìn)行了論述,簡(jiǎn)要介紹了招標(biāo)方式、公路工程招標(biāo)管理辦法,重點(diǎn)論述了公路工程競(jìng)爭(zhēng)性談判招標(biāo)采購(gòu)管理的特點(diǎn)、招標(biāo)采購(gòu)的程序及方法和招標(biāo)采購(gòu)的現(xiàn)狀。 結(jié)合實(shí)例,對(duì)煙海高速公路項(xiàng)目招標(biāo)管理的現(xiàn)狀進(jìn)行了分析,并提出了相應(yīng)的改進(jìn)措施。具體而言,介紹了項(xiàng)目的概況,目前采用的招標(biāo)組織形式、招標(biāo)管理辦法和招標(biāo)采購(gòu)程序,然后找出了招標(biāo)管理中存在的招標(biāo)資格預(yù)審、評(píng)標(biāo)委員會(huì)、評(píng)標(biāo)辦法等問(wèn)題并進(jìn)行分析,提出了加強(qiáng)招標(biāo)程序管理,嚴(yán)把資格審查關(guān)等八條改進(jìn)措施,力求加強(qiáng)煙海高速工程的招標(biāo)管理。對(duì)煙海高速公路項(xiàng)目招標(biāo)管理方案進(jìn)行了設(shè)計(jì),主要研究了招標(biāo)方式的確定,采購(gòu)的談判要素及評(píng)標(biāo)的優(yōu)化方案,并提出了加強(qiáng)招標(biāo)管理的相關(guān)配套管理措施。 本文通過(guò)結(jié)合煙海高速公路工程招標(biāo)管理的現(xiàn)狀而提出的改進(jìn)對(duì)策建議,用以改善煙海高速公路招標(biāo)管理的現(xiàn)狀,使其更加的科學(xué)合理,進(jìn)而規(guī)范了招標(biāo)的秩序。
[Abstract]:According to the current bidding system of our country and the relevant regulations of the transportation department, this paper analyzes the current situation of bidding and purchasing of the expressway project of Shandong Expressway Group, combined with the research on the bidding management of the Yanhai Expressway Project. Based on the analysis of the existing problems and drawing lessons from the experience and practice of foreign engineering bidding management, this paper puts forward the improvement measures to strengthen the tender management of Yanhai high-speed project, and optimizes the design of the bidding management scheme. At first, the paper introduces the main research background, research methods, research contents and framework of this paper. Secondly, it discusses the theory of bidding management, and briefly introduces the bidding method. This paper mainly discusses the characteristics, procedures and methods of bidding procurement management in competitive negotiation of highway engineering and the present situation of bidding procurement. Combined with an example, this paper analyzes the present situation of the bidding management of Yanhai Expressway project, and puts forward the corresponding improvement measures. In particular, it introduces the general situation of the project, the form of bidding organization adopted at present, After finding out the problems existing in the bidding management, such as prequalification, bid evaluation committee, bid evaluation method, and so on, the paper puts forward some suggestions for strengthening the management of the bidding procedure. Strict qualification examination and other eight improvement measures to strengthen the tender management of the Yanhai Expressway Project. The project bidding management scheme of the Yanhai Expressway project has been designed, and the determination of the bidding method has been mainly studied. The negotiation elements of procurement and the optimization scheme of bid evaluation are proposed, and the relevant supporting management measures to strengthen the bidding management are put forward. Combining with the present situation of the tender management of Yanhai Expressway project, this paper puts forward the countermeasures and suggestions to improve the present situation of the tender management of Yanhai Expressway, make it more scientific and reasonable, and then standardize the order of bidding.
