【摘要】：該文從貫徹落實(shí)國家"十三五"規(guī)劃精神以及"十二五"教育信息化戰(zhàn)略部署與"十三五"的異同兩個(gè)視角,分析了《教育信息化"十三五"規(guī)劃》(以下簡稱《規(guī)劃》)的總體部署以及特點(diǎn),指出《規(guī)劃》是提高對教育信息化思想認(rèn)識(shí)的又一動(dòng)員令,是指導(dǎo)教育信息化工作融合創(chuàng)新的里程碑,它描繪了一幅服務(wù)全局的路線圖,進(jìn)一步構(gòu)建了教育信息化管理體制和服務(wù)支撐機(jī)制。文中還對《規(guī)劃》的核心思想進(jìn)行了概括。筆者認(rèn)為,《規(guī)劃》全篇體現(xiàn)了教育信息化處于高速發(fā)展,正在從分散建設(shè)向統(tǒng)籌規(guī)劃、整體推進(jìn)演進(jìn)的歷史階段特征,對以教育信息化支撐引領(lǐng)教育現(xiàn)代化發(fā)展,是一部重要的理論和實(shí)踐的指導(dǎo)性文獻(xiàn)。
[Abstract]:From the perspective of implementing the spirit of the 13th Five-Year Plan and the similarities and differences between the strategic deployment of the 12th Five-Year Plan and the Thirteenth Five-Year Plan, This paper analyzes on the overall arrangement and characteristics of the 13th Five-Year Plan of Educational Informatization (hereinafter referred to as "the Plan"), and points out that the "Planning" is another mobilization order to improve the understanding of the thought of educational informatization. It is a milestone in guiding the integration and innovation of education information work. It depicts a road map of serving the overall situation and further constructs the educational information management system and service supporting mechanism. The paper also generalizes the core idea of "Planning". The author thinks that the whole part of the "Plan" embodies the characteristics of the historical stage in which education informatization is developing at a high speed, from decentralized construction to overall planning, and promotes the development of education modernization with the support of educational informatization. Is an important theoretical and practical guidance document.
