湖南義務(wù)教育均衡發(fā)展問(wèn)題研究

【摘要】: 推進(jìn)義務(wù)教育均衡發(fā)展,是社會(huì)主義制度的本質(zhì)體現(xiàn)和貫徹落實(shí)科學(xué)發(fā)展觀的具體體現(xiàn),是構(gòu)建和諧社會(huì)的現(xiàn)實(shí)需要,也是全面貫徹黨的教育方針、實(shí)施素質(zhì)教育的必然要求。改革開(kāi)放以來(lái),湖南義務(wù)教育取得跨越式發(fā)展,2002年普九人口覆蓋率達(dá)到100%。但是從總體上看,湖南義務(wù)教育的基礎(chǔ)還比較薄弱,地區(qū)之間、城鄉(xiāng)之間、校際之間義務(wù)教育發(fā)展水平仍存在較大差距。目前在基本普及義務(wù)教育的情況下,義務(wù)教育階段辦學(xué)條件和辦學(xué)水平的標(biāo)準(zhǔn)化和均衡化問(wèn)題理應(yīng)引起政府和社會(huì)各界的高度重視。 本文從構(gòu)建和諧社會(huì)的戰(zhàn)略目標(biāo)和社會(huì)需要出發(fā),以科學(xué)發(fā)展觀為指導(dǎo),先對(duì)義務(wù)教育均衡發(fā)展的相關(guān)理論進(jìn)行闡釋,把握義務(wù)教育均衡發(fā)展的理論支撐體系,然后運(yùn)用大量統(tǒng)計(jì)和調(diào)查數(shù)據(jù)考察并分析湖南義務(wù)教育發(fā)展的差異性,探討了造成湖南義務(wù)教育非均衡發(fā)展現(xiàn)狀的深層次原因。最后借鑒世界一些國(guó)家推進(jìn)義務(wù)教育均衡發(fā)展的成功經(jīng)驗(yàn),結(jié)合湖南省情,從更新教育理念、加大教育經(jīng)費(fèi)投入、加強(qiáng)師資建設(shè)、縮小辦學(xué)條件差距、加大困難學(xué)生群體扶持力度、發(fā)展現(xiàn)代遠(yuǎn)程教育、加強(qiáng)教育督導(dǎo)幾個(gè)方面提出了進(jìn)一步推進(jìn)湖南義務(wù)教育均衡發(fā)展的政策建議。
[Abstract]:To promote the balanced development of compulsory education is the embodiment of the essence of the socialist system and the implementation of the scientific concept of development, is the realistic need to build a harmonious society, and is also the comprehensive implementation of the Party's educational policy. Since the reform and opening up, compulsory education in Hunan has made leapfrog development, in 2002, the population coverage rate reached 100 percent. But from the overall point of view. The basis of compulsory education in Hunan is still relatively weak. There is still a big gap in the development level of compulsory education between regions, between urban and rural areas and between schools. The standardization and equalization of the condition and level of running a school in compulsory education should be paid great attention by the government and all walks of life. Based on the strategic goal and social needs of constructing a harmonious society and guided by the scientific concept of development, this paper first explains the relevant theories of balanced development of compulsory education. Grasp the theoretical support system of balanced development of compulsory education, and then use a large number of statistics and survey data to investigate and analyze the differences in the development of compulsory education in Hunan. This paper probes into the deep reasons for the unbalanced development of compulsory education in Hunan Province. Finally, it draws lessons from the successful experiences of some countries in the world to promote the balanced development of compulsory education, and combines the situation of Hunan Province to renew the educational concept. Increase the investment of education funds, strengthen the construction of teachers, narrow the gap between school conditions, increase the support of the group of difficult students, and develop modern distance education. Some suggestions are put forward to further promote the balanced development of compulsory education in Hunan.
