【摘要】：本文針對(duì)河北省高速公路建設(shè)投融資體系,及河北高速公路建設(shè)發(fā)展歷程與特點(diǎn),以河北省已建和在建的高速公路的融資方式做為研究對(duì)象,結(jié)合當(dāng)前我國(guó)所執(zhí)行的高速公路收費(fèi)還貸、統(tǒng)貸統(tǒng)還的融資政策,通過對(duì)多種中外高速公路建設(shè)融資模式的特點(diǎn)進(jìn)行深入分析,對(duì)各種融資模式在當(dāng)前高速公路建設(shè)中的應(yīng)用情況和融資過程中所帶來(lái)的風(fēng)險(xiǎn)進(jìn)行評(píng)估。以我國(guó)目前的資本市場(chǎng)和金融市場(chǎng)環(huán)境為研究背景,從拓寬高速公路建設(shè)融資渠道,緩解高速公路建設(shè)融資壓力,增強(qiáng)高速公路建設(shè)融資穩(wěn)定性,保證投資人合理的投資收益等方面出發(fā),就河北省現(xiàn)有以政府投入和商業(yè)銀行貸款為主要手段的高速公路融資體系,提出改進(jìn)建議。力爭(zhēng)在未來(lái)河北省的高速公路建設(shè)中,形成適合河北省當(dāng)前融資環(huán)境,能夠保證資金使用穩(wěn)定的多種高速公路建設(shè)融資模式并存的新格局。逐漸打破僅僅依靠政府投資和商業(yè)銀行貸款這一單一的融資模式,穩(wěn)步建立起圍繞以高速公路自身資本作為資本金,以政府投資、商業(yè)貸款、股票、債券、保險(xiǎn)金、經(jīng)營(yíng)權(quán)轉(zhuǎn)讓收益等多渠道統(tǒng)一的融資平臺(tái)。在政府一定的投資基礎(chǔ)上,加強(qiáng)民間資本的使用,使高速公路建設(shè)資金能夠真正步入良性的循環(huán),從根本上解決河北高速公路建設(shè)融資結(jié)構(gòu)單一的問題,使高速公路收費(fèi)管理更加規(guī)范,更便于公眾進(jìn)行監(jiān)督,也為進(jìn)一步進(jìn)行高速公路收費(fèi)制度改革奠定基礎(chǔ)。
[Abstract]:According to the investment and financing system of highway construction in Hebei Province, and the development process and characteristics of highway construction in Hebei Province, this paper takes the financing mode of highway that has already been built and under construction in Hebei Province as the research object. Combined with the current implementation of China's highway tolls and loan repayment policy, through the in-depth analysis of the characteristics of a variety of domestic and foreign highway construction financing mode. This paper evaluates the application of various financing modes in the current highway construction and the risks brought by the financing process. The background is the current capital market and financial market environment in China. In order to widen the financing channels of highway construction, relieve the pressure of highway construction financing, enhance the stability of highway construction financing, and ensure the reasonable investment income of investors, and so on. Based on the existing highway financing system with government input and commercial bank loan as the main means, the paper puts forward some suggestions for improving the highway construction in Hebei Province in the future. Forming suitable financing environment for Hebei Province. The new pattern, which can guarantee the stable use of funds and the coexistence of various financing modes of highway construction, gradually breaks down the single financing mode of relying only on government investment and commercial bank loans. Steadily built around the highway itself as capital, with government investment, commercial loans, stocks, bonds, insurance funds. On the basis of government investment, strengthen the use of private capital, so that highway construction funds can really enter a virtuous cycle. The problem of single financing structure of Hebei expressway construction is solved fundamentally, which makes highway toll collection management more standardized, more convenient for the public to supervise, and lays a foundation for further reform of highway toll collection system.
