【摘要】： 私校公助是澳門教育現代化發(fā)展過程中的重要議題,也是國際私立教育領域的熱點研究問題,圍繞著“政府該不該資助私立學�！焙汀罢绾钨Y助私立學�！边@兩個問題,不同的教育者和政策制定者展開了激烈的爭論。本研究以澳門私校公助政策為研究對象,探討了私校公助政策的理論基礎,并對澳門私校公助政策的歷史進程、模式特點、績效表現進行了系統(tǒng)地分析與評估,并指出當前澳門私校公助政策中存在的種種問題與不足。通過提供澳門私校公助政策“不一樣的實踐與經驗”,探討和分析私校公助政策設計中需要注意的問題,為教育研究者和政策制定者們提供借鑒與參考。 新自由經濟理論、福利經濟理論、教育公平與教育公正理論構成了私校公助政策的理論基礎。在政策實踐中,私立學校辦學同時具有“公利性”和“私利性”的雙面特征,成為人們擁護或反對私校公助政策的理論依據,本研究認為,私校公助政策的意義在于能否平衡或者如何平衡私校辦學的“公利性”和“私利性”。 私校公助政策在國際范圍內有著不同的表現形式,本研究考察了美國、英國、法國、澳大利亞、荷蘭五個不同國家私校公助政策,指出這種差異性的出現很大程度上與各國私立學校在教育體系內所占的地位和比例差異以及各國政府教育決策者對私立學校作用的認識差異有關。隨著全球性私校公助政策的發(fā)展,各國的私校公助政策也出現了某些趨同性的特征,如越來越多的國家開始對私立學校進行生均經常費的資助、對不同的私立學校采取差別化的辦法、將對私立學校的資助力度和資助條件結合起來。 澳門私立學校發(fā)展的獨特歷史背景對澳門私校公助政策的發(fā)展有著深遠的影響,它體現在私立學校在澳門教育體系中所占的比重以及私立學校的重要程度比世界上其它任何一個國家或地區(qū)都要高。澳門私立學校承擔了大約95%的學生接受義務教育的任務,這一特點對澳門私校公助模式特點的形成具有深遠的影響,使得澳門私校公助政策更加關注私立學校辦學的公益性和教育公平的目標,這與其它國家或地區(qū)更為關注私立學校的教育效率問題形成了鮮明的對比。 在私校公助的模式上,澳門采取了免費教育津貼模式對提供免費教育的私立學校進行資助,這可以視為澳門私校公助政策更為關注教育公益性問題的重要體現。然而,澳門免費教育津貼模式在政策設計上是有缺陷的,本研究分別從國際比較和政策運行機制的角度對這些缺陷進行了論證和分析,具體包括免費教育津貼的資助標準、資助條件、私立學校的成本界定、各校資源水平的差異等等。 從私校公助政策的績效表現來看,澳門私校公助政策由于過于強調免費性和教育的公益價值在一定程度上削弱了私立學校在教育效率上的表現。本研究從澳門私校公助政策的價值取向出發(fā),分別分析了澳門私校公助政策對教育的公共價值、教育公平和教育效率的影響。由于免費教育津貼模式在政策設計上的缺陷,以及相關配套政策的不健全,無論是對于教育公平還是教育效率的實現,澳門私校公助政策都在在著一些潛在的問題。 私校公助政策的實施還對澳門政府和私校的關系產生了較大的影響,由于政府需要對公共財政經費進行問責,加強澳門政府對私立學校的管理和監(jiān)督勢在必行,這將對私立學校的辦學自主權形成很大的挑戰(zhàn)。本研究分析了政府對私立學校問責的意義、方法和途徑,并指出私立學校辦學自主權具有相對性與有限性的特點,提出只有加強教育專業(yè)能力的發(fā)展和健全相關教育法律和制度,才是構建和諧政校關系的根本出路。
[Abstract]:Private schools with public funding is an important issue in the development process of Macao's modernization of education, private education is the international hot research field, around "the government should subsidize private schools" and "how the government funded private schools" of the two different problems, educators and policymakers have debated this study. In Macao, private schools with public funding as the research object, discusses the basic theory of private schools with public funding, and the Macao private schools with public funding of the historical process, mode characteristics, the performance of the systematic analysis and assessment, and points out the problems existing in current public policy of Macao private schools in Macao by providing private and shortcomings. Schools with public funding "different practice and experience, to explore and analyze the need to pay attention to private schools with public funding problems in the design, to provide reference and reference for education researchers and policy makers Test.
Neo liberal economic theory, welfare economics theory, educational equity and justice theory constitute the theoretical foundation of private schools with public funding. Private schools with public funding has different forms in the international scope, this study investigated the United States, Britain, France, Australia, Holland in five different countries of private schools with public funding, and points out that the difference of the position and role of private school proportion largely with all private schools in the education system the difference and government education policy makers. With the development of global private schools with public funding, private schools under the policies of other countries also appeared some similarities, such as more and more countries are beginning to private school student often funding, adopt different for different private schools, the private school funding and funding conditions combined.
Have a great influence on the development of unique historical background of the development of private schools in Macao of Macao private schools with public funding, it is embodied in the private school in the Macao education system in the proportion and the importance of private schools than any other countries or regions of the world are higher. However, Macao free education allowance model is flawed in the policy design, this study from the operating mechanism of the international comparison and policy perspective on these defects are analyzed and demonstrated, including funding conditions of free education subsidies standards, define private school school cost, the difference in the level of resources and so on.
From the performance of private schools with public funding, Macao private schools with public funding because of too much emphasis on the public value and free education weakened the private schools in education on the efficiency in a certain extent. This study from the value orientation of Macao private schools with public funding, respectively analyzes the public value of Macao private schools with public funding of the influence of education, education fairness and efficiency. Because of the defect mode of free education allowance in policy design, and related policies are not perfect, either for education equity or efficiency of education, Macao private schools with public funding in some potential problems.
Have a greater impact on the implementation of private schools with public funding is also on the relationship between the Macao government and private schools, because the government needs for public financial accountability, the government of Macao to strengthen the management and supervision of private schools is imperative, which will be on the private school running autonomy form a great challenge. Based on the analysis of the government the meaning of responsibility of private schools, ways and means, and points out that the autonomy of private schools is relative and limited, puts forward that strengthening the development of education professional ability and improve relevant education laws and regulations is the fundamental way to construct the harmonious relationship between the government and schools.
