【摘要】： “農(nóng)遠工程”是一項惠民工程,它可以實現(xiàn)城鄉(xiāng)優(yōu)質(zhì)教育資源共享,促進農(nóng)村基礎(chǔ)教育信息化,提高農(nóng)村教育質(zhì)量和效益。該工程于2007年底硬件建設(shè)在全國農(nóng)村中小學(xué)全面實施完工,轉(zhuǎn)入普遍應(yīng)用階段。河南省的硬件建設(shè)也于同期完成,全面進入應(yīng)用期。此工程實施的核心是遠程教育設(shè)備和遠程教育資源的應(yīng)用。因此,本課題在現(xiàn)代遠程教育理論和整合理論的指導(dǎo)下,評介了基于三種硬件模式的教學(xué)應(yīng)用模式,深入、系統(tǒng)地對河南省“農(nóng)遠工程”實施現(xiàn)狀進行調(diào)查、分析,總結(jié)前期經(jīng)驗,發(fā)掘問題,挖掘原因,提出發(fā)展對策。其研究意義在于能夠促進農(nóng)村基礎(chǔ)教育信息化,加快實現(xiàn)工程目標(biāo),以及為遠程教育的資源建設(shè)、媒體、學(xué)習(xí)支持服務(wù)、決策、發(fā)展策略等內(nèi)容的研究提供參考,進而豐富遠程教育理論,更好地把握其發(fā)展方向。 本研究運用文獻法、問卷調(diào)查法、訪談法、實地考察法。通過文獻法考察“農(nóng)遠工程”的研究現(xiàn)狀、行政部門下發(fā)的文件,以及國家領(lǐng)導(dǎo)人、教育部領(lǐng)導(dǎo)在一些會議上的講話等;通過問卷調(diào)查法,掌握被訪者的基本信息、教學(xué)模式開發(fā)情況、資源接收與開放情況、設(shè)備管理情況、學(xué)校考核情況、教師應(yīng)用的態(tài)度、影響教師應(yīng)用“農(nóng)遠資源”的因素、資源應(yīng)用情況、教師信息技術(shù)水平情況、教師培訓(xùn)情況等;通過訪談法掌握教師應(yīng)用遠程教育教學(xué)的效果情況、“農(nóng)遠資源”的需求情況、資源與課程整合情況、遠程教育設(shè)備的需求與操作情況、教師的應(yīng)用積極性情況、考核情況、教學(xué)模式的開發(fā)情況、培訓(xùn)情況、信息技術(shù)人員的信息技術(shù)水平情況、設(shè)備管理與維護情況等;通過實地考察法,進行實地考察,獲取第一手的觀察資料。 本文共分六個部分: 第一部分為導(dǎo)論,主要闡述了該課題的研究意義、研究方法,以及國內(nèi)研究現(xiàn)狀和概念界定。 第二部分提出了“農(nóng)遠工程”的理論基礎(chǔ),即現(xiàn)代遠程教育理論和整合理論。筆者認為,這兩種理論分別從宏觀角度和微觀角度為其提供了指導(dǎo)。 第三部分評介了基于三種硬件模式的教學(xué)應(yīng)用模式,以期為構(gòu)建更加完善的教學(xué)應(yīng)用模式提供幫助。 第四部分概括性地介紹了河南省的應(yīng)用概況,重點指出了實施中存在的問題,并且,從經(jīng)費因素、觀念因素、培訓(xùn)因素、運行機制因素進行歸因分析。主要總結(jié)了五個方面的問題:認識需要加深,積極性有待提高;硬件建設(shè)和資源建設(shè)存在不足;學(xué)科教師信息技術(shù)水平低,信息技術(shù)人員技術(shù)能力不高;保障機制不夠完善;教學(xué)應(yīng)用模式開發(fā)不成熟。 第五部分針對河南省“農(nóng)遠工程”存在的問題提出了發(fā)展對策。首先更新觀念,增強認識,創(chuàng)造應(yīng)用環(huán)境;其次,確保經(jīng)費投入和使用;第三,加強硬件建設(shè)與維護;第四,加強資源開發(fā);第五,強化教師培訓(xùn);第六,建立“農(nóng)遠工程”發(fā)展的長效機制,以推進“農(nóng)遠工程”的順利運行。 第六部分為結(jié)束語,對本課題的研究進行總結(jié),同時也指出了研究的不足之處。
[Abstract]:"Rural remote project" is a project of Huimin. It can realize the sharing of high quality education resources in urban and rural areas, promote the informatization of rural basic education and improve the quality and benefit of rural education. The project was completed in the country's rural primary and secondary schools at the end of 2007 and turned into the general use stage. The hardware construction of Henan province was also completed in the same period. The core of the project is the application of distance education equipment and distance education resources. Therefore, under the guidance of modern distance education theory and integration theory, this project has evaluated the teaching application mode based on three kinds of hardware modes, and systematically investigated the implementation status of "rural remote project" in Henan province. The significance of this study is to promote the informatization of rural basic education, to accelerate the realization of the project goal, and to provide reference for the research of the resources construction of distance education, the media, the learning support service, the decision-making and the strategy of development, and then enrich the theory of distance education. Better grasp the direction of its development.
This study uses literature, questionnaire, interview and field investigation. Through the literature review, the research status of "rural far project", the documents issued by the administrative department, and the state leaders, the leaders of the Ministry of education at some meetings, and so on; through the questionnaire survey, the basic information of the interviewees, the development of the teaching model, and the development of the teaching model are obtained. The reception and opening of the source, the management of the equipment, the situation of the school examination, the attitude of the teachers' application, the factors affecting the teachers' application of the "agricultural far resources", the application of the resources, the level of teachers' information technology, the situation of teacher training, etc., the effect of the teachers' application of far distance education and the demand of "far resources" is mastered by the interview method. The situation, the integration of the resources and the curriculum, the demand and operation of the distance education equipment, the positive situation of the teachers' application, the assessment situation, the development of the teaching mode, the training situation, the information technology level of the information technology personnel, the situation of the equipment management and maintenance, and so on. The field inspection method is carried out to get the first hand. Observation data.
This article is divided into six parts:
The first part is the introduction, which mainly expounds the research significance, research methods, domestic research status and concept definition.
The second part puts forward the theoretical basis of "rural remote engineering", that is, modern distance education theory and integration theory. The author believes that these two theories provide guidance for them from the macro and micro angles.
The third part reviews the teaching application models based on three hardware models, with a view to providing help for building a more perfect teaching application mode.
The fourth part briefly introduces the application of Henan Province, points out the existing problems in the implementation, and analyzes the attribution analysis from the factors of funds, concept, training and operation mechanism. It mainly summarizes the five aspects: the need to deepen, the enthusiasm needs to be improved, the construction of hardware and the construction of resources are not. The teachers' information technology level is low, the information technology personnel's technical ability is not high, the guarantee mechanism is not perfect, and the development of teaching application mode is not mature.
The fifth part puts forward the development countermeasures in view of the problems existing in the "rural remote project" in Henan province. First, we should renew the concept, strengthen the understanding and create the application environment; secondly, ensure the investment and use of funds; third, strengthen the construction and maintenance of the hardware; Fourth, strengthen the development of resources; fifth, strengthen the training of teachers; and sixth, to establish the long development of "rural far project". Effective mechanism to promote the smooth operation of the "rural distance project".
The sixth part is the concluding remarks, summarizes the research of this subject, and points out the deficiency of the research.
