【摘要】: 國(guó)際航運(yùn)中心建設(shè)是近些年上海經(jīng)濟(jì)快速發(fā)展的重要推動(dòng)力之一。從1995年規(guī)劃方案制定以來(lái),上海國(guó)際航運(yùn)中心建設(shè)在十幾年間取得巨大的成就。從2005年開(kāi)始,上海港貨運(yùn)吞吐量連續(xù)五年居世界第一,洋山深水港無(wú)論是碼頭建設(shè)還是裝卸技術(shù)都已達(dá)到國(guó)際先進(jìn)水平,2010年3月14日,長(zhǎng)江深水航道三期工程12.5米水深全線貫通,一大批國(guó)際知名的航運(yùn)企業(yè)、航運(yùn)服務(wù)機(jī)構(gòu)入駐上海、上海航運(yùn)交易所等一批航運(yùn)服務(wù)機(jī)構(gòu)涌現(xiàn),上海已經(jīng)初具國(guó)際航運(yùn)中心雛形,但是也潛藏著許多問(wèn)題。2008年的經(jīng)濟(jì)危機(jī)給全球航運(yùn)市場(chǎng)帶來(lái)極大沖擊,上海國(guó)際航運(yùn)中心建設(shè)遭遇規(guī)劃以來(lái)的最大挫折,使我們更清晰的認(rèn)識(shí)到上海國(guó)際航運(yùn)中心發(fā)展中存在的種種問(wèn)題。 本文首先對(duì)上海國(guó)際航運(yùn)中心的發(fā)展歷程進(jìn)行了全面的梳理,重點(diǎn)分析了上海建設(shè)國(guó)際航運(yùn)中心中存在的誤區(qū)與不足之處,主要包括港口運(yùn)作效率不高、港口集疏運(yùn)體系不健全、區(qū)域間缺乏有效的溝通協(xié)調(diào)、存在同質(zhì)化建設(shè)與產(chǎn)能過(guò)剩現(xiàn)象,最大的問(wèn)題是航運(yùn)服務(wù)產(chǎn)業(yè)發(fā)展滯后、缺乏高層次的航運(yùn)服務(wù)業(yè),這些問(wèn)題已經(jīng)嚴(yán)重制約了上海國(guó)際航運(yùn)中心的發(fā)展速度。 通過(guò)對(duì)倫敦和新加坡兩種不同類型的成熟的國(guó)際航運(yùn)中心的發(fā)展經(jīng)驗(yàn)的分析,結(jié)合上海國(guó)際航運(yùn)中心的現(xiàn)實(shí)情況,本文認(rèn)為上海國(guó)際航運(yùn)中心應(yīng)該選擇腹地型發(fā)展模式和高端服務(wù)型發(fā)展模式作為國(guó)際航運(yùn)中心建設(shè)的突破口。高端服務(wù)業(yè)是國(guó)際航運(yùn)中心保持核心競(jìng)爭(zhēng)力的關(guān)鍵,包括新加坡、香港等傳統(tǒng)以貨運(yùn)服務(wù)為主的航運(yùn)中心也在積極投身到航運(yùn)衍生服務(wù)業(yè)的發(fā)展中。上海的貨物集散服務(wù)對(duì)象主要是本國(guó)內(nèi)陸經(jīng)濟(jì)腹地,國(guó)際中轉(zhuǎn)比例低,綜合考慮上海所處位置并非最佳的國(guó)際航道節(jié)點(diǎn)與目前亞太地區(qū)港口間激烈的競(jìng)爭(zhēng)現(xiàn)狀,上海仍應(yīng)以腹地物流為主,而把主要精力都放在完善航運(yùn)服務(wù)業(yè)上。最后文章提出了幾點(diǎn)推進(jìn)上海國(guó)際航運(yùn)中心建設(shè)的對(duì)策與建議,包括切實(shí)履行政府職責(zé)完善法律法規(guī)體系、促進(jìn)航運(yùn)服務(wù)業(yè)產(chǎn)業(yè)集群、建立強(qiáng)有力的區(qū)域協(xié)調(diào)機(jī)制、健全集疏運(yùn)體系和加快人才培養(yǎng)與引進(jìn)等。
[Abstract]:The construction of international shipping center is one of the important driving forces for the rapid economic development of Shanghai in recent years. The construction of Shanghai International Shipping Center has made great achievements in more than ten years. Since 2005, Shanghai Port cargo throughput has ranked first in the world for five consecutive years. Yangshan deep-water port has reached the international advanced level in both terminal construction and loading and unloading technology. In March 14th 2010, the 12.5-meter water depth line of the third phase of the Yangtze River deep-water channel project was completed. A large number of international well-known shipping enterprises, shipping service agencies in Shanghai, Shanghai Shipping Exchange and a number of shipping service agencies have emerged, Shanghai has begun to have the embryonic form of an international shipping center. However, there are many hidden problems. In 2008, the economic crisis brought a great impact to the global shipping market, and the construction of Shanghai International Shipping Center suffered the biggest setback since the planning. So that we have a clearer understanding of the Shanghai International Shipping Center in the development of a variety of problems. In this paper, the development of Shanghai International Shipping Center has been comprehensively combed, focusing on the analysis of the existing misunderstandings and deficiencies in the construction of Shanghai International Shipping Center, mainly including the low efficiency of port operation. The port transportation system is not perfect, there is a lack of effective communication and coordination between the regions, there is a phenomenon of homogeneity construction and overcapacity. The biggest problem is that the development of shipping service industry lags behind, and there is a lack of high-level shipping service industry. These problems have seriously restricted the speed of development of Shanghai International Shipping Center. Through the analysis of the development experience of London and Singapore two different types of mature international shipping center, combined with the reality of Shanghai international shipping center. This paper holds that Shanghai International Shipping Center should choose the hinterland development model and the high-end service development model as the breakthrough of the construction of the international shipping center. High-end service industry is the key to maintain the core competitiveness of the international shipping center. . Shipping centers, such as Singapore and Hong Kong, are also actively engaged in the development of shipping derivative services, such as Singapore and Hong Kong, where the distribution of goods is mainly aimed at the inland economic hinterland of China. The proportion of international transit is low. Considering Shanghai's position is not the best international waterway node and the current situation of fierce competition between ports in the Asia-Pacific region, Shanghai should still focus on the hinterland logistics. Finally, the article puts forward some countermeasures and suggestions to promote the construction of Shanghai International Shipping Center, including the effective implementation of government duties to improve the system of laws and regulations. Promote the shipping service industry cluster, establish a strong regional coordination mechanism, improve the distribution system and speed up the training and introduction of talents.
