【摘要】：要致富先修路,公路是經(jīng)濟(jì)發(fā)展的動(dòng)脈,農(nóng)村公路是整個(gè)公路網(wǎng)絡(luò)的重要組成部分,是農(nóng)村地區(qū)最主要甚至是惟一的運(yùn)輸通道,是支撐農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)的重要基礎(chǔ)設(shè)施,地位非常重要。它對(duì)繁榮農(nóng)村經(jīng)濟(jì)、促進(jìn)農(nóng)村社會(huì)進(jìn)步、實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化、加快農(nóng)村地區(qū)城鎮(zhèn)化、方便農(nóng)民勞作,開(kāi)闊農(nóng)民視野發(fā)揮了重要的作用,具有重要的現(xiàn)實(shí)意義。因此,加快發(fā)展農(nóng)村公路是我國(guó)公路交通現(xiàn)代化建設(shè)的一項(xiàng)長(zhǎng)期的戰(zhàn)略任務(wù),事關(guān)整個(gè)國(guó)民經(jīng)濟(jì)發(fā)展大局。 近年來(lái),我國(guó)農(nóng)村公路建設(shè)快速發(fā)展,公路里程不斷增長(zhǎng),建設(shè)質(zhì)量不斷提高,取得了巨大成就。由于歷史原因,我國(guó)一直存在城鄉(xiāng)分割的二元經(jīng)濟(jì)結(jié)構(gòu),包括農(nóng)村公路在內(nèi)的農(nóng)村公共產(chǎn)品供給嚴(yán)重滯后,農(nóng)村公路已經(jīng)成為阻礙農(nóng)村經(jīng)濟(jì)發(fā)展的瓶頸。極大地削弱了農(nóng)村經(jīng)濟(jì)自我發(fā)展的能力,城鄉(xiāng)差距不斷擴(kuò)大。目前,我國(guó)已經(jīng)進(jìn)入了“工業(yè)反哺農(nóng)業(yè)、城市帶動(dòng)鄉(xiāng)村”的發(fā)展階段,農(nóng)村公路作為一種非常重要的基礎(chǔ)設(shè)施,將成為社會(huì)主義新農(nóng)村建設(shè)的強(qiáng)大驅(qū)動(dòng)力。 本文首先從宏觀的角度對(duì)農(nóng)村公路建設(shè)的意義進(jìn)行了論述,闡述了農(nóng)村公路建設(shè)的必要性。然后通過(guò)調(diào)查研究,在總結(jié)岳陽(yáng)縣農(nóng)村公路建設(shè)中取得的成就的同時(shí),著重客觀分析了岳陽(yáng)縣農(nóng)村公路發(fā)展中存在的主要問(wèn)題。根據(jù)岳陽(yáng)縣整體經(jīng)濟(jì)運(yùn)行形勢(shì)和農(nóng)村交通運(yùn)輸發(fā)展趨勢(shì),全面、系統(tǒng)地提出了發(fā)展岳陽(yáng)縣農(nóng)村公路的戰(zhàn)略思路和主要對(duì)策,并在多重計(jì)量模型的分析下預(yù)測(cè)了岳陽(yáng)縣農(nóng)村公路的未來(lái)幾年的發(fā)展規(guī)模和結(jié)構(gòu)配置規(guī)模,以期為岳陽(yáng)縣的農(nóng)村公路持續(xù)、快速、健康地發(fā)展起到較好的指導(dǎo)作用。
[Abstract]:To get rich, roads are the arteries of economic development. Rural roads are an important part of the whole highway network and the most important or even the only transportation channel in rural areas. It is an important infrastructure to support agriculture and rural economy. It is very important for the prosperity of rural economy, the promotion of rural social progress, the realization of agricultural modernization, the acceleration of urbanization in rural areas, and the convenience of farmers to work. Therefore, speeding up the development of rural roads is a long-term strategic task for the modernization of highway transportation in China. It concerns the overall situation of the development of the national economy. In recent years, rural highway construction in China has developed rapidly, highway mileage has been increasing, construction quality has been improved, and great achievements have been made. Due to historical reasons, there has always been a dual economic structure of urban-rural division in China. The supply of rural public goods, including rural roads, has lagged behind seriously, and rural roads have become a bottleneck hindering the development of rural economy, which has greatly weakened the ability of self-development of rural economy. The gap between urban and rural areas continues to widen. At present, China has entered the stage of "industry feeding agriculture, urban driving rural", rural road as a very important infrastructure. It will become a powerful driving force for the construction of a new socialist countryside. This paper first discusses the significance of rural highway construction from a macro perspective, expounds the necessity of rural highway construction, and then through investigation and research. In the summary of Yueyang County rural road construction achievements made at the same time. The main problems existing in the rural highway development in Yueyang County are analyzed objectively. According to the overall economic operation situation of Yueyang County and the development trend of rural transportation, it is comprehensive. This paper systematically puts forward the strategic thinking and main countermeasures of developing Yueyang county rural highway, and forecasts the scale of development and structural allocation of Yueyang county rural highway in the next few years under the analysis of multi-metrological model. In order to Yueyang County rural highway sustainable, fast, healthy development plays a better role.
