【摘要】：正"財(cái)政供養(yǎng)人口只減不增"的政策背景,農(nóng)村學(xué)齡人口分布密度的劇烈變化,這些情況最終都會(huì)反映在農(nóng)村教師編制問(wèn)題上。提升質(zhì)量和促進(jìn)公平是我國(guó)義務(wù)教育發(fā)展的兩大時(shí)代命題。質(zhì)量提升狀況和公平達(dá)成程度的決定因素均為師資,當(dāng)前我國(guó)義務(wù)教育的師資短板在農(nóng)村。農(nóng)村師資的相對(duì)弱勢(shì)性體現(xiàn)在數(shù)量、結(jié)構(gòu)和質(zhì)量三個(gè)方面,其中數(shù)量緊缺是制約結(jié)構(gòu)優(yōu)化和質(zhì)量提升的關(guān)鍵。義務(wù)教育學(xué)校屬于一類(lèi)事業(yè)單位,編制
[Abstract]:The policy background of "only decreasing and not increasing the population of financial support" and the drastic change of distribution density of rural school-age population will eventually be reflected in the problem of rural teacher establishment. Improving quality and promoting fairness are two times propositions for the development of compulsory education in China. The determinants of the quality improvement and the degree of fairness are teachers. At present, the shortage of teachers in compulsory education in our country is in the countryside. The relative weakness of rural teachers lies in three aspects: quantity, structure and quality, among which the shortage of quantity is the key to the optimization of structure and the improvement of quality.
