【摘要】：俄羅斯針對(duì)處境不利兒童實(shí)施社會(huì)關(guān)懷,既是一種社會(huì)理念,也是一種社會(huì)機(jī)制和社會(huì)政策。該方案基于"家庭導(dǎo)向"的關(guān)懷原則,重點(diǎn)在于加強(qiáng)處境不利兒童生存中"健康性環(huán)境"的塑造與維持,并由此形成了三大社會(huì)關(guān)懷網(wǎng)絡(luò)。針對(duì)處境不利兒童實(shí)施社會(huì)關(guān)懷,本質(zhì)上是對(duì)社會(huì)公平現(xiàn)象的關(guān)注,也彰顯出俄羅斯政府通過社會(huì)關(guān)懷對(duì)人性的關(guān)注和對(duì)生命的關(guān)懷。
[Abstract]:The implementation of social care for disadvantaged children in Russia is both a social concept and a social mechanism and social policy. The programme is based on the principle of "family-oriented" care. The focus is on strengthening the shaping and maintenance of a "healthy environment" for the survival of disadvantaged children, which has resulted in the formation of three major social care networks. The implementation of social care for disadvantaged children is essentially a concern for the phenomenon of social equity, It also shows the Russian government's concern for human nature and life through social care.
