【摘要】：關(guān)于家長在提高學(xué)生成績和學(xué)校業(yè)績方面應(yīng)該起何種作用,以及如何起作用的問題,美國用聯(lián)邦政策的方式給予了解答。在《初等和中等教育法案》被七次核準(zhǔn)的半個世紀(jì)中,處境不利兒童的家長先后作為學(xué)校的集體顧問、孩子學(xué)習(xí)輔助者、簽訂"學(xué)�！议L契約"的共同責(zé)任者,以及學(xué)校選擇和問責(zé)者逐漸成為聯(lián)邦政府努力實現(xiàn)教育正義、公平和優(yōu)質(zhì)教育的重要"合作伙伴"。對美國的家校關(guān)系以及主流人群的家長參與觀念進(jìn)行歷時性考察后可知,清教徒的"家庭中心主義"家�；佑^念、老式中產(chǎn)階級的社區(qū)控制和個人主義自主參與觀念以及新中產(chǎn)階級的學(xué)校依賴與定制的參與觀念,共同構(gòu)筑了當(dāng)今美國"家長參與"政策理念。對政策理念的梳理和解析應(yīng)成為認(rèn)識美國家長作為教育政策目標(biāo)的合理性,理解"家長參與"政策行為的意義,乃至判斷當(dāng)今美國家校合作的目的、方式特征及理論基礎(chǔ)的必然依據(jù)和前提。
[Abstract]:The United States answers the question of what role parents should play in improving student performance and school performance, and how they should work. In the half century since the passage of the Primary and Secondary Education Act seven times, the parents of disadvantaged children have served as collective counsellors for schools, assisted children in learning, and signed the School-Parenthood Pact. School selection and accountability are becoming important partners in the federal government's efforts to achieve education justice, equity, and quality education. After a diachronic investigation of the relationship between home and school in the United States and the idea of parental participation among the mainstream population, we can see that the Puritan concept of "family centrism" is the concept of home-school interaction. The concept of community control and individualism independent participation of the old middle class and the school dependence and custom participation of the new middle class have jointly constructed the policy concept of "parental participation" in the United States today. To sort out and analyze the policy idea should become the rationality of recognizing American parents as the goal of education policy, understanding the significance of "parental participation" policy behavior, and even the purpose of judging the cooperation of American national schools. The necessary basis and premise of mode characteristics and theoretical basis.
