教育信息化項(xiàng)目風(fēng)險(xiǎn)評(píng)估指標(biāo)體系的構(gòu)建

【摘要】:該文旨在構(gòu)建適用于教育信息化項(xiàng)目的風(fēng)險(xiǎn)評(píng)估指標(biāo)體系,用于項(xiàng)目相關(guān)人員在項(xiàng)目實(shí)施的各項(xiàng)進(jìn)程中識(shí)別和判斷風(fēng)險(xiǎn),并不斷采取相應(yīng)措施減少風(fēng)險(xiǎn)的發(fā)生概率,降低風(fēng)險(xiǎn)的影響程度。該文通過(guò)對(duì)國(guó)內(nèi)外項(xiàng)目相關(guān)文獻(xiàn)的梳理、具體教育信息化項(xiàng)目的調(diào)研、專家論證等方式,形成并確定教育信息化項(xiàng)目風(fēng)險(xiǎn)評(píng)估指標(biāo)體系,并依據(jù)層次分析法的相關(guān)原理,設(shè)計(jì)相應(yīng)問(wèn)卷,對(duì)各指標(biāo)權(quán)重進(jìn)行計(jì)算,依據(jù)教育信息化項(xiàng)目的特點(diǎn),建立了4個(gè)一級(jí)指標(biāo)(分別為主體風(fēng)險(xiǎn)、客體風(fēng)險(xiǎn)、技術(shù)風(fēng)險(xiǎn)、政策法規(guī))、11個(gè)二級(jí)指標(biāo)和29個(gè)三級(jí)指標(biāo),并計(jì)算出相應(yīng)的指標(biāo)權(quán)重。該文初步建立的風(fēng)險(xiǎn)評(píng)估指標(biāo)體系,能夠在項(xiàng)目實(shí)施的各個(gè)階段趨利避害,實(shí)現(xiàn)項(xiàng)目利益的最大化,減少不必要的損失。
[Abstract]:The purpose of this paper is to construct a risk assessment index system suitable for the educational information project, which can be used to identify and judge the risk in the process of the project implementation, and to continuously take corresponding measures to reduce the probability of the occurrence of the risk. Reduce the impact of risk. This paper forms and determines the risk assessment index system of educational informatization project by combing the relevant documents of domestic and foreign projects, investigating and proving specific educational information projects, and according to the relevant principles of AHP. Design the corresponding questionnaire, calculate the weight of each index, according to the characteristics of the educational information project, set up four primary indicators (subject risk, object risk, technical risk, policy and regulation), 11 secondary indicators and 29 third-level indicators. And calculate the corresponding index weight. The risk assessment index system established in this paper can achieve the maximum of the project benefit and reduce the unnecessary loss in every stage of the project implementation.
