【摘要】：公路作為國家發(fā)展不可缺少的基礎(chǔ)設(shè)施建設(shè)項(xiàng)目，一直受到各級政府的重視。為適應(yīng)規(guī)模大、專業(yè)度高的現(xiàn)代化工程建設(shè)需求，代建制應(yīng)運(yùn)而生，并逐漸在全國范圍推廣開來。在實(shí)踐過程中，雖積累了一些經(jīng)驗(yàn)，但仍存在諸多問題�？冃Э己俗鳛榇ㄖ乒芾淼闹饕M成部分，能有效識(shí)別并解決代建制中存在的問題，因此有必要對公路工程代建管理績效考核方法進(jìn)行綜合研究�？冃Э荚u引入代建制管理后，作為檢測與識(shí)別代建制運(yùn)行中存在問題的有效方式，迅速成為代建制中必不可少的環(huán)節(jié)。其中過程績效評價(jià)的評價(jià)結(jié)果可以作為整改和加強(qiáng)項(xiàng)目管理的依據(jù)，并督促項(xiàng)目管理單位落實(shí)整改意見，從而達(dá)到項(xiàng)目管理高效運(yùn)行的目的。 本文試圖根據(jù)代建制管理的特點(diǎn)，建立科學(xué)合理的公路代建項(xiàng)目管理績效考核系統(tǒng)，并運(yùn)用模糊綜合評價(jià)法、因子分析以及層次分析法等對該績效考核系統(tǒng)進(jìn)行全面的分析評價(jià)。在對項(xiàng)目管理績效評價(jià)的基礎(chǔ)上，展開對績效評價(jià)的探討——主要集中在指標(biāo)體系和評價(jià)方法兩個(gè)方面。從代建單位對各承建單位評價(jià)的角度出發(fā)，通過對代建項(xiàng)目各利益關(guān)系主體和代建項(xiàng)目的關(guān)鍵事件進(jìn)行分析,建立公路代建項(xiàng)目績效管理綜合評定指標(biāo)體系。并以過程績效評價(jià)體系作為該指標(biāo)體系的主體,圍繞其構(gòu)建了代建項(xiàng)目績效管理評價(jià)方法和評價(jià)模型。文章中通過把總結(jié)出的考評方法和模型付諸實(shí)踐，用來評價(jià)NN公路代建工程項(xiàng)目，并得出評價(jià)結(jié)果。通過對考評結(jié)果的分析，找出該項(xiàng)目在實(shí)施代建管理中的優(yōu)勢與不足。并以此為依據(jù)進(jìn)行動(dòng)態(tài)調(diào)整,以期作為下一個(gè)代建制項(xiàng)目管理績效評價(jià)的參考依據(jù)。
[Abstract]:Highway, as an indispensable infrastructure construction project for national development, has been attached importance to by governments at all levels. In order to meet the needs of large-scale and highly professional modern engineering construction, the agent system emerged as the times require. And gradually spread throughout the country. In the process of practice, although accumulated some experience, but there are still many problems. Performance appraisal as the main component of the agency management system. Can effectively identify and solve the existing problems in the agent system, so it is necessary to conduct a comprehensive study on the highway construction management performance evaluation method. As an effective way to detect and identify the problems existing in the operation of the agent system, it has quickly become an essential link in the system. The evaluation results of the process performance evaluation can be used as the basis for rectification and strengthening the project management. And urge the project management unit to implement corrective advice, so as to achieve the purpose of efficient operation of project management. This paper attempts to establish a scientific and reasonable evaluation system of highway construction project management performance according to the characteristics of agent system management, and use fuzzy comprehensive evaluation method. Factor analysis and Analytic hierarchy process (AHP) are used to analyze and evaluate the performance appraisal system. On the basis of the project management performance evaluation. The discussion of performance evaluation mainly focuses on two aspects: index system and evaluation method. From the perspective of the evaluation of construction units on behalf of the construction units. Through the analysis of the main interests of the agent construction project and the key events of the agent construction project. Establish the highway agent project performance management comprehensive evaluation index system, and take the process performance evaluation system as the main body of the index system. The performance management evaluation method and evaluation model of the agent construction project are constructed around it. In this paper, the evaluation methods and models are put into practice to evaluate the NN highway construction project. And get the evaluation results. Through the analysis of the evaluation results, find out the advantages and disadvantages of the project in the implementation of agency management, and based on this dynamic adjustment. In order to serve as the next agent system project management performance evaluation reference basis.
