當代中國需著力建立教育基礎性制度體系

【摘要】:教育基礎性制度體系是由教育制度中居于基礎位置,能夠起到制約、派生或影響其他制度的原生性行為規(guī)則構建起來的體系。當代中國建立教育基礎性制度體系,是全面深化改革的目標要求,是教育新形勢新任務的迫切需要,是現代教育制度變遷的歷史必然,是教育體制機制改革的內生需求。這個制度體系包括系統化育人制度、多樣化辦學制度、法治化管理制度和立體化保障制度,具有鮮明的政治屬性、全面的服務特性、深刻的合規(guī)定性、多元的價值統一性、系統的力量整合性、積極的現實干預性。建立教育基礎性制度體系可按照統籌設計、改革推進、實踐博弈、立法固化、持續(xù)完善的工作鏈條進行。
[Abstract]:The basic system of education is a system constructed by the primary rules of behavior of other institutions, which is based on the basic position of the educational system and can restrict, derive or influence the original behavior of other institutions. The establishment of the basic educational system in contemporary China is the objective requirement of deepening the reform in an all-round way, the urgent need of the new educational situation and new task, the historical necessity of the changes of the modern educational system, and the endogenous demand of the reform of the educational system mechanism. The system includes systematic education system, diversified school running system, rule of law management system and three-dimensional security system. It has distinct political attributes, comprehensive service characteristics, profound regulation, and multi-value unity. The strength of the system is integrated and the active reality is interventionist. The establishment of the basic educational system can be carried out in accordance with the work chain of overall planning, reform and promotion, practical game, legislative solidification and continuous improvement.
