【摘要】：英國遠(yuǎn)程教育的健康發(fā)展得益于其完善的質(zhì)量保證體系,其中高等教育質(zhì)量保證署、英國開放與遠(yuǎn)程教育協(xié)會等中介組織發(fā)揮了獨(dú)特而重要的作用。英國高等教育中介組織的產(chǎn)生是大學(xué)自治和政府控制之間博弈的結(jié)果。文中采用歷史法分析了英國政府、遠(yuǎn)程教育高校、中介組織在質(zhì)量保證方面所扮演的不同角色和作用。政府尊重大學(xué)的學(xué)術(shù)自由和自治權(quán)利,只進(jìn)行有限干預(yù)。遠(yuǎn)程教育高校建立嚴(yán)格的內(nèi)部質(zhì)量標(biāo)準(zhǔn)和質(zhì)量管理,并自覺接受中介組織的外部審計(jì),積極回應(yīng)社會和政府的要求。中介組織通過制定資格框架、學(xué)科基準(zhǔn)和實(shí)踐準(zhǔn)則來指導(dǎo)遠(yuǎn)程教育高校并進(jìn)行質(zhì)量審計(jì)。最后,基于比較法的分析結(jié)果,建議我國要提高中介組織的獨(dú)立性、專業(yè)性、權(quán)威性,建立基準(zhǔn)導(dǎo)向,激發(fā)遠(yuǎn)程教育高校質(zhì)量的自檢自覺,促進(jìn)遠(yuǎn)程教育質(zhì)量的持續(xù)改善和提高。
[Abstract]:The healthy development of distance education in Britain benefits from its perfect quality assurance system, in which the Agency of higher Education quality Assurance, the British Open and distance Education Association and other intermediary organizations play a unique and important role. The emergence of higher education intermediary organizations in Britain is the result of the game between university autonomy and government control. This paper analyzes the different roles and roles of the British government, distance education institutions and intermediary organizations in quality assurance by means of historical method. The government respects the academic freedom and autonomy of universities, with limited intervention. Distance education colleges and universities establish strict internal quality standards and quality management, and consciously accept the external audit of intermediary organizations, actively respond to the demands of the society and the government. Intermediary organizations guide distance education colleges and universities and conduct quality audit by establishing qualification framework, subject benchmarks and practice criteria. Finally, based on the results of comparative analysis, it is suggested that our country should improve the independence, professionalism and authority of intermediary organizations, establish the benchmark orientation, and stimulate the self-examination consciousness of the quality of distance education colleges and universities. To promote the continuous improvement and improvement of the quality of distance education.
