【摘要】：不同于單中心城市的"圈層式擁堵",以重慶市為代表的組團(tuán)式城市交通擁堵的空間特點(diǎn)是"啞鈴式擁堵",但有向"圈層式擁堵"發(fā)展的不良趨勢(shì);空間利用過密及單質(zhì)化傾向、產(chǎn)業(yè)布局分散、職住分離、城鎮(zhèn)化快速推進(jìn)、汽車消費(fèi)過度及其頑固性必然引致交通需求的頑固增長(zhǎng)。組團(tuán)式城市交通擁堵治理的方向應(yīng)是產(chǎn)業(yè)聚集與組團(tuán)特質(zhì)相結(jié)合:維持、優(yōu)化城區(qū)特有的組團(tuán)特質(zhì),在組團(tuán)空間內(nèi)部形成關(guān)聯(lián)產(chǎn)業(yè)群聚集并實(shí)現(xiàn)組團(tuán)服務(wù)功能的融合,避免組團(tuán)間的交通便利化導(dǎo)致的產(chǎn)業(yè)分散布局,組團(tuán)間使用大容量交通進(jìn)行連接,形成TOD式"城市交通—城市組織"的空間串聯(lián)組合,最終形成不同產(chǎn)業(yè)歸位于不同組團(tuán)、關(guān)聯(lián)產(chǎn)業(yè)群及其人群歸位集聚于一個(gè)組團(tuán)、產(chǎn)業(yè)與組團(tuán)和諧共生的合理城市布局。
