【摘要】：在國家全面深化改革,特別是"放管服"改革的大背景下,教育系統(tǒng)推進(jìn)"管辦評分離"改革,加快實(shí)現(xiàn)教育治理體系和治理能力的現(xiàn)代化,已經(jīng)提上了重要的議事日程。但是,評估工作在整個教育治理中的角色定位如何順應(yīng)國內(nèi)外改革趨勢,從根本上擺脫其現(xiàn)有的思想束縛和制度羈絆,真正回歸其作為專業(yè)服務(wù)的本質(zhì),仍需要在教育評估的制度供給和服務(wù)供給等方面入手,推進(jìn)實(shí)質(zhì)性改革,以真正落實(shí)"管辦評分離"。以評估改革的國內(nèi)外相關(guān)趨勢為鋪墊,以教育評估服務(wù)供給側(cè)問題為聚焦,以推動具有獨(dú)立性、專業(yè)性和權(quán)威性的教育評估為關(guān)鍵突破口,提出進(jìn)一步深化教育"管辦評分離"改革的一些思考與設(shè)想。
[Abstract]:Under the background of deepening the national reform in an all-round way, especially the reform of "putting management into service", the educational system has been put on the important agenda to push forward the reform of "management and grading separation" and to speed up the modernization of educational governance system and governance ability. However, the role orientation of the evaluation work in the whole educational governance conforms to the reform trend at home and abroad, fundamentally gets rid of its existing ideological shackles and institutional fetters, and truly returns to its essence as a professional service. It is still necessary to push forward the substantive reform in the aspects of system supply and service supply of educational evaluation, so as to truly implement the "management and grading departure". Taking the domestic and foreign trend of evaluation reform as the foundation, focusing on the supply-side problem of educational evaluation service, and promoting the independent, professional and authoritative educational evaluation as the key breakthrough, This paper puts forward some thoughts and ideas for further deepening the reform of the education management and grading system.
