【摘要】: 美國(guó)農(nóng)村學(xué)校合并發(fā)端于19世紀(jì)中期,這項(xiàng)改革已經(jīng)走過(guò)了一百多年的歷程。它是美國(guó)農(nóng)村教育改革的重要舉措,直接關(guān)系到美國(guó)農(nóng)村的教育狀況,也影響著美國(guó)的人口素質(zhì)與社會(huì)發(fā)展。農(nóng)村學(xué)校合并一直是美國(guó)教育政策制定者和教育研究人員關(guān)注的焦點(diǎn)。農(nóng)村學(xué)校合并旨在充分整合教育資源,提高教育質(zhì)量,實(shí)現(xiàn)教育發(fā)展的規(guī)模效益。由于美國(guó)地方分權(quán)的政治體制,各州的學(xué)校合并政策及其實(shí)施是多元的,因而增加了對(duì)美國(guó)農(nóng)村學(xué)校合并問題研究的復(fù)雜性。我國(guó)當(dāng)前正在進(jìn)行農(nóng)村學(xué)校的布局調(diào)整,目的是更加科學(xué)、合理地利用教育資源。對(duì)美國(guó)農(nóng)村學(xué)校合并問題的深入研究能為我國(guó)的農(nóng)村學(xué)校布局調(diào)整提供對(duì)照與啟示。 本論文主要分為五個(gè)部分: 第一部分,將美國(guó)農(nóng)村學(xué)校合并的歷史分為探索階段、蓬勃發(fā)展階段和理性發(fā)展階段,并指出美國(guó)農(nóng)村學(xué)校合并的必要性。 第二部分,美國(guó)農(nóng)村學(xué)校合并發(fā)展的現(xiàn)狀,主要闡述了合并的標(biāo)準(zhǔn)、政策與法規(guī)保障、經(jīng)費(fèi)保障和師資保障等問題。 第三部分,主要分析了美國(guó)農(nóng)村學(xué)校合并過(guò)程中幾個(gè)爭(zhēng)議比較大的問題,包括學(xué)生交通、學(xué)校教育支出、學(xué)生學(xué)業(yè)成就、社區(qū)身份與社區(qū)文化、校園安全和輟學(xué)率幾個(gè)方面。 第四部分,呈現(xiàn)了當(dāng)前美國(guó)農(nóng)村學(xué)校合并過(guò)程中替代性的解決方案。為了確保教育公平,適當(dāng)?shù)乇A粜∫?guī)模的學(xué)校,通過(guò)共享服務(wù)和遠(yuǎn)程教育等手段,也可以讓偏遠(yuǎn)地區(qū)的學(xué)生接受到更好的教育。 第五部分,分析了美國(guó)農(nóng)村學(xué)校合并的經(jīng)驗(yàn)與發(fā)展趨勢(shì),如,遵循農(nóng)村教育發(fā)展的客觀規(guī)律;為農(nóng)村學(xué)校的發(fā)展提供充足的物質(zhì)保障;在農(nóng)村教育發(fā)展中確保教育公平。
[Abstract]:The merger of rural schools in the United States began in the mid-19th century, and the reform has gone through more than a hundred years. It is an important measure of the rural education reform in the United States. It is directly related to the education situation in the rural areas of the United States, and also affects the quality of the population and the social development of the United States. The merger of rural schools has been the focus of American education policy makers and education researchers. The purpose of the amalgamation of rural schools is to fully integrate educational resources, improve the quality of education and realize the scale benefit of educational development. Due to the political system of decentralization in the United States, the policy of school consolidation and its implementation in various states are pluralistic, thus increasing the complexity of the study on the merger of rural schools in the United States. At present, China is adjusting the distribution of rural schools in order to make more scientific and rational use of educational resources. The in-depth study on the merger of rural schools in the United States can provide a contrast and enlightenment for the adjustment of rural school layout in China. This thesis is divided into five parts: In the first part, the history of rural school amalgamation in the United States is divided into three stages: the stage of exploration, the stage of vigorous development and the stage of rational development, and the necessity of merging rural schools in the United States is pointed out. The second part, the current situation of the development of rural schools in the United States, mainly expounds the standards, policies and regulations, funds and teachers protection and other issues. The third part mainly analyzes several controversial issues in the process of merging rural schools in the United States, including student transportation, school education expenditure, students' academic achievement, community identity and community culture, campus safety and dropout rate. The fourth part presents the current alternative solutions in the process of rural school consolidation in the United States. To ensure that education is fair, small schools can be properly preserved, and students in remote areas can also receive better education by means of shared services and distance education. In the fifth part, the author analyzes the experiences and development trends of the amalgamation of rural schools in the United States, such as following the objective laws of the development of rural education, providing adequate material security for the development of rural schools, and ensuring the fairness of education in the development of rural education.
