【摘要】:信息化是實(shí)現(xiàn)國家現(xiàn)代化的重要抓手,其在社會(huì)發(fā)展過程中發(fā)揮長足作用是歷史必然,也是未來趨勢。教育信息化作為信息化在教育領(lǐng)域的應(yīng)用和實(shí)踐,是我國實(shí)現(xiàn)教育現(xiàn)代化的必經(jīng)之路,對(duì)于我國教育教學(xué)改革具有重要意義。當(dāng)前,我國有數(shù)以萬計(jì)的教育信息化項(xiàng)目正在部署或者實(shí)施,然而很多項(xiàng)目卻無法達(dá)到預(yù)期的目標(biāo)。通過調(diào)查發(fā)現(xiàn),往往是由于項(xiàng)目推行過程中忽視風(fēng)險(xiǎn)因素所致,更深層的原因是沒有成型的針對(duì)教育信息化項(xiàng)目風(fēng)險(xiǎn)的指標(biāo)體系予以參考。因此,本研究將依托全國教育科學(xué)"十二五"規(guī)劃課題《教育信息化項(xiàng)目風(fēng)險(xiǎn)的系統(tǒng)動(dòng)力學(xué)分析與對(duì)策》,通過文獻(xiàn)調(diào)研、實(shí)例調(diào)查、專家訪談等多個(gè)途徑構(gòu)建科學(xué)合理的教育信息化項(xiàng)目風(fēng)險(xiǎn)評(píng)估體系,以期在項(xiàng)目實(shí)施的各個(gè)階段對(duì)項(xiàng)目進(jìn)行有效的控制和評(píng)估,趨利避害,實(shí)現(xiàn)項(xiàng)目效益的最大化。首先,理論研究與風(fēng)險(xiǎn)要素梳理。研究從教育信息化項(xiàng)目風(fēng)險(xiǎn)管理的概述、項(xiàng)目風(fēng)險(xiǎn)管理和風(fēng)險(xiǎn)評(píng)估體系等方面的研究現(xiàn)狀進(jìn)行綜述,初步明確指標(biāo)體系的研究方向。從國內(nèi)外相關(guān)項(xiàng)目風(fēng)險(xiǎn)管理評(píng)估的文獻(xiàn)中梳理出所有可能存在的風(fēng)險(xiǎn)因子清單,并結(jié)合教育信息化項(xiàng)目的實(shí)際特征進(jìn)行整理和歸并。其次,基于初步風(fēng)險(xiǎn)清單實(shí)地調(diào)研,完善指標(biāo)體系。從不同角度對(duì)10個(gè)不同類型的教育信息化項(xiàng)目進(jìn)行實(shí)際調(diào)研,補(bǔ)充、驗(yàn)證并完善風(fēng)險(xiǎn)清單,基于此建立教育信息化項(xiàng)目風(fēng)險(xiǎn)評(píng)估指標(biāo)體系,而后課題組邀請(qǐng)相關(guān)專家,召開專家論證會(huì),最終確定風(fēng)險(xiǎn)評(píng)估指標(biāo)體系。再次,計(jì)算指標(biāo)權(quán)重。根據(jù)層次分析法的相關(guān)原理設(shè)計(jì)相應(yīng)的教育信息化項(xiàng)目風(fēng)險(xiǎn)評(píng)估問卷,而后課題組邀請(qǐng)60位教育信息化項(xiàng)目相關(guān)的專家或項(xiàng)目負(fù)責(zé)人員等,對(duì)教育信息化項(xiàng)目的各項(xiàng)風(fēng)險(xiǎn)指標(biāo)逐一打分,通過專家打分?jǐn)?shù)據(jù)最終確定教育信息化項(xiàng)目風(fēng)險(xiǎn)各項(xiàng)指標(biāo)的權(quán)重。最后,指標(biāo)體系的實(shí)際應(yīng)用與檢驗(yàn)。針對(duì)實(shí)際的教育信息化項(xiàng)目,通過項(xiàng)目負(fù)責(zé)人對(duì)項(xiàng)目風(fēng)險(xiǎn)評(píng)估指標(biāo)體系打分的方式,結(jié)合風(fēng)險(xiǎn)評(píng)估體系各項(xiàng)指標(biāo)的權(quán)重,將評(píng)估體系應(yīng)用于具體的教育信息化項(xiàng)目——《A市基礎(chǔ)教育學(xué)生信息管理系統(tǒng)的建設(shè)》,最終驗(yàn)證指標(biāo)體系的應(yīng)用效果及其能夠?yàn)轫?xiàng)目順利施行所起到作用。
[Abstract]:Informatization is an important grasp to realize the modernization of our country. It is a historical necessity and a future trend to play a significant role in the process of social development. As the application and practice of information technology in the field of education, education informatization is the only way to realize the modernization of education in our country, and it is of great significance to the reform of education and teaching in our country. At present, tens of thousands of educational informatization projects are being deployed or implemented in our country, but many projects can not reach the expected goal. Through the investigation, it is found that the risk factors are often ignored in the course of carrying out the project, and the deeper reason is that there is no formed index system for the risk of the educational information project to be referred to. Therefore, this study will rely on the "12th Five-Year Plan" of National Education Science, "system Dynamics Analysis and Countermeasures of Educational Informatization Project risk", through literature investigation and case study. Expert interviews and other ways to build a scientific and reasonable education information project risk assessment system in order to carry out effective control and evaluation of the project in each stage of the implementation of the project to achieve the maximum benefit of the project. First of all, theoretical research and risk factors combing. The research summarizes the present situation of risk management, risk management and risk assessment system of educational information project, and makes clear the research direction of the index system. This paper combs out the list of all possible risk factors from the literature of risk management evaluation of relevant projects at home and abroad, and combines the actual characteristics of educational information projects to organize and merge them. Secondly, based on the preliminary risk list field investigation, improve the indicator system. From different angles, 10 different types of educational informatization projects are investigated, supplemented, verified and perfected the risk list, based on which the risk assessment index system of educational information projects is established, and then the relevant experts are invited by the task force. Experts will be convened to determine the risk assessment index system. Again, calculate the index weight. According to the relevant principles of the Analytic hierarchy process (AHP), the corresponding risk assessment questionnaire for the educational informatization project is designed, and 60 experts or project managers are invited by the task force. Every risk index of the educational informatization project is scored one by one, and the weight of the risk index of the education information project is finally determined through the expert scoring data. Finally, the practical application and test of the index system. In view of the actual educational informatization project, through the way that the project leader marks the project risk assessment index system, combined with the weight of each index of the risk assessment system, This paper applies the evaluation system to the specific educational information project < Construction of the basic Education Student Information Management system in A City ", and finally verifies the application effect of the index system and its function for the smooth implementation of the project.
