【摘要】：中國教育事業(yè)在財政的支持下成就卓著,但同時也存在經(jīng)費投入相對不足,教育事業(yè)發(fā)展欠缺公平,各級教育的城鄉(xiāng)、地區(qū)、階層間差異大等問題。這與中國財政分權(quán)制度的不合理和政府管理體制的不科學有關(guān)。為促進教育公平,在教育財政支出方面要加強預(yù)算約束,建立教育經(jīng)費的財政保障制度;完善中央轉(zhuǎn)移支付制度;深化家庭經(jīng)濟困難學生的財政資助體系,保護弱勢群體公平地享受教育服務(wù),通過合理配置財政資源達到維護教育公平,促進社會和諧目標的實現(xiàn)。
[Abstract]:China's educational undertakings have achieved remarkable results with financial support, but at the same time there are also relatively inadequate investment in funds, lack of equity in the development of educational undertakings, and urban, rural and regional education at all levels. It has something to do with the unreasonable system of fiscal decentralization and the unscientific management system of the government. In order to promote the education fairness, we should strengthen the budgetary restraint in the education expenditure and establish the financial guarantee system of the education funds. Improve the central transfer payment system, deepen the financial aid system for students with financial difficulties, protect the disadvantaged groups to enjoy educational services equitably, through the rational allocation of financial resources to maintain education equity, promote the realization of the goal of social harmony.
