【摘要】：當(dāng)代大學(xué)生是民族的希望與未來(lái),承擔(dān)著在不久的將來(lái)參與國(guó)際競(jìng)爭(zhēng)、振興中華的歷史重任,應(yīng)具備良好的個(gè)性心理品質(zhì)和自尊、自愛(ài)、自律、自強(qiáng)的優(yōu)良品格,具有較強(qiáng)的心理調(diào)適能力。由于我國(guó)正處于完善社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制和實(shí)現(xiàn)社會(huì)主義現(xiàn)代化戰(zhàn)略目標(biāo)的關(guān)鍵時(shí)期,社會(huì)競(jìng)爭(zhēng)日趨激烈,社會(huì)文化因素發(fā)生了復(fù)雜變化,大學(xué)生由于受到這種復(fù)雜的社會(huì)文化因素影響,面臨成長(zhǎng)過(guò)程中諸多人生發(fā)展課題及年齡階段身心特點(diǎn),部分大學(xué)生在壓力與挫折面前應(yīng)對(duì)無(wú)措,出現(xiàn)心理失衡現(xiàn)象,因此大學(xué)生心理健康教育工作已經(jīng)成為高校教育工作不可缺少的部分,其管理也是高等教育管理的重要組成部分,做好心理健康教育管理工作對(duì)促進(jìn)大學(xué)生健康成長(zhǎng)成才具有重要意義。雖然在我國(guó)高校已廣泛開(kāi)展了對(duì)大學(xué)生進(jìn)行心理測(cè)試,分析和研究大學(xué)生的心理狀況,開(kāi)展心理咨詢(xún)活動(dòng),教育和引導(dǎo)大學(xué)生不斷地加強(qiáng)心理品質(zhì)修養(yǎng)和鍛煉,但是僅有高校單方面的努力無(wú)法很有成效的幫助大學(xué)生解決心理健康中涉及到的方方面面的問(wèn)題,還需要來(lái)自高校系統(tǒng)外的其他社會(huì)系統(tǒng)的配合和協(xié)調(diào),尤其是政府公共職能的充分運(yùn)用。本文的研究從政府職能視角出發(fā),運(yùn)用公共關(guān)系理論,一是具體分析了政府職能及公共服務(wù)職能的相關(guān)理論概念,把大學(xué)生心理健康教育事項(xiàng)定位于準(zhǔn)公共產(chǎn)品,并以此為基礎(chǔ)進(jìn)行屬性分析;二是在我國(guó)政府職能變化的背景下闡述了大學(xué)生心理健康教育管理的發(fā)展歷程和大學(xué)生心理健康教育管理現(xiàn)狀,并就管理現(xiàn)狀中發(fā)現(xiàn)存在的問(wèn)題進(jìn)行剖析;三是針對(duì)當(dāng)前大學(xué)生心理健康教育管理中存在的問(wèn)題提出政府要充分利用其公共服務(wù)職能改善和完善大學(xué)生心理健康教育管理,并提出了相應(yīng)對(duì)策,以促進(jìn)政府在大學(xué)生心理健康教育管理中真正充分發(fā)揮其公共服務(wù)職能,保障大學(xué)生心理健康教育工作順利進(jìn)行,提高大學(xué)生心理健康教育工作的成效。
[Abstract]:Contemporary college students are the hope and future of the nation. They undertake the important historical task of participating in international competition and rejuvenating China in the near future. They should have good personality psychological quality and self-esteem, self-love, self-discipline and self-improvement. Have strong psychological adjustment ability. As China is in the crucial period of perfecting the socialist market economic system and realizing the strategic goal of socialist modernization, the social competition is becoming increasingly fierce, and the social and cultural factors have undergone complex changes. Due to the influence of such complicated social and cultural factors, college students are faced with many subjects of life development and the characteristics of body and mind in the age stage in the process of growing up. Some college students have no way to cope with the pressure and frustration and appear the phenomenon of psychological imbalance. Therefore, the mental health education of college students has become an indispensable part of higher education, and its management is also an important part of higher education management. It is of great significance to do well the management of mental health education to promote the healthy growth of college students. Although colleges and universities in our country have extensively carried out psychological tests on college students, analyzed and studied the psychological conditions of college students, carried out psychological counseling activities, and educated and guided college students to constantly strengthen their psychological quality cultivation and exercise, However, unilateral efforts by colleges and universities alone cannot effectively help students solve all aspects of mental health problems, but also need cooperation and coordination from other social systems outside the university system. In particular, the full use of government public functions. From the perspective of government function, this paper applies the theory of public relations. Firstly, it analyzes the relevant theoretical concepts of government function and public service function, and positions the mental health education of college students as quasi public goods. On the basis of this, the author analyzes the attributes. Secondly, under the background of the change of government functions, the author expounds the development course of the management of college students' mental health education and the present situation of the management of college students' mental health education. The third is that the government should make full use of its public service function to improve and perfect the management of college students' mental health education, aiming at the problems existing in the management of college students' mental health education. The corresponding countermeasures are put forward in order to promote the government to give full play to its public service function in the management of college students' mental health education, to ensure the smooth progress of the university students' mental health education work and to improve the effectiveness of the university students' mental health education work.
