義務教育優(yōu)質(zhì)資源擴大:跨學校組織的現(xiàn)實困境與未來路徑

【摘要】:近年來,在義務教育優(yōu)質(zhì)資源擴大的政策背景下,各地方政府教育行政部門建立教育集團、學區(qū)制、名校辦分校等跨學校組織已經(jīng)取得明顯成效。但由于跨學校組織的成立需要一定的條件,并且具有與單個學校的管理不同的特征,因此,在實際運行中遇到了諸多困境。在從組織間關系的角度分析跨學校組織成立的條件、特征、面臨的困境及其原因的基礎上,嘗試從整體設計和運作機制兩個方面提出跨學校組織突破困境的未來路徑。
[Abstract]:In recent years, under the background of the policy of expanding the quality resources of compulsory education, the educational administrative departments of the local governments have established educational groups, school district systems, branch schools and other cross-school organizations, which have achieved remarkable results. However, the establishment of cross-school organizations needs certain conditions and has different characteristics from the management of a single school, so it has encountered many difficulties in practical operation. Based on the analysis of the conditions, characteristics, difficulties and causes of the establishment of cross-school organizations from the angle of inter-organizational relations, this paper attempts to put forward the future path to break through the dilemma of cross-school organizations from the two aspects of overall design and operation mechanism.
