京津冀教育協(xié)同發(fā)展供需矛盾及應(yīng)對(duì)策略

【摘要】:教育協(xié)同發(fā)展是京津冀協(xié)同發(fā)展的重大國(guó)家戰(zhàn)略內(nèi)容之一,其最大障礙是供給側(cè)提供的教育資源和服務(wù)與需求側(cè)的教育需求在數(shù)量、質(zhì)量和結(jié)構(gòu)上不相匹配,出現(xiàn)嚴(yán)重的供需關(guān)系矛盾。具體表現(xiàn)是京津冀財(cái)政性教育經(jīng)費(fèi)投入懸殊,基礎(chǔ)教育資源配置嚴(yán)重失衡,職業(yè)教育專業(yè)結(jié)構(gòu)與區(qū)域產(chǎn)業(yè)結(jié)構(gòu)不適應(yīng),高等教育結(jié)構(gòu)布局不均引發(fā)教育不公等。京津冀教育協(xié)同發(fā)展需要避免教育需求側(cè)思維誤區(qū),在供給側(cè)改革背景下,破解京津冀教育協(xié)同發(fā)展的供需矛盾需要,在供給主體上,多元共治、明晰權(quán)責(zé);供給內(nèi)容上,調(diào)整結(jié)構(gòu)、提升質(zhì)量;供給方式上,精準(zhǔn)供給,滿足需求;供給環(huán)境上,提供保障,承繼文化。
[Abstract]:The coordinated development of education is one of the important national strategic contents of the coordinated development of Beijing, Tianjin and Hebei. The biggest obstacle is that the educational resources and services provided by the supply side do not match the educational demand on the demand side in terms of quantity, quality and structure. There is a serious contradiction between supply and demand. The specific performance is that the financial investment of education in Beijing, Tianjin and Hebei is very different, the allocation of basic education resources is seriously unbalanced, the professional structure of vocational education is not adapted to the regional industrial structure, and the uneven layout of higher education structure leads to unfair education. The coordinated development of education in Beijing, Tianjin and Hebei needs to avoid misunderstandings on the demand side of education. Under the background of supply-side reform, it is necessary to solve the contradiction between supply and demand of the coordinated development of education in Beijing, Tianjin and Hebei. On the content of supply, adjust the structure and improve the quality; in the mode of supply, accurate supply, meet the demand; in the supply environment, provide security and inherit culture.
